PR# 40204010

Notice Type: Notice of Intent Response Date: May 15, 2015 Unrestricted.

This requirement is subject to the availability of funds.

Synopsis:

The United States Geological Survey, National Research Program, Western Branch, intends to negotiate on a non-competitive basis with Perkin Elmer of Shelton, CT in accordance with FAR 13.106-(1)(b) and the procedures of FAR Part 12, entitled, Acquisition of Commercial Items. Purchase of Quantity one (1) SeaFast 3, an automated, software controlled preconcentration & matrix elimination accessory for ICP-MS is planned. This product is sold by Perkin-Elmer on an Original Equipment Manufacturer basis, and is vital to software integration with existing instrument. It is a wholly unique product, with no other known competitors.

The USGS requires matrix elimination to allow for high-sensitivity trace-metal analysis of seawater, estuarine waters and brines. This capability is necessary to multiple projects working in the San Francisco Bay, in ocean water, or in the saline brines associated with underground carbon storage. In addition, this device offers hydride generation for arsenic and selenium analysis. Without this piece of equipment and the capability it brings, samples would need to be sent to external labs at great cost and delay, and likely limitation on the number of individual samples.

Other interested concerns having the abilities to furnish this or compatible membership benefits to USGS NRPWB may submit a capabilities statement to the Contracting Officer no later than the closing date of this announcement at 17:00 EST. All submissions will be evaluated to determine if competitive opportunities exist. All responses must be in writing by email to ccabalsi@usgs.gov.
