This solicitation will utilize the policies contained in the Federal Acquisition Regulations (FAR) Part 12 in conjunction with the policies and procedures for solicitation evaluation and award prescribed in FAR Part 13, Simplified Acquisition Procedures, as appropriate for this acquisition.
All vendors must quote Authentic, Manufacturer certified/warranted products in original, intact manufacturer's packaging, no "Gray Market", counterfeit or resale items will be considered.
Award will be made to that offeror whose offer, conforming to the solicitation, is the lowest price technically acceptable offer. A technically acceptable offer will meet or exceed all specifications.
DELIVERABLES:
GENERAL
The USGS Albuquerque Seismological Laboratory (ASL) has a requirement for four six-channel, 26-bit digital acquisition systems (DAU’s) for recording data from sensors undergoing tests at the ASL.
Specifications:
Performance Metric Requirements (All Critical) Input sensor channels At least two 26-pin sensor inputs, each having at least 3 channels (so at least 6 channels total) each having a dynamic resolution of 26 bits. All inputs must be fully differential (not single-ended).
Auxiliary channels At least 4 channels, each having 16-bit resolution, 1 sample per second, full scale range at least +/-20 volts. Configurable full scale ranges will be viewed favorably.
Sampling rates At least 0.1, 1, 20, 40, 100, and 200 samples per second (sps) Sampling simultaneity All samples must be taken siultaneously on all channels to within 5 micro-seconds.
Preamplifier gains Configurable for unity gain as well as an additional gain between x10 to x30.
Total harmonic distortion
Less than -70 dB (ratio of power in fundamental mode to sum of power in observed harmonics)
Gain and offset stability with temperature
Stable and accurate to 0.5% over a 0 to 40 degrees C temperature range. Offset less than 0.5% of full scale from 0 to 40 degrees C.
Timekeeping error with GPS lock
Less than 1 ms
Expected lifetime 10 years (manufacturer to justify) Sensor control Capable of sensor calibrations including: sine (1 Hz to 0.01 Hz or lower), random, step.
Capable of issuing commands (or logic levels) for sensor mass recenter, sensor mass lock/unlock, calibration enable. Calibration enable shall be automatically activated upon initiation of a calibration.

(using terminated inputs) within 6 inches of a 1 Gauss magnetic field (rms) at 60 Hz.
Connectivity Secure and reliable communication to unit via tcp/ip or udp/ip protocol.
Configuration Capable of changing data stream channel, station, location, and network names across network. Firmware must be updateable through network connection.
Output Format 32-bit integer, Steim Level 2 compression or better. Telemetry stream must have associated open source library that allows convert DAS outputs to miniSEED in near real time (on the fly).
Communication Links At least 3 individually configurable simultaneous telemetry streams supported Real-time Data Latency Less than 2 second data latency for data with sample rates equal to or greater than 10 samples per second
Configuration Information
Configuration information stored in each datalogger should allow reconstruction of the complete datalogger transfer function for all active data streams. Configuration information should include: Manufacturer Name, Datalogger Type, Datalogger Serial Number, Board Serial Numbers, Software Version Numbers.
Control Parameters System shall have the capability to allow the user to set all parameters necessary for full and robust control of the system using tcp/ip or udp/ip protocol, including sample rates, recording modes, sensor control signals, channel names and location codes.
Maintenance and control software
Available software that allows user, via the network connection, to display real time data, check and set DAS parameters, and log data from the DAS.
Documentation Fully detailed documentation including user manual as well as manufacturer consultations with laboratory personnel.

BASIS FOR AWARD
A single Firm Fixed Price award for all line items shall be made to the offeror submitting the lowest priced qualified offer that meets all the technical specifications listed above. Vendors shall include a specification sheet and a photo of the item being supplied with their quote. All vendors must quote Authentic, Manufacturer certified/warranted products in original, intact manufacturer's packaging, no "Gray Market", counterfeit, or resale items shall be considered.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph
(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records—Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

02)
(a) The contractor shall not require employees or subcontractors seeking to report fraud, waste, or abuse to sign or comply with internal confidentiality agreements or statements prohibiting or otherwise restricting such employees or subcontractors from lawfully reporting such fraud, waste, or abuse to a designated investigative or law enforcement representative of a Federal department or agency authorized to receive such information.
(b) The contractor shall notify employees that the prohibition and restrictions of any internal confidentiality agreements covered by this clause are no longer in effect.

(c) The prohibition in paragraph (a) of this clause does not contravene requirements applicable to Standard Form 312, Form 4414, or any other form issued by a Federal department or agency governing the nondisclosure of classified information.
(d) (1) In accordance with section 743 of Division E, Title VII, of the Consolidated and Further Continuing Resolution
Appropriations Act, 2015 (Pub. L. 113-235), use of funds appropriated (or otherwise made available) under that or any other Act may be prohibited, if the Government determines that the contractor is not in compliance with the provisions of this clause.
(2) The Government may seek any available remedies in the event the contractor fails to comply with the provisions of this clause.

52.233-1 – DISPUTES (MAY 2014)
(a) This contract is subject to 41 U.S.C. chapter 71, Contract Disputes.
(b) Except as provided in 41 U.S.C. chapter 71, all disputes arising under or relating to this contract shall be resolved under this clause.
(c) “Claim,” as used in this clause, means a written demand or written assertion by one of the contracting parties seeking, as a matter of right, the payment of money in a sum certain, the adjustment or interpretation of contract terms, or other relief arising under or relating to this contract. However, a written demand or written assertion by the Contractor seeking the payment of money exceeding $100,000 is not a claim under 41 U.S.C. chapter 71 until certified. A voucher, invoice, or other routine request for payment that is not in dispute when submitted is not a claim under 41 U.S.C. chapter 71. The submission may be converted to a claim under 41 U.S.C. chapter 71, by complying with the submission and certification requirements of this clause, if it is disputed either as to liability or amount or is not acted upon in a reasonable time.
(d)
(1) A claim by the Contractor shall be made in writing and, unless otherwise stated in this contract, submitted within 6 years after accrual of the claim to the Contracting Officer for a written decision. A claim by the Government against the Contractor shall be subject to a written decision by the Contracting Officer.
(2)(i) The contractor shall provide the certification specified in paragraph (d)(2)(iii) of this clause when submitting any claim exceeding $100,000.
(ii) The certification requirement does not apply to issues in controversy that have not been submitted as all or part of a claim.
(iii) The certification shall state as follows: “I certify that the claim is made in good faith; that the supporting data are accurate and complete to the best of my knowledge and belief; that the amount requested accurately reflects the contract adjustment for which the Contractor believes the Government is liable; and that I am authorized to certify the claim on behalf of the Contractor.”

(3) The certification may be executed by any person authorized to bind the Contractor with respect to the claim.
(e) For Contractor claims of $100,000 or less, the Contracting Officer must, if requested in writing by the Contractor, render a decision within 60 days of the request. For Contractor-certified claims over $100,000, the Contracting Officer must, within 60 days, decide the claim or notify the Contractor of the date by which the decision will be made.
(f) The Contracting Officer’s decision shall be final unless the Contractor appeals or files a suit as provided in 41 U.S.C. chapter 71.
(g) If the claim by the Contractor is submitted to the Contracting Officer or a claim by the Government is presented to the Contractor, the parties, by mutual consent, may agree to use alternative dispute resolution (ADR). If the Contractor refuses an offer for ADR, the Contractor shall inform the Contracting Officer, in writing, of the Contractor’s specific reasons for rejecting the offer.
(h) The Government shall pay interest on the amount found due and unpaid from
(1) the date that the Contracting Officer receives the claim (certified, if required); or
(2) the date that payment otherwise would be due, if that date is later, until the date of payment.
With regard to claims having defective certifications, as defined in FAR 33.201, interest shall be paid from the date that the Contracting Officer initially receives the claim. Simple interest on claims shall be paid at the rate, fixed by the Secretary of the Treasury as provided in the Act, which is applicable to the period during which the Contracting Officer receives the claim and then at the rate applicable for each 6-month period as fixed by the Treasury Secretary during the pendency of the claim.
(i) The Contractor shall proceed diligently with performance of this contract, pending final resolution of any request for relief, claim, appeal, or action arising under the contract, and comply with any decision of the Contracting Officer.
