There is no fender system at the docks.

The water depths at the site vary from 5.8 ft to 11.7 ft relative to Mean Lower Low water and are referenced to Tide Station 9450460 Ketchikan, AK. This facility is typically used by US Forest Service personnel for pedestrian access to the shore and storage of various items.

1. A complete baseline schedule shall be submitted.

a. If requested by the Government, the Contractor shall participate in a review and evaluation of the proposed Schedule by the Government. Any revisions necessary as a result of this review shall be submitted for compliance confirmation within 7 calendar days of the review.

b. Failure to include any work item required for performance of this Contract shall not excuse Contractor from completing all work within applicable completion dates, regardless of Government's compliance confirmation of the schedule.

2. Upon compliance confirmation of the baseline schedule, save the schedule as a baseline and update on a monthly basis. The progress schedule update will be used to evaluate the Contractor's applications for payment.

3. Establish procedures for monitoring and updating progress schedule and for reporting progress.

Coordinate procedures with progress meeting and payment request dates.

4. Progress shall be determined by work performed not by items billed.

2.1.B. Baseline Schedule Preparation Prepare a list of all activities required to complete the work. The baseline schedule shall include all planned work activities and sequences and show work completion within the number of calendar days specified in the Contract.

1. Activities

Treat each story or separate area as a separate numbered activity for each main element of the Work.

Comply with the following:

a. Indicate the estimated duration, sequence requirements, and relationship of each activity in relation to other activities.

b. Describe each activity on the schedule using:

(1) A logical activity number utilizing an alphanumeric designation system tied to the sequence of work.

(2) A concise description of the work represented by the activity.

(3) An activity duration in whole calendar days.

(4) Startup and Testing Time: Include no fewer than 15 days for startup and testing.

(5) Substantial Completion: Indicate completion in advance of date established for

Substantial Completion and allow time for Contracting Officer's administrative procedures necessary for certification of Substantial Completion.

3. Critical Path Activities

Clearly and accurately identify critical path activities, including those for interim completion dates.

Scheduled start and completion dates shall be consistent with Contract milestone dates.

4. Processing Process data to produce output data on a computer-drawn, time-scaled network. Revise data, reorganize activity sequences, and reproduce as often as necessary to produce the CPM schedule within the limitations of the Contract time.

01.32.16-Page 4 USFS Solicitation 648840

5. The baseline schedule as developed shall show the sequence and interdependence of activities required for complete performance of the work.

a. Ensure all work sequences are logical and the baseline schedule shows a coordinated plan of the work.

b. Show a predecessor and successor for each activity.

6. Resource loading of each activity shall include all personnel by labor category and equipment type and capacity proposed to complete the activity in the duration shown. Resource loading may be accomplished on the graphical schedule or may be provided in a separate narrative.

7. Consider seasonal weather conditions in planning and scheduling all work influenced by high and low ambient temperatures, wind, or precipitation to ensure completion of all work within the Contract time.

a. Ensure that weather days as listed in Contract clause "Time Extensions for Unusually Severe

Weather" are included in the schedule.

8. Timeframe

Proposed duration assigned to each activity shall be the Contractor's best estimate of time required to complete the activity considering the scope and resources planned for the activity. Extend schedule from date established for commencement of the Work to date of final completion.

a. Incorporate major material procurements, known utility relocations, and other activities

(submittals, Government review of submittals, anticipated weather delays, final inspections, etc.) that may affect the completion of the Contract in the Schedule.

2.2.A. When periodic schedule update indicates the work is 21 days or more calendar days behind the current accepted schedule, a separate recovery schedule indicating means by which Contractor intends to regain compliance with the schedule must also be submitted.

1. Contractor shall indicate changes to working hours, working days, crew sizes, and equipment required to achieve compliance, and date by which recovery will be accomplished.

2.2.B. The CO may determine that a recovery schedule is required when the Contractor falls behind the baseline schedule for any period of time.

2.3. LOOK AHEAD SCHEDULES

2.3.A. The Contractor shall provide weekly, biweekly, or three week look ahead work schedules at every weekly progress meeting.

2.3.B. Look ahead schedules are not required to be CPM schedules. They are meant to show short term, real time actions in the field. They also provide a record for the Contractor to aid in the updating of the Construction Schedule for each pay estimate.

1. Look ahead schedules may be created with a spreadsheet, a word processor, project management…
