Gateway 140D0421Q0598 RFQ

1. PURPOSE

The purpose of this RFQ is for the Department of Interior (DOI), Bureau of Trust Funds Administration to obtain an internal/external web portal (the Gateway) solution in support of the Bureau of Trust Funds Administration (BTFA), Office of Trust Records (OTR), Digital Center of Excellence (DCE), in accordance with the Performance Work Statement (PWS). This RFQ is being issued pursuant to Federal Acquisition Regulation (FAR) in Subpart 13 in conjunction with FAR Part 12 – Acquisition of Commercial Items. The DOI, Acquisitions Services Directorate (AQD), on behalf of the Bureau of Trust Funds Administration (BTFA), is issuing this RFQ for the purpose of entering into a Purchase Order.

North American Industry classification System (NAICS): 541511 – Custom Computer Programming Services

Product Service Code (PSC): DA01 – IT and Telecom – Business Application/Application Development Support Services

This RFQ is set-aside for Indian Small Business Economic Enterprise (ISBEE) and Indian Economic Enterprise (IEE) businesses.

2. PERIOD OF PERFORMANCE

The period of performance for this effort is 12 months.

3. BACKGROUND/DESCRIPTION

The goal of this contract is the creation and delivery of the Gateway utilizing Agile processes through continuous capability enhancements, minimal downtown, prompt response to emerging needs, demonstrated reliability, and optimized performance with resource utilization minimized; and provide a requirements evaluation report on the Account Reconciliation Tool (ART) System. The Gateway system will be an internal /external web portal solution in support of the OTR, DCE. It will serve as the main digital records interface for BTFA’s AIRR.

4. PURCHASE ORDER TYPE

AQD anticipates awarding a Firm-Fixed-Price (FFP) type Purchase Order.

5. QUESTIONS

All communications regarding this requirement shall be between the Offeror and the CO/CS only. Please be advised that the Government reserves the right to transmit those questions and answers of a common interest to all prospective Offerors.

6. QUOTE DUE DATE

The due date for responses to this RFQ shall be sent by email, no later than Friday, August 27, 2021 at 3:00 PM ET to the Contracting Officer (CO), Catherine Mattocks, at catherine_mattocks@ibc.doi.gov, and the Contract Specialist (CS), Joyce Lee, at joyce_lee@ibc.doi.gov. Any submissions received after the date and time specified herein will NOT be considered for award. Please allow time for any delays that may impact submitting your quote.

7. INSTRUCTIONS FOR QUOTE PREPARATION

The following information must be submitted in order to be considered for award:

a) Technical Quote

Formatting: Page size 8.5 by 11 inches with at least ½-inch margins. Text shall be in Arial with a minimum font size of 10.

Section – 1 – Cover Letter / Executive Summary (Volume 1, Section 1)

The Offeror’s Cover Letter for the quote must contain the name, phone number, and e-mail address of the person to be contacted concerning any matter related to the solicitation. Any introductory language which describes the nature of the Offeror, its history, its achievements, or its areas of specialization may be included in this section. Include the following information in your quotes:

1) DUNS number & CAGE Code

2) Company Name mailing address, and website address

3) Date submitted and quote expiration date

4) All the above-cited information for each entity on the quoted team (if a team is quoted)

5) Evidence of current SAM database registration (www.sam.gov)

6) Verify in writing that the offeror has read and agrees to comply with all the conditions and instructions provided in the RFQ.

7) Acknowledge each RFQ amendment (if any)

The Offeror should provide an executive summary for the technical quote. In the executive summary, the offeror should highlight the significant factors of its technical quote. The executive summary for the technical approach should be no more than 1 page long.

In the event that the Offeror is planning to quote a teaming, mentor/protégéé, or a subcontracting relationship, narrative statements must also be included for the additional organizations, as well as a clear delineation of tasks that they will be expected to support.

Section 2 - Technical Quote (Volume 1, Section 2)

Offerors shall provide a Technical Quote that addresses the following:

1. Technical Approach

Agile Implementation Strategy The offeror shall describe their approach to manage the Agile implementation.

Roles and Responsibilities The offeror shall describe the roles and responsibilities of the Agile team, to include government personnel.

Technical Solution The offeror shall describe their proposed solution to meet all the government requirements, including timelines associated with completing sprints and the development of the minimum functionality of the system.

Product Development Roadmap The offeror shall provide a product development roadmap.

Release Planning The offeror shall describe its approach to initial release planning, structuring incremental releases of software capability, and responding to changing government priorities both during release planning and during execution.

Release Strategy The offeror shall describe the release of the capability sought in the solicitation. The offeror shall describe what it proposes as the number and length of iterations necessary to satisfy the objectives of the solicitation and shall describe the products produced by each iteration contributing to the overall capability.

Agile Requirements Management The offeror shall describe their strategy to manage the Agile requirements. The offeror shall provide a detailed explanation for how they plan to work with the government and user reps to continuously balance tradeoffs across user needs, business goals and technical requirements.

2. Past Experience

Relevant Experience The offeror shall describe how the full Agile development methodology proposed has been utilized on other relevant programs and projects. For each customer reference, provide the following: (1) Name/Identification of current customer (2) Narrative description of program/product (3) Narrative description of the size, scope, and complexity of the program/project reference and how it relates to the size, scope and complexity of this effort.

3. Management Capability

Performance Management The offeror shall propose a performance management strategy for the government to use throughout contract performance to include specific measures and metrics to measure team performance.

4. Personnel Qualification

Resourcing Strategy/Staffing Plan The offeror shall describe their strategy to resource and manage team performance. Offerors shall provide a description of the Agile development team to include the number of personnel to support the Agile development process and specific individual names linked to their role on the Agile team.

Offerors shall describe if the Agile team as proposed has worked on previous projects/programs supporting Agile development and the success of those programs/projects. The offerors shall identify all personnel on the Agile development team and the role(s) they will play in supporting the Agile process. The offeror shall provide resumes of personnel that describe the details of everyone's overall experience and education. Resumes should include specific references to experience and training with Agile processes. The resumes should also identify the individuals experience working on previous Agile development projects and their role(s) on the projects.

Section 3 - Price Quote The Offeror’s Price Quote shall be a separate volume from the Technical Quote and in a spreadsheet format and reflect a milestone payment structure. Pricing shall include all anticipated costs to fully perform all objectives as stated in the solicitation. Labor categories, rates, and FTE’s should be included. Offerors may also provide a pricing narrative in Word format along with the pricing spreadsheet. The Offeror’s proposed prices will be analyzed to determine whether they are reasonable and realistic for the work to be performed;

reflect a clear understanding of the requirement; and are consistent with the Offeror’s Technical Proposal.

All pricing shall be in whole dollars only. If submitted, all formulas, lookup tables, and links shall be intact, an no links shall exist to files not included with the proposal. Spreadsheets shall not contain hidden worksheets.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

FAR 52.212-2 EVALUATION – COMMERCIAL ITEMS (OCT 2014)

(a) The Government will award a contract resulting from this RFQ to the responsible Vendor whose quote conforming to the RFQ will be most advantageous to the Government, price and other factors considered.

The Government shall evaluate quotes received based upon the following evaluation factors and sub-factors specified below. Factors are listed in descending order of importance:

Factor 1: Technical Approach Agile Implementation Strategy The government will evaluate the completeness, feasibility, and appropriateness of the proposed Agile implementation including techniques for sprint planning, release planning, plans for engaging end users, methods for capturing and applying lessons learned, testing processes, reasons behind the composition of their Agile teams and the rationale behind the proposed development talent and project oversight tied to the project, how the offeror will make resources available within schedule and budget constraints, and the offer’s approach to configuration management.

Roles and Responsibilities The government will evaluate the completeness, feasibility, and appropriateness of the offeror’s described roles, responsibilities, and expectations of the contractor, government PMO and PMO team members (e.g. test) in executing the Agile process.

Technical Solution The government will evaluate the completeness and comprehensiveness of the technical solution to ensure it addresses project and contract management, communication/collaboration with the government, security and privacy requirements, documentation and reporting

Product Development Roadmap The government will evaluate the offeror’s proposed product development roadmap to ensure it correlates with the offeror’s stated objective and timeframe for implementation of the offeror’s proposed Agile methodology. The government will evaluate if the product development roadmap demonstrates where testing, training, security, privacy, and cut-over planning will be conducted, and the reasonableness of the approach.

Release Planning The government will evaluate the offeror’s approach to planning releases to determine if it presents a thorough and comprehensive approach to satisfying government objectives and priorities for delivery of system functionality.

Release Strategy The government will assess the release plan proposed by the offeror for realism and feasibility of the plan and the resources proposed for its implementation. The government will also assess the offeror’s understanding of the objectives of the solicitation and the degree of which the proposed plan satisfies the objectives specified in the solicitation.

Agile Requirements Management The government will evaluate the completeness, comprehensiveness, and rationale for their proposed strategy to manage the Agile requirements.

Factor 2: Past Experience

Relevant Experience The government will evaluate: (1) Whether the offeror has provided or is currently providing Agile development support to similar and related efforts. (2) How well the size, scope, and complexity of the program/project reference relate to the size, scope, and complexity of this effort. (3) Demonstration of successful implementation of the Agile development process. If the same team proposed on this effort has worked on other programs/projects, the Offeror shall provide examples of the programs/projects. (4) Experience and familiarity with accounting information technology systems and applications.

Factor 3: Management Capability Performance Management The government will evaluate the completeness, feasibility, and appropriateness of the offeror’s proposed quality control and performance measurement approach. The government will evaluate if the measures and metrics proposed align with the proposed technical solution.

Factor 4: Personnel Qualifications Resourcing Strategy/Staffing Plan The government will evaluate the completeness feasibility, and reasonableness of the Offeror’s plan to appropriately resource the Agile development team within schedule and budget constraints. The government will assess the offeror’s proposed team structure and staffing, and their strategy to keep the team motivated and engaged throughout the project lifecycle.

Factor 5: Past Performance Past Performance The Government will review the Contract Assessment Reporting Systems or past performance information and consider any other past performance information or references available from other sources. The past performance information obtained will be utilized to determine the quality of the contractor’s past performance as it relates to the probability of success of the required effort. If a company does not have any past performance information, they will receive a rating of neutral.

DEPARTMENT OF THE INTERIOR ACQUISITION REGULATION (DIAR) CLAUSES

a) DIAR 1452.201-70 - Authorities and Delegations (Sep 2011)

1) The Contracting Officer is the only individual authorized to enter into or terminate this contract, modify any term or condition of this contract, waive any requirement of this contract, or accept nonconforming work.

2) The CO will designate a point of contact (POC) at time of award. The POC will be responsible for technical monitoring of the Vendor's performance and deliveries. The POC will be appointed in writing, and a copy of the appointment will be furnished to the Contractor. Changes to this delegation will be made by written changes to the existing appointment or by issuance of a new appointment. The POC for this contract will be:

3) The POC is not authorized to perform, formally or informally, any of the following actions:

i. Promise, award, agree to award, or execute any contract, contract modification, or notice of intent that changes or may change this task order;

ii. Waive or agree to modification of the Task schedule;

iii. Make any final decision on any contract matter subject to the Disputes Clause;

iv. Terminate, for any reason, the Contractor's right to proceed;

v. Obligate in any way, the payment of money by the Government.

4) The Contractor shall comply with the written or oral direction of the Contracting Officer or authorized representative(s) acting within the scope and authority of the appointment memorandum. The Contractor need not proceed with direction that it considers to have been issued without proper authority. The Contractor shall notify the Contracting Officer in writing, with as much detail as possible, when the POC has taken an action or has issued direction (written or oral) that the Contractor considers to exceed the POC's appointment, within 3 days of the occurrence. Unless otherwise provided in this contract, the Contractor assumes all costs, risks, liabilities, and consequences of performing any work it is directed to perform that falls within any of the categories defined in paragraph (c) prior to receipt of the Contracting Officer's response issued under paragraph (e) of this clause.

5) The Contracting Officer shall respond in writing within 30 days to any notice made under paragraph (d) of this clause. A failure of the parties to agree upon the nature of a direction, or upon the contract action to be taken with respect thereto, shall be subject to the provisions of the Disputes clause of this contract.

6) The Contractor shall provide copies of all correspondence to the Contracting Officer and the POC.

7) Any action(s) taken by the Contractor, in response to any direction given by any person acting on behalf of the Government or any Government official other than the Contracting Officer or the POC acting within his or her appointment, shall be at the Contractor's risk.

DEPARTMENT OF THE INTERIOR ACQUISITION POLICY RELEASE (DIAPR) CLAUSES:

Electronic Invoicing and Payment Requirements – Internet Payment Platform (IPP) (April 2013) Payment requests must be submitted electronically through the U. S. Department of the Treasury's Internet Payment Platform System (IPP).

"Payment request" means any request for contract financing payment or invoice payment by the Contractor.

To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions – Commercial Items included in commercial item contracts. Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice:

This is a Firm-Fixed-Price (FFP) type Task Order – the vendor shall provide a deliverable schedule in accordance with the PWS/RFQ.

Invoice Contents: The invoice shall be in accordance with the Contract Line Item Number (CLIN) structure of the Task Order. All billing issues shall be handled and resolved between the Offeror, the COR, and the CO, if necessary.

Invoices must be submitted electronically; hard copies of invoices will not be processed.

The invoice shall include the following information:

1) Name and address of Offeror

2) Invoice number and date

3) Task Order number

4) At a minimum, the following information for each CLIN

i. Line Item number

ii. Description of Labor Category

iii. Price of deliverable

5) Cumulative total of all invoices and total remaining balance

Final Invoice: Within sixty calendar days of the end of the Task Order:

1) The Offeror shall submit a final invoice, designated as such by a clear statement of “FINAL INVOICE” on the face of the invoice document.

2) The Offeror shall provide a certificate of completion which certifies all goods and services have been provided as required by this Task Order.

3) The Offeror shall provide a release of claims for this Task Order.
