Automatic Titrator Specifications
BACKGROUND:
Alkalinity and acid neutralizing capacity (ANC) are measures of the ability of a sample to neutralize strong acid. These two parameters are measured at the National Water Quality Laboratory (NWQL) to support field measurements and to provide a charge balance for quality control processes. The NWQL produces upwards of 5,000 alkalinity and ANC results annually, including custom procedures designed for low specific conductance samples. Both end point and inflection point methods are used.
SCOPE
This specification covers the requirements for the purchase of an automatic robotic titrator, which shall include installation of the analyzer in the NWQL, all required software, warranty, and training of NWQL staff.

REQUIREMENT:
The automatic robotic titrator provided and installed hereunder shall meet the following requirements:
Compliance Be fully compatible with existing U.S. Geological Survey National Water Quality
Laboratory automated alkalinity and acid neutralizing capacity methods (available http://www.gpo.gov/fdsys/pkg/CFR-2012-title40-vol24/pdf/CFR-2012-title40-vol24-part136-appB.pdf http://www.gpo.gov/fdsys/pkg/CFR-2012-title40-vol24/pdf/CFR-2012-title40-vol24-part136-appB.pdf on request from Contracting Officer) including sample and reagent dispensing, volume requirements, and quality control (QC) protocols.
Analytical throughput Ability to run no less than 60 samples with no more than one analyst intervention to change the rack and no analyst intervention to add titrant or rinse water. (This specification can be met with either one rack that accommodates 60 samples or more, or two racks that accommodate 30 samples or more)
Volume requirements Ability to titrate sample volumes from a minimum of 20 ml to a maximum of 60 mL in 110 mL or larger cups.
Compatible with disposable cups no less than 110 mL volume. Manufacturer shall recommend a disposable cup that can be purchased for less than $0.35 per cup when buying in quantities of 500 or larger.
Minimum titrant flowrate no more than 0.05 mL/min Maximum titrant flowrate no less than 5 mL/min
Measurement Temperature measurement from at least a range of 5oC to 40oC with a resolution of no more than 0.1oC.
pH measurement range at least 0-14 pH units with a resolution no greater than
0.001 pH unit pH electrode and meter shall be able to be calibrated using three pH standards and measure a pH range from 2-10.
Autosampler Requirements
At least 3 external positions for rinse and conditioning solutions Spray rinsing capability for electrodes and stirrer Overhead sample stirrer that can be controlled by instrument software with available speeds between at least 0 and 1200 rpm.

Samples Specifically designed for acid/base titration of water samples
Data management Compatible with TitraMaster 85 software or include software that meets the following specifications:
o Software shall be compatible with Windows 7 and higher operating systems.
o Software shall include autosampler controlling capability.
o The software shall be able to provide an audit trail that includes date and time stamp of instrument errors.
o The software shall have utilities that can be used to build comma-delimited result files for data transmittal to a Laboratory Information Management System.
o The software shall be able to run the instrument unattended once samples are poured. The instrument shall not stop advancing due to difficulty measuring pH on a sample with low conductivity. The instrument shall be able to home the probes in storage solution once a run is completed.
o The software shall be able to specify a maximum titrant volume following which titrant addition stops. Software shall be able to specify a volume anywhere between 0 and a minimum of 250 ml.
o The software shall be able to create and store multiple analytical methods.
o Software shall allow for simple user control of method parameters including probe depth in sample cup, and length of wash.
o Software shall allow for selection of parameter to be measured per sample.
o Software shall have the ability to perform the following measurements:
acid/base titrations, pH, ORP, conductivity, ISE measurements.
o Software installation and performance verification
General System Specifications
1. Software control shall be established by LAN, serial, or USB connection from controlling computer to instrument.
2. Vendor shall comply with all USGS and Department of Interior computer security protocols and requirements.
3. Vendor shall certify that all software and hardware are free of malicious code.
4. Vendor supplied software shall not interfere with the operating system’s assistive technologies.
5. System shall have a minimum one-year warranty which starts on the date of instrumentation acceptance; the warranty period shall not start on the date of instrumentation shipping or on the date of installation.
Sensitivity, accuracy, and reproducibility
1. NWQL method detection limits calculated as promulgated in EPA 40 CFR Appendix B shall be at or below values described in Table 1.

2. Quality control samples (n=7) in the pH range 2-10 shall be within 0.05 pH unit or better of the MPV.
3. Quality control samples for alkalinity measurements (n=7) in the range 4.0 to 1000 mg/L shall be within 5% of the MPV.
4. Reproducibility of pH measurements (n=7) in the range 2-10 shall be 0.05 pH unit or better at the 95% confidence interval.
5. Reproducibility of alkalinity measurements (n=7) in the range 4.0 to 1000 mg/L shall be 5% of the MPV or better at the 95% confidence interval.
6. Contractor shall demonstrate compliance with specifications and supply at least one day of training, at no cost to the Government, for a minimum of three analysts to cover instrument operation, features, analysis and maintenance. Installation and training shall occur within two (2) weeks of delivery, at a time that is mutually agreeable to the Government and Contractor.
QUALITY ASSURANCE:
Standard solutions and standard reference materials may be used to verify that (a) the system meets the specifications described above, and (b) the system meets the sensitivity requirements of all methods outlined in SOPs referenced. If these specifications are not met the instruments will be deemed unacceptable.
52.212-2 Evaluation -- Commercial Items (OCT 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
1. Past Performance (quality, timeliness, and business relations): The offeror shall submit references from three (3) customers, for completed contracts, that have purchased similar instrumentation intended for similar application (high throughput water analysis) within the last five years. Offerors shall provide a point of contact name, phone number, email address, and company address for those references.
Statements by past clients may be used in the evaluation of the vendor's technical quote under any and all applicable evaluation criteria. Any information obtained by the Government from references outside the vendor's quote may be used in a similar manner.
2. Maintenance Experience: The offeror shall briefly describe, summarize or provide an overview of experience of the service team that would directly assist NWQL in the case of problems with quoted instrumentation. Include number of service contracts successfully completed within the last five years for quoted instrumentation that is used for similar applications (high throughput water analysis). Provide contact information (name, phone number, email address, and company address ) for 3-5 customers with such service contracts or periodic service. Statements by past clients may be used in the evaluation of the vendor's technical quote under any and all applicable evaluation criteria. Any information obtained by the Government from references outside the vendor's quote may be used in a similar manner.
3. Ability to meet or exceed specifications: The offeror shall provide analytical data demonstrating that (a) the proposed robotic titrator meets, or exceeds, the specifications described in the attached specifications, and (b) the proposed robotic titrator meets, or exceeds, the detection limit requirements of all parameters referenced in the attached specifications. The ability to meet or exceed the one year warranty requirement will also be considered. If these specifications are not met the instruments will be deemed unacceptable.
(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
Evaluation and Award Procedures:
The award of this requirement shall be made using the policies in FAR Part 12 in conjunction with the policies and procedures found in Part 13.1 – “Procedures” of the Federal Acquisition Regulations (FAR). Award shall be made to the vendor whose quotation, conforming to this RFQ, is determined to be the most advantageous to the government, cost or price and the other non-cost or non-price factors listed above. In determining which quotation offers the greatest value or advantage to the Government, overall technical merit will be considered significantly more important than price or cost.
The degree of importance of price or cost as an evaluation factor will increase with the degree of equality in the technical merits of the quotations. Between acceptable quotations with a significant difference in technical merit, a determination will be made as to whether the additional technical merit or benefits reflected by a higher priced quotation warrants payment of the additional price or cost.

Electronic Invoicing and Payment Requirements - Invoice Processing Platform (IPP) (APR 2013)
Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP).
"Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts. The IPP website address is: https://www.ipp.gov.
Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice:
Copy of contractor’s internally generated invoice The Contractor must use the IPP website to register, access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in SAM will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) http://www.acquisition.gov/far/ within 3 - 5 business days of the contract award date. If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.
GS1117 Deobligation of Unexpended Funds MAY 2013
The contractor shall submit all invoices under the award no later than 90 calendar days after the period of performance has expired, unless a request for extension has been submitted to the Contracting Officer.
After 120 days has passed since the expiration of the performance period, the government reserves the right to issue a unilateral modification deobligating any unexpended funds, and to initiate closeout procedures.

(d) Comptroller General Examination of Record The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -
- Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

52.212-3 Offeror Representations and Certifications -- Commercial Items (MAR 2015)
The offeror shall complete only paragraphs (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) Web site accessed through http://www.acquisition.gov . If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (p) of this provision.
(a) Definitions. As used in this provision--
“Economically disadvantaged women-owned small business (EDWOSB) concern” means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. It automatically qualifies as a women-owned small business eligible under the WOSB Program.
“Forced or indentured child labor” means all work or service—
(1) Exacted from any person under the age of 18 under the menace of any penalty for its nonperformance and for which the worker does not offer himself voluntarily; or
(2) Performed by any person under the age of 18 pursuant to a contract the enforcement of which can be accomplished by process or penalties.
“Highest-level owner” means the entity that owns or controls an immediate owner of the offeror, or that owns or controls one or more entities that control an immediate owner of the offeror. No entity owns or exercises control of the highest level owner.
“Immediate owner” means an entity, other than the offeror, that has direct control of the offeror.
Indicators of control include, but are not limited to, one or more of the following: Ownership or interlocking management, identity of interests among family members, shared facilities and equipment, and the common use of employees.
“Inverted domestic corporation,” means a foreign incorporated entity that meets the definition of an inverted domestic corporation under 6 U.S.C. 395(b), applied in accordance with the rules and definitions of 6 U.S.C. 395(c).
“Manufactured end product” means any end product in product and service codes (PSCs) 1000- 9999, except— http://www.acquisition.gov/

“Place of manufacture” means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture.
“Restricted business operations” means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment Act of 2007) conducting the business can demonstrate—
(1) Are conducted under contract directly and exclusively with the regional government of southern Sudan;
(2) Are conducted pursuant to specific authorization from the Office of Foreign Assets Control in the Department of the Treasury, or are expressly exempted under Federal law from the requirement to be conducted under such authorization;
(3) Consist of providing goods or services to marginalized populations of Sudan;
(4) Consist of providing goods or services to an internationally recognized peacekeeping force or humanitarian organization;
(5) Consist of providing goods or services that are used only to promote health or education; or
(6) Have been voluntarily suspended.
Sensitive technology—
(1) Means hardware, software, telecommunications equipment, or any other technology that is to be used specifically—
(i) To restrict the free flow of unbiased information in Iran; or
(ii) To disrupt, monitor, or otherwise restrict speech of the people of Iran; and
(2) Does not include information or informational materials the export of which the President does not have the authority to regulate or prohibit pursuant to section 203(b)(3) of the International Emergency Economic Powers Act (50 U.S.C. 1702(b)(3)).
“Service-disabled veteran-owned small business concern”—
(1) Means a small business concern—
(i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and
(ii) The management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran.
(2) Service-disabled veteran means a veteran, as defined in 38 U.S.C. 101(2), with a disability that is service-connected, as defined in 38 U.S.C. 101(16).
“Small business concern” means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR Part 121 and size standards in this solicitation.
“Small disadvantaged business concern, consistent with 13 CFR 124.1002,” means a small business concern under the size standard applicable to the acquisition, that--
(1) Is at least 51 percent unconditionally and directly owned (as defined at 13 CFR 124.105) by--
(i) One or more socially disadvantaged (as defined at 13 CFR 124.103) and economically disadvantaged (as defined at 13 CFR 124.104) individuals who are citizens of the United States; and
(ii) Each individual claiming economic disadvantage has a net worth not exceeding $750,000 after taking into account the applicable exclusions set forth at 13 CFR 124.104(c)(2); and
(2) The management and daily business operations of which are controlled (as defined at 13.CFR 124.106) by individuals, who meet the criteria in paragraphs (1)(i) and (ii) of this definition.
“Subsidiary” means an entity in which more than 50 percent of the entity is owned—
(1) Directly by a parent corporation; or
(2) Through another subsidiary of a parent corporation.
“Veteran-owned small business concern” means a small business concern—
(1) Not less than 51 percent of which is owned by one or more veterans(as defined at 38 U.S.C. 101(2)) or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more veterans; and
(2) The management and daily business operations of which are controlled by one or more veterans.
“Women-owned business concern” means a concern which is at least 51 percent owned by one or more women; or in the case of any publicly owned business, at least 51 percent of the its stock is owned by one or more women; and whose management and daily business operations are controlled by one or more women.
“Women-owned small business concern” means a small business concern --
(1) That is at least 51 percent owned by one or more women or, in the case of any publicly owned business, at least 51 percent of the stock of which is owned by one or more women; and
(2) Whose management and daily business operations are controlled by one or more women.
“Women-owned small business (WOSB) concern eligible under the WOSB Program (in accordance with 13 CFR part 127),” means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States.
