STATEMENT OF WORK AND BACKGROUND INFORMATION OF NEED
Statement of Need
The U.S. Geological Survey, Eastern Energy Resources Science Center (EERSC) needs a contractor to purchase and install equipment to improve the audio visual display, web camera and audio conferencing functionality within the 4C205 conference room.
EERSC seeks a contractor to purchase and install the following:
- Two 70” flat panel LCD mounted displays on the left wall (from door entry) of room 4C205.
- A Pan/Tilt/Zoom camera mounted over the LCD displays for use with the USGS WebEx capability
- Audio conferencing equipment with conference table microphones and suspended microphones capable of picking up audio of conference room attendees not sitting at conference table
Statement of Work
I - General Information:
A - Introduction: The USGS EERSC Conference Room (4C205) requires a renovation to its Audio and Video (AV) systems. These systems support meetings in this room that require Audio and/or Video conferencing. The video system also supports the display of electronic presentations from a variety of sources including Laptop PC’s, tablet devices, and other personal hand held devices for in room presentations only.
B - Background: This conference room experiences a high volume of project meetings and presentations that lack modernized equipment. A need for AV and web camera equipment is imperative to increase the capabilities and functionality of the conference room.
C – Scope: The awardee will install a new, state of the art digital system which will support some legacy analog connectivity. The new AV system must be fully integrated and utilize common components (e.g. microphones, speakers, etc.) between the audio and video conferencing systems.
The awardee will be responsible for the design, acquisition and installation of the new system.
II - Work Requirements:
A - Technical Requirements:
1. Display System - The display system must include the following:
a. Two (2) 70” LCD Display.
i. Mounted on left side wall.
ii. Existing projection screen to be removed.
iii. Will replace existing portable projector.
iv. Primary purpose is VTC display and local content presentation.

v. 1080p resolution capability required
Web-Based Video Conferencing System – the video conferencing must provide the following:
a. Conferencing.
i. Software-based system utilizing customer-provided computer with customer-provided and configured software.
ii. One PTZ (Pan/Tilt/Zoom) Camera for this system will be mounted on the same wall as the 70” displays.
iii. Will use existing table microphones as part of Audio System.
iv. Camera video and microphone audio to the customer’s computer will be extended via USB to the conference room table.
Audio System - The audio system must include the following:
a. Ceiling speakers sufficient to provide clear reception of audio content to meeting attendees. The speakers will project sound into the conference room from selected multimedia sources and audio received from AV conferencing systems.
b. Incorporated analog telephone interface (POTS) to provide configurable and controllable audio and audio teleconferencing (ATC)
c. Built in Automatic Echo Cancelation (AEC)
d. ATC must be configured so that the AV system behaves like a single conferencing phone
e. Microphones
i. Microphones for AV system must be suspended from ceiling.
ii. Sufficient number of microphones should be installed to support speakers at conference room table as well as speakers from chairs around the perimeter of the room.
f. Microphones will be used only for audio transmission to the audio conferencing system or the web-based conferencing computer. Audio from the microphones will not be sent to the local room speakers for reinforcement within the room.
Control System - The control system for this room must include the following:
a. One (1) Crestron 7” Wireless Touch Screen (or manufacturer/system comparable) with a table top dock must be provided as the control interface for the AV system.
This unit must be able to be relocated anywhere in the room with power.
i. This user interface must have simplified control to facilitate end user self-service and also provide advanced capability for technical staff to thoroughly control the AV system. The program provided on the touch panel must have an easy to use, intuitive, GUI interface. Common operations including modes of operation must be able to be accomplished at the top level of the GUI interface. When possible, detailed control of components should never go below one or two additional levels on the GUI interface. The touch panel must control all applicable components connected to the system. All touch panel operations will be functionally oriented; manufacturer-unique elements will not be a concern of the user.

ii. Final layout and functionality of the touch panel must be coordinated with the government
b. The control processor built into the Crestron (or manufacturer/system comparable unit) will function as the central controller for the AV system and provide all necessary control connectivity
Audio Visual Sources - The AV system must include the following for audio visual connection sources:
a. One (1) multi-format connection at Conference Room table.
i. Connection will allow for selection of HDMI or VGA with Audio.
ii. Connection may be used for local audio and video presentation of content or web-based conferences.
iii. Locations of the wall plate transmitters will be coordinated with the Government
System Core: System Switching, Processing & Signal Transport - The AV system must include the following as the system core for switching, processing and signal transport:
a. The core of the system must be a Crestron CP3 3-Series Control (or manufacturer/system comparable unit).
i. This provides for HDCP compliant, matrix switching, scaling, processing, signal conversion, long distance signal transport (when used with DM 8G+ Transmitter & Receivers), amplification and control system capabilities.
ii. This will utilize DM 8G+ for signal transport with all required Transmitters and receivers. This is a signal transmission technology that allows for HD Video, audio, 10/100 Ethernet and control signals to be sent over a single Cat 6 twisted pair cable.
b. Vaddio Audio-Video Bridge (or manufacturer/system comparable unit).
i. The Vaddio AV Bridge takes in camera video and microphone audio.
ii. Converts to USB 2.0 stream for connection to a local computer.
2. Equipment
a. All contractor purchased equipment will be in new condition. No refurbished or previously owned equipment will be accepted.
b. Any de-installed equipment will be turned over to the customer.
B - Deliverables:
1 – Equipment Two 70” LED HDTV monitors (Sharp LC-70LE661U or comparable) configured, and installed with adjustable tilt wall mount Crestron 7” Wireless Touch Screen A/V controller (or manufacturer/system comparable) with a table top dock configured and installed.
Audio System I/O server comparable to Biamp TesiraForte DAN IV with ceiling array microphones comparable to Shure MXA910 PTZ Camera comparable to Vaddio 999-9909-000 AV Bridge comparble to Vaddio 999-8215-000

Contract must be completed within four months of award. On site installation in which conference room 4C205 will be made accessible to the contractor and unavailable for USGS use must be completed within 2 weeks after on site installation start. Contractor must sign in each day through visitor entrance. Daily work must be completed within the time frame from 7:00 AM until 5:30 PM.
Upon installation completion, the government technical contact (GTC) will review Systems Acceptance Test (SAT) plan supplied by contractor. After the test plan is approved by the GTC, the contractor will demonstrate SAT to GTC for acceptance.

QUESTION CUTOFF
Questions relating to this Solicitation shall be presented by e-mail to mchenderson@usgs.gov no later than 2:00 p.m. ET on August 14, 2017. Questions should be worded so as to avoid disclosing bid strategies or proprietary solutions. The Government will evaluate the questions, and if needed, an amendment will be issued with the questions received and their associated answers. If further questions arise following the outcome of answers provided to initial questions, the Contracting Officer has sole discretion to determine if a new question closing date will be required. BASIS FOR AWARD
A single Firm Fixed Price award for all line items shall be made to the offeror submitting the lowest priced qualified offer that meets all the technical specifications listed above.
All vendors must quote Authentic, Manufacturer certified/warranted products in original, intact manufacturer's packaging, no "Gray Market", counterfeit, or resale items shall be considered.

Malicious code or malware is defined as software (or firmware) designed to damage or do other unwanted actions on a computer system. Examples of malware include viruses, worms, Trojan horses and spyware.
Viruses, for example can cause havoc on a computer's hard drive by deleting files or directory information.
Spyware can gather data from a user's system without the user knowing it.

1. Any system hardware, software, firmware and/or networked component (voice, video or data) developed, procured, or acquired in support and/or performance of this contract shall be capable of transmitting, receiving, processing, forwarding and storing digital information across system boundaries utilizing system packets that are formatted in accordance with commercial standards of Internet Protocol (IP) version 6 (IPv6) as set forth in the USGv6 Profile (NIST Special Publication 500-267) and corresponding declarations of conformance defined in the USGv6 Test Program. In addition, this system shall maintain interoperability with IPv4 systems and provide at least the same level of performance and reliability capabilities of IPv4 products.
2. Specifically, any new IP product or system developed, acquired, or produced must:
a. Interoperate with both IPv6 and IPv4 systems and products, and
b. Have available contractor/vendor IPv6 technical support for development and implementation and fielded product management.
3. As IPv6 evolves, the Contractor commits to upgrading or providing an appropriate migration path for each item developed, delivered or utilized at no additional cost to 'the Government. The Contractor shall retrofit all non-IPv6 capable equipment, as defined above, which is fielded under this contract with IPv6 capable equipment, at no additional cost to the Government.
4. The contractor shall provide technical support for both IPv4 and IPv6.
5. Any system or software must be able to operate on networks supporting IPv4, IPv6 or one that supports both.
6. Any product whose non-compliance is discovered and made known to the Contractor within one year after acceptance shall be upgraded, modified or replaced to bring it into compliance at no additional cost to the Government.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph
(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records—Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e)(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial items. Unless otherwise indicated below, the extent of the flow down shall be as required by the clause—
