Public Announcement – Sitka magnetic observatory electrical and mechanical upgrade design Purpose This is a public announcement of the United States Geological Survey’s (USGS) requirement for architect-engineer services as required by Federal Acquisition Regulation (FAR) 36.601-1. In response to this announcement, we are requesting that interested firms submit their qualifications for consideration. This is not a solicitation for quotations/proposals; we will enter into negotiations with the firm determined to be most qualified.
Scope of this project See “Statement of Objectives - USGS Sitka Magnetic Observatory electrical and mechanical upgrade design,” 3 pages.
Submission We are requesting that interested firms submit their qualifications for this project by submitting form SF330, part 1. The submission of part 2 is not required. Interested firms may accompany their submissions with a cover letter or similar, which should not exceed three (3) additional pages. All submissions shall be by email to the Contracting Officer at jcaravelli@usgs.gov by the closing date/time identified in this announcement. Late submissions will not be considered.
Selection criteria In accordance with FAR 36.602-1, the USGS will evaluate interested firms on the following:
· Professional qualifications necessary for satisfactory performance of required services. We required “stamped” specifications suitable for use in Alaska.
· Specialized experience and technical competence in the type of work required. This project includes electrical design and mechanical design (including insulation and energy efficiency considerations), is being designed for a property that is eligible for the National Register of Historic Places, and likely will involve the disturbance of both asbestos and lead-based paint.
· Capacity to accomplish the work in the required time. We would like design work complete not later than the end of July 2015. Interested firms should identify their proposed period of performance, and/or notify us if this target completion date is not attainable.
· Past performance in terms of cost control, quality of work, and compliance with performance schedules. In addition to past performance information submitted on the SF330, we will be reviewing the Past Performance Information Retrieval System at https://www.ppirs.gov/.
· Location in the general geographical area of the project and knowledge of the locality of the project. We strongly prefer firms with a presence in Alaska (recall that we required “stamped” specifications suitable for use in Alaska). We believe familiarity with the Sitka area will be necessary to develop an accurate construction cost estimate.
Other information This project is set aside for participation by small business concerns under NAICS 541330, “engineering services,” size standard $15.0M.
All questions/concerns shall be directed to the Contracting Officer, Jeff Caravelli, 916.278.9341, jcaravelli@usgs.gov.
