STATEMENT OF WORK
I. GENERAL INFORMATION
A. Introduction: The USGS National Climate Change and Wildlife Science Center (NCCWSC) has a need for access to, at a minimum twice a day, in-depth, comprehensive on-line news products and/or reporting on policies and politics related to science, climate, energy development, environmental issues and regulations, wildlife conservation, hearings on Capitol Hill and in state capital election campaigns, and personality profiles in order to interact with
Department of the Interior Climate Science Centers (DOI CSCs), natural resource managers, and institutions of higher education in partnership with the USGS and DOI CSCs that focus on climate change and wildlife science studies and research. The information delivery must be electronic to the end users desktop to gain access throughout the day or by a portable computing device.
B. Background: The goal of The USGS National Climate Change and Wildlife Science Center (NCCWSC) is to provide natural and cultural resource managers with the tools and information they need to develop and execute management strategies that address the impacts of climate change on fish, wildlife and their habitats. The NCCWSC manages the DOI
CSCs who prioritize delivery of usable science, research data products and decision support to meet the needs of a broad range of natural and cultural resource management partners throughout the U.S. The NCCWSC and DOI CSCs help the
USGS educate its partners and their staff about the importance of and tracking of energy, environmental and climate policy and how it may impact USGS work. USGS has procured an electronic subscription every year to provide USGS users with access to various energy, environmental and climate policy as well as legislative and monitoring products on their desktop.
The subscription service provides USGS leadership, scientists, climate science staff and others with essential information for mission-critical decisions and actions.
C. Scope: This is a single request for publications for a period of 12 months with a renewal option with the same vendor for out-year publication services. If, in any of the out-years, additional services are needed, the Program Office staff will re-confirm that the current market data shows that no other vendor can provide a product with the same specifications or capabilities.
II. WORK REQUIREMENTS
A. Technical Requirements: The Government has a minimum need for a twice daily news products and/or reporting service to provide in-depth, on-line information on policies and politics related to science, climate, energy development, environmental issues and regulations, wildlife conservation, hearings on Capitol Hill and in state capitals, election campaigns, and personality profiles. To have this information is mission critical. It should provide timely and accurate information on legislative and other important topics and be effective in helping the USGS respond with current, in-depth understanding of these issues to key stakeholders such as elected officials, Federal, State, and local partners, and the general public. The service must provide USGS leadership, scientists, NCCWSC/CSC staff and others with essential information for mission-critical decisions and actions. The use of this contract would not be for lobbying purposes as The Lobbying Prohibitions Act of 1948 (18 USC 1913; 62 Stat. 792) prohibits Federal employees from using government resources to lobby Congress. The USGS needs 50 user licenses to the online subscription. The different news products must be automatically delivered to the end-users in an electronic format readable on a phone, tablet, desktop or laptop.
B. Deliverables: End users will have access to a minimum of twice daily, in-depth on-line news products and/or reporting on policies and politics related to science, climate, energy development, environmental issues and regulations, wildlife conservation, hearings on Capitol Hill and in state capitals, election campaigns, and personality profiles.
