C.1. Performance Work Statement
I. GENERAL INFORMATION
1. Introduction – The USGS is requesting bids (cost per sample) for identification of macroinvertebrates from at least 120 and no more than 150 samples.
2. Background – The USGS is investigating the response of benthic macroinvertebrate communities to experimental liming techniques in acidified tributaries to Honnedaga Lake in the Western Adirondack Region of New York State. Five streams are being studied. Two of these streams are untreated reference reaches, one received watershed liming and two received instream liming. Samples were/will be collected annually from 6 sites (two are located on one stream) between
2013-2016. Samples were collected using wire mesh rock baskets (artificial substrate) deployed in pairs of two (5 pairs at each site). Baskets were left in the stream from mid-May through mid-July. Colonizing organisms and detritus were removed from each pair of baskets and preserved in ethanol. Prior research in this watershed suggests the amount of detritus in each sample is minimal and that each rock basket pair contained approximately 100-600 macroinvertebrates.
3. Definitions/Applicable documents: New York State Department of Environmental Conservation Standard Operating
Procedure of the Stream Biomonitoring Unit (http://www.dec.ny.gov/docs/water_pdf/sop20814final.pdf).
4. Scope – The USGS requests bids for identifying benthic macroinvertebrate samples following the methods outlined in the Standard Operating Procedure (SOP) of the Stream Biomonitoring Unit (SBU) of the New York State Department of
Environmental Conservation (Smith et al., 2014). The USGS is requesting a 200 organism fixed count subsample (which is a departure from the SOP) be sorted from the original sample and the organisms identified to the lowest possible taxonomic resolution.
II. WORK REQUIREMENTS
1. Technical Requirements:
A surrogate density will be calculated using the area of sample processed to reach the 200 (or more) organism count versus the total area of the sample (processed and unprocessed detritus). This is most easily performed on a gridded tray. If the 200 count subsample goal is met before a grid is fully sorted, the remainder of the grid shall still be sorted (thus the final subsample count may exceed 200 organisms). This is a departure from the SOP (Smith et al., 2014) where weight of sample processed is compared to the total weight of the sample.
Information on NYS’s required level of taxonomic effort for specific groups of invertebrates is located in the SOP (Smith et al., 2014), as referenced above. The sorting and identification procedure includes the slide mounting and identification of Oligochaeta and Chironomidae to lowest possible taxonomic resolution. In addition, the SBU practices “lumping” procedures for smaller individuals where a more mature specimen of similar characters has already been accurately identified.
Upon completion of the 200 organism sorting procedures a timed 5 minute Large/Rare (L/R) scan is to be conducted on the un-sorted sample material. During the L/R scan any large or rare organisms not sorted in the 200 organism subsample are to be retained in a separate sample jar. All organisms sorted during the L/R scan are to be identified to lowest possible taxonomic resolution. Results of the L/R scan must be kept separate from the results of the 200 organism subsample.
10% of all samples must be re-identified and re-enumerated in their entirety by a second laboratory and not by the primary Contractor awarded the bid. The QA/QC laboratory must be a separate laboratory not
G15PS00487 Page 6 of 26 owned or operated by the primary Contractor and of similar quality with Society for Freshwater Science
(SFS) certified taxonomists conducting the analysis.
Disclosure of the QA/QC laboratory is required upon submission of the RFP.
Quality control metrics to be calculated on the results of the comparative QA/QC identification and enumeration include Percent Difference in Enumeration (PDE) and Percent Taxonomic Disagreement
(PTD) as described in “Data quality, performance, and uncertainty in taxonomic identification for biological assessments” by Stribling, Pavlik, Holdsworth and Leppo (2008) and “Determining the quality of taxonomic data” by Stribling, Moulton and Lester (2003).
An additional 10% of all samples must be re-identified and re-enumerated “in-house” by the primary
Contractor awarded the bid. Again PDE and PTD must be calculated for this additional set of 10% in-house
QA/QC.
Results of the QA/QC analysis including the comparative species lists from the re-identification and re-enumeration of samples along with results of PDE and PTD must be submitted electronically to the USGS.
A brief summary of the QA/QC analysis must accompany the results.
In addition, all taxa identified in the dataset must be compared to the SBU’s master species list of organisms collected and identified in SOP (Smith et al., 2014). Taxa not contained in the SBU master species list are to be retained in separate specimen vials and submitted as reference. The Contract laboratory will also be required to disclose all taxonomic references not used by the SBU but used in their identification process. See the SOP (Smith et al., 2014) for SBU list of taxonomic references.
Upon completion of all sorting, identification and enumeration work the Contractor is required to submit the results of the processing using the same formats of the SOP (Smith et al., 2014). This includes separate species lists for each sample using the SBU’s standard format, and a complete species list including the results of each sample for the entire dataset. Biological community metrics will be calculated by the USGS upon receipt of the data from the Contractor.
2. Deliverables: The USGS requires the Contractor to submit electronically all results in addition to all prepared slides and remaining sample material. These deliverables include:
Individual species lists (and counts) for each sample in MS Excel using the SBU’s standard format (see
SOP) (Smith et al., 2014) and estimated total count (total macroinvertebrates per entire sample) calculated using the number of macroinvertebrates per grid multiplied by the total number of grids.
Master species list containing each individual species list from each sample in MS Excel using the SBU’s standard format (see SOP) (Smith et al., 2014).
Individual species lists for large/rare scans from each sample in MS Excel.
Comparative species lists in MS Excel of each sample for which QA/QC was performed.
Table of results from calculation of taxonomic similarity metrics between laboratories including Percent
Difference in Enumeration (PDE) and Percent Taxonomic Disagreement (PTD) as described in Stribling et al (2003) and (2008), as referenced above.
A brief written summary report of QA/QC results.
A set of reference specimens of any taxa identified in the project not presently on the SBU master species list in the SOP (Smith et al., 2014).
A list of taxonomic references used by the contract laboratory not presently in the list of SBU taxonomic references in the SOP (Smith et al., 2014).

All sample materials originally sent to the contract laboratory are required to be returned to the USGS.
All sorted, identified and enumerated specimens are to be returned in separate sample containers or slides in the case of Oligochaeta and Chironomidae.
For each set of samples, submission of results is required within four months of the date on which the samples were shipped to the Contractor (e.g. if 60 samples are shipped to the Contractor on June 1, 2015 all actions specified above shall be completed by the Contractor no later than October 1, 2015).

The contractor shall submit all invoices under the award no later than 90 calendar days after the period of performance has expired, unless a request for extension has been submitted to the Contracting Officer. (d) Comptroller General Examination of Record The Contractor shall comply with the provisions of this paragraph

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. I.8. 52.247-34 F.o.b. Destination. (NOV 1991)
(a) The term f.o.b. destination, as used in this clause, means -
(1) Free of expense to the Government, on board the carrier's conveyance, at a specified delivery point where the consignee's facility (plant, warehouse, store, lot, or other location to which shipment can be made) is located; and
(2) Supplies shall be delivered to the destination consignee's wharf (if destination is a port city and supplies are for export), warehouse unloading platform, or receiving dock, at the expense of the Contractor. The Government shall not be liable for any delivery, storage, demurrage, accessorial, or other charges involved before the actual delivery
(or constructive placement as defined in carrier tariffs) of the supplies to the destination, unless such charges are caused by an act or order of the Government acting in its contractual capacity. If rail carrier is used, supplies shall be delivered to the specified unloading platform of the consignee. If motor carrier (including piggyback) is used, supplies shall be delivered to truck tailgate at the unloading platform of the consignee, except when the supplies delivered meet the requirements of Item 568 of the National Motor Freight Classification for heavy or bulky freight.
When supplies meeting the requirements of the referenced Item 568 are delivered, unloading (including movement to the tailgate) shall be performed by the consignee, with assistance from the truck driver, if requested. If the contractor uses rail carrier or freight forwarded for less than carload shipments, the contractor shall ensure that the carrier will furnish tailgate delivery, when required, if transfer to truck is required to complete delivery to consignee.
(b) The Contractor shall -
(1)(i) Pack and mark the shipment to comply with contract specifications; or
(ii) In the absence of specifications, prepare the shipment in conformance with carrier requirements;
(2) Prepare and distribute commercial bills of lading;
(3) Deliver the shipment in good order and condition to the point of delivery specified in the contract;
(4) Be responsible for any loss of and/or damage to the goods occurring before receipt of the shipment by the consignee at the delivery point specified in the contract;
(5) Furnish a delivery schedule and designate the mode of delivering carrier; and
(6) Pay and bear all charges to the specified point of delivery.

I.10. 52.900S-1006 Prevention of Malicious Code March 2005
(a) Definitions
Malicious code is a computer code developed for the purpose of causing some form of intentional damage to computer systems or networks. Malicious code may be a complete program or code imbedded in software programs that appear to provide useful functions. The term includes computer viruses and other destructive programs, such as
"Trojan Horses" and network "worms."
(b) The contractor must have in place an anti-virus procedure to ensure that media supplied is uncontaminated by malicious code.
(c) The contractor is required to scan all delivered software to insure it is free of malicious code prior to its

Contractors using diagnostics software disks or connecting to a non-USGS computer while performing repairs or upgrades to a USGS computer will scan the serviced computer's drive(s) to insure they are free of malicious code upon completion of the service call, or prior to return of serviced equipment, if servicing is performed off-site.

(a) Definitions. As used in this provision--
“Economically disadvantaged women-owned small business (EDWOSB) concern” means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. It automatically qualifies as a women-owned small business eligible under the WOSB Program.
“Forced or indentured child labor” means all work or service—
(1) Exacted from any person under the age of 18 under the menace of any penalty for its nonperformance and for which the worker does not offer himself voluntarily; or
(2) Performed by any person under the age of 18 pursuant to a contract the enforcement of which can be accomplished by process or penalties.
“Inverted domestic corporation,” as used in this section, means a foreign incorporated entity which is treated as an inverted domestic corporation under 6 U.S.C. 395(b), i.e., a corporation that used to be incorporated in the United
States, or used to be a partnership in the United States, but now is incorporated in a foreign country, or is a subsidiary whose parent corporation is incorporated in a foreign country, that meets the criteria specified in 6 U.S.C.
395(b), applied in accordance with the rules and definitions of 6 U.S.C. 395(c). An inverted domestic corporation as herein defined does not meet the definition of an inverted domestic corporation as defined by the Internal Revenue
Code at 26 U.S.C. 7874.
“Manufactured end product” means any end product in Federal Supply Classes (FSC) 1000-9999, except—
(1) FSC 5510, Lumber and Related Basic Wood Materials;
(2) Federal Supply Group (FSG) 87, Agricultural Supplies;

“Restricted business operations” means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment Act of 2007) conducting the business can demonstrate—
(1) Are conducted under contract directly and exclusively with the regional government of southern Sudan;
(2) Are conducted pursuant to specific authorization from the Office of Foreign Assets Control in the Department of the Treasury, or are expressly exempted under Federal law from the requirement to be conducted under such authorization;
(3) Consist of providing goods or services to marginalized populations of Sudan;
(4) Consist of providing goods or services to an internationally recognized peacekeeping force or humanitarian organization;

(1) Not less than 51 percent of which is owned by one or more veterans(as defined at 38 U.S.C. 101(2)) or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more veterans; and
(2) The management and daily business operations of which are controlled by one or more veterans.
“Women-owned business concern” means a concern which is at least 51 percent owned by one or more women; or in the case of any publicly owned business, at least 51 percent of the its stock is owned by one or more women; and whose management and daily business operations are controlled by one or more women.

“Women-owned small business concern” means a small business concern --

“Women-owned small business (WOSB) concern eligible under the WOSB Program (in accordance with 13 CFR part 127),” means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the
United States.
