Performance Work Statement
Leetown Science Center – Installation of warm water system for BSL-3
I. Overview
The Leetown Science Center, located in Leetown, WV has a requirement to construct and install a warm water treatment system for research in its Bio-Safety Level-3 (BSL-3) and wet lab facilities. This work involves plumbing of the water line, installation of a variable flow pump, installation of a heat exchanger, circulating pump, temperature control valve, associated plumbing to existing boiler and design & build tank stand (stainless steel) and install(1 head tank) .
Contractor shall not proceed with any work until all required submittals are approved by the Facility Manager (FM). See section III for all Deliverables / Submittals required.
The contractor shall submit pricing for all labor, materials, travel, and any other category that is part of the total cost as part of the bid. An individual price will be provided for each of the following components of the overall project. It is expected that the sum of the following NTE price components will be the price for the entire project:
Mobilization, including overhead & profit identified separately
Heat exchanger
Valves and sensors
Pumps/motors with control hardware
Piping & plumbing hardware and materials
100 +/- gal. insulated head tank w/bottom drain
Freestanding stainless steel head tank stand (shall be a height of 12 inches above existing tanks)
Labor
Other: specify by type
II. Description of Required Work
1) System Requirements:
● Work location: Mechanical room @ Fish Health Lab (FHL)
● System Requirements:
o The contractor shall provide a model of the system to demonstrate appropriate design. The system shall be able to hold temperatures between 12C (54 deg) to 21C (70 deg).
● Water Flow Rate:
o 50 gpm maximum o Flow shall be adjustable
● Test system for water flow (50 gpm) and temperature control
● Plumb two existing ceiling heaters into the boiler
● Design, plumb and install 100 +/- gal head tank and stainless steel tank stand.
● Floor to ceiling in BSL is 115 inches
Current set up has 4 ft OD circular tanks with a height of 44 inches, and 3 ft circulars with heights ranging 38-42 inches.
So, 115 inches minus 44 inches leaves 71 inches of space to set a holding tank. Bottom of holding is say 12 above top of highest tank (44 inches), so
56 inches. 56 + 29 inches equals 85 inches.
115 minus 85 leaves 30 inches above the head box tank to work, clean it, etc. Stainless steel head tank stand capable to support a min. weight of
1700 lbs.
2) Additional Requirements:
● All demolished materials shall be disposed of in an environmentally friendly manner, recycling wherever possible.
● This project must be completed within 90 days of the notice to proceed.

Systems)
III. Deliverables
1. Timeline: Work may not begin without the approval of the timeline by the COR.
The project schedule shall be a chart which graphically depicts the proposed sequence to accomplish each work feature or operation. It shall show start dates and completion dates for each event on a horizontal time scale. The progress schedule time scale shall begin with the Notice to Proceed and indicate the number of days to completion. The schedule will be the reference to which the contractor’s progress and efforts are compared. One soft copy shall be submitted in Microsoft Project format to the COR.
IV. Other Requirements
Pre-Construction Meeting:
The contractor shall schedule and conduct a pre-construction meeting on-site with the FM to review the requirements and conditions of this contract. The contractor shall have the project manager, field superintendent, and all subcontractors on site, or available by conference call, for the pre-construction meeting with Government officials prior to the commencement of work for this project.
Contractor shall be licensed to perform work in WV. All subcontractors shall be licensed in the state of WV to perform the work they are assigned.
Outages and Interruptions:
The contractor is advised that the Science Center will continue to perform research functions during the contract. Work shall be conducted as to minimize interruption to service. Contractor shall notify FHL manager at least 7 days prior to any and all outages and interruptions. Contractor shall not proceed with work without approvals from the FM. Changes to the schedule require the submission of a new schedule to the COR for review.
Normal working hours for the construction work at the Science Center shall be
7:30am- 4:00pm, Monday - Friday. The contractor and sub-contractors (if required) shall not work Saturdays, Sundays, legal holidays, or non-normal working hours, unless otherwise authorized by the CO. Request to work other than the normal hours shall be made, and approved, in writing through the CO. Work performed during
“other than the normal hours” shall not change the total cost to the government.
Changes / Clarifications:
All work must be completed as shown in the contract documents. If ‘no cost’ change orders are to be made, a written request to the COR must be made detailing why the work cannot be completed as shown, as well as the corrective action suggested by the contractor. For change orders which will alter the price or requirements of the contract, the Contracting Officer’s approval must be given in writing before beginning the work described.
Disposal and Transporting of Debris and Material:
All materials and construction debris shall be removed from the work area and placed in an approved dumpster provided by the contractor or removed from the site daily by the contractor.
Organization and storage of contractor(s) items at the site:
The FM shall designate areas where the contractor can store or place materials and equipment for short-term storage in preparation for installation. There is limited space on site for the storage of contractor equipment. There is no more limited storage space available. Storage and security of materials and equipment as required for the performance of the contract requirements are the responsibility of the contractor. The contractor shall be responsible for making all arrangements for the receipt of materials and supplies at the job site. Government personnel are not permitted to receive or sign for items delivered to the site. Upon completion of the contract, the contractor shall remove all equipment and excess materials, and shall restore the site to its original condition, as approved by the FM, at no additional cost to the government.
Site Cleanliness:
The contractor shall maintain the site free of construction debris outside of approved containers (dumpsters). The contractor shall provide dust protection and shall maintain cleanliness of the work site by promptly removing debris, tools, and excess material.
Contractor Parking, Security, and Smoking Regulations:
The contractor shall maintain a daily log of all contractor and subcontractor employees (date, name, arrival time, departure time) and provide a copy of the log to the CO at least weekly. The FM will designate a parking area (or areas) for the contractor to park vehicles. There shall be no smoking in any buildings at any time.
All personnel that smoke will have to do so outside in designated smoking areas.
Environmental Protection:
The contractor and subcontractors shall perform all work and activities in accordance with local, state, and Federal environmental regulations.
Safety:
The contractor and subcontractors shall perform all work and activities in accordance with local, state, and Federal safety regulations, including OSHA, NEC, and USGS policy.
Notice to the Government of Delays:
In the event the contractor encounters difficulty in meeting performance requirements, or when it anticipates difficulty in complying with the contract delivery schedule or date, or whenever the contractor has knowledge that any actual or potential situation is delaying or threatens to delay the timely performance of this contract, the contractor shall immediately notify the CO in writing, giving pertinent details. This data shall be informational only in character. Notice under this provision shall not be construed as a waiver by the Government of any delivery schedule or date or any rights or remedies provided by law or under this contract.
Past Performance/Qualifications
Each bidder shall provide a minimum of three (3) references from similar contracts completed within the last three years. Federal government contacts are preferred.
Additionally, each bidder shall provide a list of the major personnel expected to perform this contract and the qualifications, experience, education and certifications of each person.
