Below are responses to offeror's questions.

1. Are the automated maneuvers intended to be generic in-track Delta-Vs, or specific to each individual satellite (and taking into account any/all specific maneuver capabilities/constraints)?

Response: There is nothing in the statement of need about automated maneuvers. This is not a capability used by NOAA. Less specifically, our manual maneuvers are specific to each satellite, and take into account that satellite's specific constraints and idiosyncrasies.

2. Is this for owner/operator and/or secondary objects? Will this be primary OD (with nominal mission cooperative tracking data) or augmentation of owner/operator and/or JSpOC OD?

Response: This is to provide risk assessments of the conjunctions between owner/operator satellites and secondary objects/spacecraft. This product will be used to help design an maneuver that optimizes collision avoidance among multiple objects in the destination maneuver path, solving for the maneuver magnitude that will minimize the composite risk of conjunction with multiple objects in the projected maneuver path. (e.g. we are currently predicted to have a close approach with object P. Our candidate maneuver A moves us into the path of object Q. Candidate maneuver B moves us into the path of objects R and S. Candidate maneuver C moves us into the path of object T. The capability we are asking for will design minimize the overall probability of conjunction with objects Q, R, S, and T, as opposed to just object Q or R or S or T alone). It will also augment JSpOC CA reporting.

3. Is this feature intended to evaluate tracking resources against a user's confidence in the decision making process? Is this to assess how the probability will evolve as a function of additional tracking opportunities?

Response: Knowing how the probability will evolve as a function of additional tracking opportunities would definitely enhance our decision making process. Not sure how you mean "evaluate tracking resources." If you mean that getting a track from sensor F would be better than another from sensor D, so that we can prioritize getting the track from F, that might be valuable. If you mean assessing sensor F's reported track vs actual position of owner/operator spacecraft, we will not use the system in that way

4. Can you please state who the incumbent is for the previous contract?
