SPECIFICATIONS
Sellers of the Brand Name OpendTect software shall meet or exceed the following specifications
1. 3D viewer supports visualization of seismic sections (inlines, crosslines, time-slices), random lines, 2D lines, horizons, faults, wells (tracks, markers, stratigraphy, logs), objects, polygons and picks, volume rendering and pre-stack gathers.
2. Seismic data can also be displayed in separate 2D viewers.
3. Various attributes and filters like Energy, Frequency, Similarity, Instantaneous, Band pass filters, Absorption quality factor, etc.
4. Spectral Decomposition with Fourier transforms and Continuous Wavelet transforms
5. Mathematical and logical expressions to create custom attributes and filters
6. Spectral Decomposition is used for imaging and mapping temporal bed thickness and geological discontinuities. Algorithms include Fast Fourier Transform and Continuous Wavelet Transform.
7. Enables the tying of wells to seismic data including synthetic seismogram construction, check-shot correction, additional stretch & squeeze, calculation of an updated depth/time model, statistical wavelet extraction and deterministic wavelet extraction.
8. Supports manual drawing, line tracking and 3D tracking of amplitudes and similarities. Horizons can be tracked on 2D and on 3D seismic data using the 3D scene and/or 2D viewers.
9. Supports picking an interepretation of faults and fault sets on 2D and 3D seismic data.
10. Supports on-the-fly time-depth conversion of display elements and batch processing of volumes using an existing velocity model, or via creating one.

Sellers of the Brand Name Neural Networks plugin shall meet or exceed the following specifications
1. Shall function as an optional module within OpendTect seismic interpretation software.
2. Supports supervised and unsupervised neural networks to combine multiple attributes into "meta-attributes".
3. Unsupervised networks enable clustering of attributes and/or waveforms for seismic facies analysis.
4. Supervised approach enables more advanced seismic facies analysis and creation of object
"probability" cubes indicating features such as fluid flow pathways (chimneys) and faults.
Sellers of the Brand Name Dip Steering plugin shall meet of exceed the following specifications
1. Allows the user to create and use "steering cubes" that contains at every sample position the local dip and azimuth of the seismic events.
2. Dip steering can be determined on 2D and 3D data.
3. The cube can be used for structurally oriented filtering.
4. The cube can be used for improving multi-trace attributes by extracting attribute input along reflectors (e.g.
dip-steered similarity).
5. Cube can be used for calculating unique attributes such as dip & azimuth, 3D-curvature, and dip-variance.
BRAND NAME SALIENT CHARACTERISTICS
Introduction.
The Department of the Interior (DOI) United States Geological Survey (USGS) is a science organization that provides impartial information on the health of our ecosystems and environment, the natural hazards that threaten us, the natural resources we rely on, the impacts of climate and land-use change, and the core science systems that help us provide timely, relevant, and useable information. USGS has need for seismic interpretation software to perform a suite of seismic interpretation functions.
Background.
The USGS Central Energy Resources Science Center (CERSC) Denver, CO, addresses national and global energy geoscience issues and conducts interdisciplinary research on energy systems. The Science Center (and precedent organizations) has been at the forefront of seismic reflection data processing and analysis within DOI for over 30 years. Seismic reflection data interpretation software is a critical component for CERSC’s ability to interpret multichannel seismic reflection data collected for energy studies.
Sellers shall offer OpendTect (Brand Name) License Software or Equal to the following Brand Name Specifications and Salient Characteristics.
1. Software is a fully interactive seismic interpretation package capable of working with and integrating 2D and 3D seismic data and well log data. The software package will be deemed “fully interactive” if it permits on-screen 2D and 3D viewing, horizon/fault picking, and well-log and seismic data overlays.
2. Documentation is provided for all delivered software, software support and updates are provided for all delivered software.
3. The main software shall have the following routines, and/or capabilities:
a. The main software package is suitable for use on the following computer platforms:
Macintosh OS X 10.6 and later, 32- and 64-bit Windows Vista 7 and 8, and 32- and 64-bit Linux.
b. Software shall accept seismic data input in SEGY, OpendTect CBVS, and GSSI ground penetrating radar DZT formats.
c. Software shall accept well log data input in ASCII file formats.
d. Software shall support the picking of horizons in two and three dimensions via automated and manual approaches
e. Software shall support the picking of faults in two and three dimensions
f. Software shall enable the calculation of synthetic seismograms from well log data
g. Software shall interface with Madagascar open-source seismic processing software
h. Software shall interface with open-source mapping software Generic Mapping Tools
(GMT)
i. Shall provide software maintenance and support for a period of at least one year from installation as part of the initial purchase.
j. Brand name has expandability to provide greater capabilities through various add-on packages that fulfill specific interpretation purposes. These add-on packages need not function on all three specified computer platforms.
4. Brand name has expandability to provide additional functionality through optional add-ons.
a. Dip Steering calculates steering cubes (i.e. volumes with local dip and azimuth information) for advanced attributes, filters, chrono-stratigraphic horizon tracking (HorizonCube) and gridding. Plugin functions on the Macintosh, Windows and Linux operating systems.
b. HorizonCube maps a dense set of correlated stratigraphic surfaces which can be used for high resolution low-frequency models, sequence stratigraphy, etc. Plugin functions on the Macintosh, Windows and Linux operating systems.
c. SSIS is a Sequence Stratigraphic Interpretation System supporting a/o 3D Wheeler transformation of seismic data and (meta-)attributes, to perform system tracts interpretations. Plugin functions on the Macintosh, Windows and Linux operating systems.
d. Neural Networks supports supervised and unsupervised neural networks for object detection (e.g. chimneys and faults), seismic facies analysis and inversion to rock properties. Plugin functions on the Macintosh, Windows and Linux operating systems.
e. Well Correlation Panel is for the correlation of wells and seismic horizons that can be integrated with a stratigraphic column. Plugin functions on the Macintosh, Windows and Linux operating systems.
f. CCB – Fluid Contact Finder is used to detect subtle hydrocarbon-related seismic anomalies and to pinpoint Gas-Water, Gas-Oil and Oil-Water contacts. Plugin functions on the Macintosh, Windows and Linux operating systems.
g. Velocity Model Building supports picking of residual move-outs on pre-stack gathers and semblance gathers, picking of pre-stack events for tomographic inversion and building / updating of 3D velocity models. Two modules are supported: vertical update and horizon-consistent update. Plugin functions on the Macintosh, Windows and Linux operating systems.
h. SynthRock is a forward pseudo-well modeling and probabilistic inversion package supporting wedge models, stochastic models, pre- and post-stack synthetic seismograms and cross-matching (HIT cube) inversion. Plugin functions on the Macintosh, Windows and Linux operating systems.
i. PDF3D allows capturing 3D images in PDF format for sharing via Adobe’s free Acrobat Reader software. Plugin functions on 64-bit Windows operating systems.
j. Workstation Access is to exchange data with SeisWorks/OpenWorks® or GeoFrame/ IESX®. Plugin functions on 64-bit Linux operating systems.
k. GeoDataSync – Accelerate is a plug-in for Petrel* seismic to simulation software. It provides users with easy access to 3D seismic data volumes stored in an OpendTect survey without copying. This can be for viewing and using within a Petrel* workflow. It also provides a facility for importing, and exporting of various data objects between OpendTect and Petrel*. Plugin functions on 64-bit Windows operating systems.
l. Seismic Coloured Inversion is an easy method to create band-limited acoustic impedance.
Plugin fuctions on 64-bit Windows and Linux operating systems.
m. Seismic Spectral Blueing is a method for shaping the seismic spectrum to resemble the spectrum of measured well logs. SSB increases the vertical resolution without boosting noise. Plugin fuctions on 64-bit Windows and Linux operating systems.
n. Seismic Feature Enhancement is a flat-spot utility that enhances the signal of consistent flat events and reduces the "noise" of the channel reflections. Plugin fuctions on 64-bit Windows and Linux operating systems.
o. Seismic Net Pay is an improved method to estimate net pay from seismic attributes.
Plugin fuctions on 64-bit Windows and Linux operating systems.
p. Deterministic Inversion includes a 3D model builder for constructing a priori impedance models using well log and seismic horizon data; a 2D error grid generation module for providing spatial inversion constraints and a model-based deterministic inversion module.

q. Stochastic Inversion includes the MPSI ultraFast stochastic inversion module for generating multiple geostatistical realizations and the utilities for processing the multiple realizations to represent the inversion uncertainty for lithology, porosity, saturation or other attributes as probability cubes. This plug-in also requires the purchase of the deterministic inversion plug-in. Plugin fuctions on 64-bit Windows and Linux operating systems.
r. CLAS Lite is a petro-physics package that supports log editing and calculation of derived logs such as porosity, saturation, volume of clay and temperature. Plugin functions on 32-bit and 64-bit Windows and Linux operating systems.
s. XField 2D is an integrated potential field modeling software package. XField empowers explorationists with the tools to create 2D/2.5D geological models through fully integrating potential field data alongside seismic data and other available geophysical datasets in a 3D workspace. Plugin functions on 64-bit Windows operating systems.

Special Considerations.
1. Data Rights. With the exception of any seismic data provided by Contractor for tutorial purposes, all seismic data processed and interpreted with software provided by Contractor are the property of the USGS.

Put this requirement in the Statement of Work or constraint in the Performance Work Statement:
1 N/A Background Investigation. Contractor employees who will have access to DOI information or will develop custom applications are subject to background investigations. The level/ complexity of background investigations must be the same as for a Federal employee holding a similar position; DM441, Chapter 3, provides guidance for the appropriate background investigations based on types of access. The solicitation and contract should state the levels required for applicable labor categories or positions.
Ordinarily, the vendor should be responsible for paying the cost the background investigations. Existing clearances at the same or higher levels may be accepted. The request forms should be included in the solicitation if possible.
Work cannot begin on the DOI system until the background investigation has at least been initiated.
2 N/A Non-disclosure Agreement. Contractor employees who will have access to DOI information or will develop custom applications must sign a non-disclosure agreement prior to gaining access. Each agreement must be tailored to the contract, however, a sample agreement follows this matrix. A draft or sample agreement may be included in solicitations. After award, the COR will develop the final agreements, with the assistance of the Solicitor. Copies will be maintained in the contract file.
3 N/A Training. Contractor employees must take DOI’s end-user computer security awareness training prior to being granted access to DOI data or being issued a user account.
Training must be renewed annually.
4 N/A N/A Personnel Changes. The contractor must notify the COR immediately when an employee working on a DOI system is reassigned or leaves the contractor’s employ, and prior to an unfriendly termination.
5 N/A Contractor Location. Custom software development and outsourced operations must be located in the United States to the maximum extent practical. If such services are proposed to be performed abroad, the contractor must provide an acceptable security plan specifically to address mitigation of the resulting problems of communication, control, data protection, and so forth. Location within the US may be an evaluation factor.
6 N/A N/A Applicable Standards. Contractors must follow the DOI System Development Life Cycle (SDLC), NIST SP 800- 64, and the DOI SDLC Security Integration Guide.
Solicitations must include either the complete publications or a reference to public facilities, such as a website or office, where they may be accessed.
7 N/A Asset Valuation. The Contractor must use the DOI Asset Valuation Guide for all systems to determine mission impact, data sensitivity, risk level, bureau/departmental/national criticality, and whether the system is a Major Application, Minor Application, or General Support System. Solicitations must include either the complete publication or a reference to public facilities, such as a website or office, where it may be accessed.
8 N/A Property Rights. DOI will own the intellectual property rights to any software developed on its behalf to the maximum extent practical. Generally, FAR 52.227-14, Rights in Data-General, and its alternates will be used in the contract. However, deviation from this policy may be necessary as circumstances warrant.
9 N/A IV&V. Software updates must be independently verified and validated prior to being moved into production. The solicitation and contract should be clear as to which party performs this function and is responsible for associated costs.
10 N/A Certification and Accreditation. Major Applications and General Support Systems must be certified and accredited (C&A) prior to going into production and re-accredited every three years or whenever there is a major change that affects security. C&A documents will be provided to the COR in both hard copy and electronic (specify) forms. The contractor must follow NIST SP 800-37, 800-18, 800-30, 800-60, 800-53A, Federal Information Processing Standard (FIPS) 199 and 200, the associated DOI guides/templates, the DOI Security Test & Evaluation (ST&E) Guide, and the DOI Privacy Impact Assessment.
Solicitations must include either the complete publications or a reference to public facilities, such as a website or office, where they may be accessed.
The government will reserve the right to conduct the ST&E, using either Government personnel or an independent contractor.
The contractor will take appropriate and timely action (this can be specified in the contract) to correct or mitigate any weaknesses discovered during such testing, generally at no additional cost.
The Designated Approving Authority for the system will be the official identified in DOI Secretarial Order No.
3255.
11 N/A N/A Internet Logon Banner. A Government-approved logon banner must be displayed on the first page of any public access web pages.
12 N/A Incident Reporting. The contractor must report computer security incidents affecting DOI data or systems in accordance with the DOI Computer Incident Response Guide. Solicitations must include either the complete publication or a reference to public facilities, such as a website or office, where it may be accessed.
13 Quality Control. All software and hardware must be free of malicious code.
14 N/A N/A Self Assessment. The contractor must conduct an annual self assessment in accordance with NIST SP 800-26 on all MAs, GSSs, and outsourced applications in production.
Solicitations must include either the complete publication or a reference to public facilities, such as a website or office, where it may be accessed. Both hard copy and electronic copies of the assessment will be provided to the
COR.

All systems must be scanned monthly with a vulnerability analysis tool that is compatible with the software in use by the OCIO at the time (specify this in the solicitation). All "safe" or "non-destructive" checks must be turned on. All electronic copy of each report and session data will be provided to the

At least annually, all high risk systems and systems accessible from the Internet must be independently tested for penetration. Electronic and hard copy reports of penetration test results will be provided to the COR.
