C.1. Performance Work Statement
C.1.1. GENERAL INFORMATION
C.1.1.1. Introduction - The USGS Southeast Ecological Science Center in Gainesville (Davie Field Office), Florida conducts research on a variety of behavioral ecology studies including native threatened, and endangered vertebrates, as well as non-native invasive vertebrates, in upland, coastal, and marine environments. The results of the research provide information for a variety of issues including:
C.1.1.1.1. Improving management of marine and upland coastal lands and resources
C.1.1.1.2. Assessing the fate of imperiled and at-risk species
C.1.1.1.3. Understanding likely changes in population dynamics.
C.1.1.2. Background – USGS plans to continue ongoing bio-telemetry tracking studies of several species in the
Greater Everglades, Gulf of Mexico, and Caribbean. During the coming years, there will be opportunities to apply acceleration data logger (ADL) technology to study the fine-scale behavior of threatened and endangered sea turtles and non-native, invasive Burmese pythons, in addition to other possible species (i.e., Northern African Rock pythons). Required is a marine scientist experienced with the deployment of ADLs to oversee portions of the project.
C.1.1.3. Data analyses - ADL data analysis will involve retrieving data collected in the ADLs which measures fine-scale behavior in the wild.
C.1.1.4. Scope – The USGS requires the assistance of a marine scientist experienced in the deployment and servicing of the animal-borne ADLs used in studies of activity levels and fine-scale behaviors of key at risk, threatened, endangered, and high-profile species. The USGS also requires data analyses of loggers to be performed by a researcher with experience in analyzing ADL data. Multi-dimensional accelerometers, the
G15PS00379 Page 6 of 26 same technology used in iPhones, digital cameras, and the Nintendo Wii, for example, represent a transformative tool to study animal behavior by recording the frequency and force of animal movements and body orientation at sub-second intervals for days or weeks at a time. These high-resolution data can be used to identify and quantify specific behaviors using fast-Fourier transforms, wavelet-analysis, and k-means clustering techniques. ADLs thus provide a means of recording fine-scale activity and behavior in animals that are difficult or impossible to observe directly in the wild.
C.1.2. WORK REQUIREMENT
C.1.2.1. Technical Requirements
C.1.2.1.1. An experienced marine scientist to participate as a member of the team deploying ADLs and collecting fine-scale behavioral data from a suite of species under direct management of the
Department of Interior (e.g., sea turtles and pythons). The contractor will be responsible for aiding
USGS personnel in preparing (i.e., programming) and deploying the ADLs at sea or in the field. The contractor will also be responsible for helping USGS personnel in recovering, servicing, and re-deploying the ADLs.
C.1.2.1.2. The USGS requires a research scientist to conduct data analyses from other data-logging devices such as thermal data-logging devices, provided by USGS researchers.
C.1.2.1.3. Tasks include
C.1.2.1.3.1. 1. Preparing ADL tags for attachment and deployment.
C.1.2.1.3.1.1. a. Python deployments will likely occur from December to April
C.1.2.1.3.1.2. b. Turtle deployments will likely occur May through August
C.1.2.1.3.1.3. 2. Preparation of tags includes
C.1.2.1.3.1.4. a. Programming ADL for the appropriate sensor sampling rates and start/end times, C.1.2.1.3.1.5. b. Physical preparation of the tags for external or internal attachment, depending
C.1.2.1.3.1.6. on the species to be tagged
C.1.2.1.3.2. 3. Summarize all data from USGS and ADL devices into appropriate descriptions
C.1.2.1.3.3. 4. Contractor will be active and engaged participant in writing up results of analyses for reports and publications in peer-reviewed scientific journals.
C.1.2.2. Field Assistance – Support is needed to deploy and service the ADLs during several field trips each year.
The field trips will begin and end at Davie, Florida.
C.1.2.3. Travel – The contractor will travel to Davie, Florida a minimum of one time each year. Travel will be funded separate from ADL tag preparation and data analyses.
C.1.2.4. Laboratory Analyses – The contractor will provide a total analysis of each ADL deployment. Data for analyses from thermal data-logging devices will be provided to the contractor by USGS to incorporate with
ADL data. This combination will help interpret animal movement. Results will be reported electronically to
USGS within 45 days from the time USGS provides data to the contractor
C.1.2.5. Deliverables: Deliverables will include submission of a manuscript on loggerhead ADL data by September
2015, and submission of a manuscript on loggerhead, Kemp’s ridley, green turtle, and hawksbill ADL data by April 2016. The contractor will provide additional data analyses and be an active and engaged participant in writing up results of analyses for future reports and publications in peer-reviewed scientific journals during the option years of the agreement.

C.1.3. SUPPORTING INFORMATION
C.1.3.1. Place of Performance – Fieldwork will be performed either on-land or on-board a suitable vessel in the
Greater Everglades, Gulf of Mexico, and Caribbean. It is expected that each cycle of the deployment and servicing of the ADL will begin and end at Davie, Florida. Data analyses will be conducted in the laboratory of the contractor.
C.1.3.2. Period of Performance – The period of performance is 1 year from the award of the contract requesting as close to May 1, 2015 to April 30, 2016.
C.1.3.3. Government Furnished Property – The ADLs and associated software will be provided by the USGS.
Replacement parts required for the ADLs will be provided by the USGS. Data for analyses from thermal data-logging devices will be provided to the contractor by USGS to incorporate with ADL data.
C.1.3.4. Special Considerations – Personnel assisting with the deployment and servicing of ADLs must have a Ph.D.
and 10 years experience in ecology and at least 4 years experience working with ADL-type equipment.
Research scientist and laboratory conducting data analyses must have demonstrated experience in working with ADLs and data recovered from ADLs.
C.1.3.5. Section 508 and FISMA do not apply to this request. There are no IT requirements for government owned systems

(a) The performance required herein shall be subject to the technical direction of the Technical Liaison (TL) as identified below. As used herein, "technical direction" is defined as direction to the contractor that fills in details, suggests possible lines of approach, or otherwise supplements the scope of the work set forth herein and shall not constitute a new assignment, and does not supersede or modify any article or clause of this contract.
(b) The Technical Liaison is not authorized to perform, formally or informally, any of the following actions:
(1) Promise, award, agree to award, or execute any contract modification, or notice of intent that changes or may change this contract;
(2) Waive or agree to modification of the delivery schedule;

G.2. DOI ELECTRONIC INVOICING Electronic Invoicing and Payment Requirements - Internet Payment
Platform (IPP) (September 2011)
Payment requests must be submitted electronically through the U. S. Department of the Treasury's Internet Payment
Platform System (IPP).
"Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable
Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions -
Commercial Items included in commercial item contracts. The IPP website address is: https://www.ipp.gov.

G.3. Unilateral Deobligation of Unexpended Funds (May 2013)
The contractor shall submit all invoices under the award no later than 90 calendar days after the period of performance has expired, unless a request for extension has been submitted to the Contracting Officer. After 120 days has passed since the expiration of the performance period, the government reserves the right to issue a unilateral modification deobligating any unexpended funds, and to initiate closeout procedures.

(d) Comptroller General Examination of Record The Contractor shall comply with the provisions of this paragraph
(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. I.4. 52.217-8 Option to Extend Services. (NOV 1999)
The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the
Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the
Contractor within 30 days.

I.5. 52.217-9 Option to Extend the Term of the Contract. (MAR 2000)
(a) The Government may extend the term of this contract by written notice to the Contractor within 60 days;
provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5 years.
I.6. 52.232-40 Providing Accelerated Payment to Small Business Subcontractors (DEC 2013)
I.7. 52.247-34 F.o.b. Destination. (NOV 1991)
(a) The term f.o.b. destination, as used in this clause, means -
(1) Free of expense to the Government, on board the carrier's conveyance, at a specified delivery point where the consignee's facility (plant, warehouse, store, lot, or other location to which shipment can be made) is located; and
(2) Supplies shall be delivered to the destination consignee's wharf (if destination is a port city and supplies are for export), warehouse unloading platform, or receiving dock, at the expense of the Contractor. The Government shall not be liable for any delivery, storage, demurrage, accessorial, or other charges involved before the actual delivery
(or constructive placement as defined in carrier tariffs) of the supplies to the destination, unless such charges are caused by an act or order of the Government acting in its contractual capacity. If rail carrier is used, supplies shall be delivered to the specified unloading platform of the consignee. If motor carrier (including piggyback) is used, supplies shall be delivered to truck tailgate at the unloading platform of the consignee, except when the supplies delivered meet the requirements of Item 568 of the National Motor Freight Classification for heavy or bulky freight.
When supplies meeting the requirements of the referenced Item 568 are delivered, unloading (including movement to the tailgate) shall be performed by the consignee, with assistance from the truck driver, if requested. If the contractor uses rail carrier or freight forwarded for less than carload shipments, the contractor shall ensure that the carrier will furnish tailgate delivery, when required, if transfer to truck is required to complete delivery to consignee.

(b) The Contractor shall -
(1)(i) Pack and mark the shipment to comply with contract specifications; or
(ii) In the absence of specifications, prepare the shipment in conformance with carrier requirements;
(2) Prepare and distribute commercial bills of lading;
(3) Deliver the shipment in good order and condition to the point of delivery specified in the contract;
(4) Be responsible for any loss of and/or damage to the goods occurring before receipt of the shipment by the consignee at the delivery point specified in the contract;
(5) Furnish a delivery schedule and designate the mode of delivering carrier; and
(6) Pay and bear all charges to the specified point of delivery.

(a) Definitions. As used in this provision--

“Restricted business operations” means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment Act of 2007) conducting the business can demonstrate—
(1) Are conducted under contract directly and exclusively with the regional government of southern Sudan;
(2) Are conducted pursuant to specific authorization from the Office of Foreign Assets Control in the Department of the Treasury, or are expressly exempted under Federal law from the requirement to be conducted under such authorization;
(3) Consist of providing goods or services to marginalized populations of Sudan;
