STATEMENT OF WORK
I. GENERAL INFORMATION
A. The Office of the Regional Director of the Pacific Region requires consulting services as a follow-on to the work of Dr. Peter Goodwin as the Delta Lead Scientist that were provided under an Intergovernmental Personnel Act (IPA) agreement between USGS and the University of Idaho.
B. Background: In 2000, the Secretary for the Department of Interior requested that USGS support the Delta Lead Scientist (DLS) for the Delta Science Program (formerly called the CALFED Lead Scientist and CALFED Science Program). The mission of the Delta Science Program supports the USGS core mission of providing and promoting sound independent scientific information to resource managers. USGS continues to support the Delta Lead Scientist position.
C. Scope:
The purpose of this order is to acquire consulting services to the Delta Science Program during the transition to the new Delta Lead Scientist and provide continuity for critical, time-sensitive projects in the contractor’s area of expertise related to the San Francisco Bay-Delta. This is particularly important for the State of California, where large-scale planning efforts need critical scientific input provided by the Delta Science Board and led by the DLS. The relationships between state and Federal agencies, formed and promoted by the DLS, are crucial to ensuring that science is used in support of planning activities for the Delta and for water management decisions for the state.
II. SCOPE
A. Technical Requirements.
1. State of Bay Delta Science (SBDS) Editorial Consulting: Provide editorial support of the Delta Science Programs’ State of Bay-Delta Science report.
Function as part of the editorial board for the publication by participating in editorial board meetings and reviewing chapters as lead authors submit them.
2. SBDS Author: Serve as a lead author for the Delta Science Programs’ State of Bay-Delta Science for two (2) chapters as they relate to the contractor’s area of expertise. Chapter drafts will be submitted to the Editorial Board during the period of performance.
3. Develop operational guidelines for the peer-reviewed on-line journal San Francisco Estuarine and Watershed Science (SFEWS), which is co-sponsored by the Delta Science Program and the UC Davis John Muir Institute for the Environment. The guidelines are written in cooperation with UC Davis.
4. Big Data Summit Follow-up: Perform specific follow-up activities related to the ‘Big Data Summit’ White Paper, Enhancing the Vision for Managing California’s Environmental Information (http://deltacouncil.ca.gov/enhancing-the-vision-for-managing-californias-environmental-information).
5. Modeling Workshop: Provide consulting services for the Delta Science Program in the development of the Workshop on Integrated Modeling for Adaptive Management of Estuarine Systems which will take place May 21-22, 2015.
Following the workshop, the contractor will perform specific follow-up activities identified during the workshop.

6. DLS Transition: Provide consulting services to the USGS during orientation of new Delta Lead Scientist (DLS) to ensure smooth transition. Activities include introductions to key scientists and managers in the Bay-Delta system, briefings on the Delta Science Plan, State of Bay-Delta Science and Science Action Agenda, Data Summit, and other orientation activities as directed by USGS.
7. Advisory Services: Perform advisory activities to the USGS, Delta Science Program, and Delta Stewardship Council on modeling, levees, flooding or restoration issues.
B. Deliverables.
The timeline for all deliverables will be developed by mutual agreement between the contractor and USGS with consultation with the Delta Science Program. The timeline will be developed within 90 days after the contract is awarded. The timeline should include: a prioritized list of activities, anticipated meetings requiring attendance, and anticipated efforts with deliverables identified along with deadlines.
1. SBDS Editor: Review and edit chapters (15) of the State of Bay-Delta Science report. Timeline dependent upon progress of publication, which is expected in Spring 2016.
2. SBDS Author: Serve as lead author for the content development for two (2) chapters of the SBDS and revise as requested by the Editorial Board and the journal review process. Publication expected in the Spring of 2016.
3. SFEWS Guidelines: Completed Operational Guideline accepted and implemented by SFEWS due September 30, 2015.
4. Big Data Summit Follow-up: Provide consulting services related to the white paper review conducted by the Delta Science Program. due July 31, 2015.
5. Modeling Workshop Follow-up: Complete activities as requested by the Delta Science Program.
6. DLS Transition: USGS/Delta Stewardship Council and the contractor will agree upon activities to be accomplished during the contract period. The contractor shall participate in activities agreed upon with USGS and/or the Delta Stewardship Council.
7. Advisory Services: USGS and Delta Science Program leadership will work with contractor to establish a priority list of additional tasks to be accomplished during the contract period. Each task will be have a predetermined deliverable, schedule and budget. Changes to this list will be by mutual agreement between the USGS and the contractor.
III. SUPPORTING INFORMATION
A. Work related to this order is not tied to a location. Work can be performed remotely and when required in Sacramento at the Delta Science Program offices or at a location for an activity sponsored by the Delta Science Program, the Delta Stewardship Council or USGS.
B. Period of Performance: Date of Award through December 31, 2016.
C. Government Furnished Property (GFP): No property will be furnished.
