Provide maintenance for heating and cooling systems, Fish Health Branch, U.S. Geological Survey, Leetown
Science Center, 11649 Leetown Road, Kearneysville, WV, 25430, as described below and in accordance with the following terms and conditions.
GENERAL TERMS
Perform preventative maintenance during normal working hours, 7:30 a.m. through 4:00 p.m., Monday through
Friday, excluding holidays.
Perform any clean up necessary as a result of routine preventative maintenance.
Present a service report for the signature of the Laboratory Chief or his designate at the completion of each visit.
Inform laboratory personnel in advance of potential for fumes, odor, excess noise, or other disruption likely during maintenance operations.
Qualification of Bidders
All bidders shall be staffed with certified technicians and engineers of the automation system manufacturer. The technicians shall be fully capable of providing instruction and routine emergency maintenance service on all automation system components.
All bidders must be authorized distributors of the automation system manufacturer.
All bidders shall be able to provide upgrades issued by the automation system manufacturer.
SYSTEMS/COMPONENTS
AIR FILTERS
On a semi - annual basis, perform the following scheduled maintenance:
Inspect belts and replace air filters in the building air handling units, as necessary.
Filters and belts will be provided by the Government.

On an annual basis, perform the following scheduled maintenance:
Starter
Inspect wiring for secureness and damage, tighten all connections.
Inspect contacts; report condition.
Inspect starter for signs of wear, arcing, overheating, etc.
Meg motor from starter; record readings L1 to ground, L2 to ground, L3 to ground.
Measure and record operating voltage and amperage.
Fan and Motor
Inspect flexible connections and ductwork for damage and leaks.
Check belts; change as required.
Check belt tension and sheave alignment.
Lubricate fan shaft bearings.
Lubricate motor bearing.
Inspect and clean fan wheels as necessary.
Inspect for vibrations and unusual noises.
Inspect coils, clean as necessary.
Inspect coils for leaks.
Lubricate dampers.
Unit Structure
Inspect secureness of panels; replace fasteners as needed.
Inspect structure for corrosion and damage; paint as required.
Remove any grease accumulated from bearings on unit structures.
Inspect condition of drain pans.
Materials
Provide lubricant, coil cleaner, contact cleaner, degreaser, and paint as needed to perform scheduled maintenance.
AUTOMATIC TEMPERATURE CONTROLS
On an annual basis, perform the following scheduled maintenance on all pneumatic controls, thermostats, air compressor, air dryer, AHU controls, controllers, transmitters, etc.:
Air Compressor
Change oil.
Check belts; adjust or replace as necessary.
Check suction filters; replace as necessary.
Operate and inspect high pressure safety.
Drain tank.
Inspect check valve.
Inspect unloader assembly.
Lubricate motors.
Check PE operation and set point.
Inspect starter and alternator.
Record compressor run time.
Clean and paint as required.
Refrigerated Air Dryer
Check refrigerant temperature (35O F).
Clean condenser and grills in cover.
Operate drain trap.
Paint as required.
Pressure Reducing Station and Filter

Check particle filters and change as required.
Check reducing valve settings; adjust as required.

Provide routine database back-up of all operating controller databases.

HOT WATER BOILERS
On an annual basis, provide scheduled maintenance for (2) Well-McLain 88 series boilers:

Brush and vacuum flues and combustion chamber.
Inspect refractory; note any defects.
Inspect boiler vessel for possible leaks, noting any found.
Flush water side of boiler (steam only) to remove loose scale; note any hard scale build-up.
Inspect internal parts of low water cut-off and clean as needed.
Check automatic feed to boiler.
Check fuel piping for leaks.
Clean and paint external surfaces as necessary.
Operate and check relief valves.
Check operating and safety controls.
Check operation and accuracy of temperature and pressure gauges.
Check electrical wiring and connections on controls and any associated equipment to boiler.
Provide gaskets, paint and clean-up materials as necessary.
OIL AND GAS BURNER
Annual Scheduled Maintenance
Inspect and clean combustion and primary air passages.
Check all burner linkages; lubricate as required.
Check primary and secondary dampers.
Lubricate blower bearings.
Inspect and clean air intake screens.
Inspect blower coupling.
Inspect squirrel cage blower blades.
Check condition and alignment of belts.
Lubricate motor bearings.
Test gas lines and gas components for leaks.
Test high gas pressure safety.
Test air flow switch.

Inspect wiring to fans and report any wiring damage.

Condenser Coils
Clean condenser coils.
Inspect fins and straighten as necessary.
Clean debris from area around coil.
Inspect unit for loose panel doors and replace fasteners as required.
Inspect unit for corrosion and exterior damage.
Paint exterior of unit as required.
Control Panel
Inspect wiring for secureness and damage.
Inspect starters for signs of wear, arcing, burns, etc.
Inspect electrical connection for tightness.
Inspect all contactors; report condition.

Starter
Inspect starter for signs of wear, arcing, overheating, etc.
Inspect contacts and report condition.
Inspect wiring for secureness and damage and tighten all connections.
Meg motor from starter and record readings: L1 to ground, L2 to ground, L3 to ground.
Pump
Inspect for vibrations and unusual noises.
Inspect mounts for secureness and tighten.
Check packing. Adjust to a slow drip and record amperage during adjustment.
Inspect mechanical seal.
Check for proper flow through sealing/flushing lines. Remove and clean filter, as appropriate.
Lubricate motor.
Lubricate pump. If pump is oil lubricated, change oil.
Inspect pump and flanges for leaks.
Inspect coupling and alignment.
Record discharge and suction pressures.
Supply paint, lubricant, contact cleaner and oil, as appropriate.
FAN COIL UNITS AND VAV BOXES
On an annual basis, provide scheduled maintenance for (85) VAV boxes and (9) fan coils.
Fan Coil Units
Clean coils, fan and unit interior.
Lubricate fan and motor bearings.
Check belts and replace as necessary.
Check sheave alignments.
Check dampers and linkage and lubricate as required.
Inspect electrical connections and tighten as needed.
Inspect controls and adjust and calibrate as necessary.
Check panel and replace fasteners as required.
Reheat Coils
Inspect coil and clean as required.
Inspect electrical connection and tighten as needed.
Inspect relays, contactors, and operating and safety controls.
VAV Boxes
Inspect box duct connections; lubricate dampers and linkage.
Check minimum and maximum CFM.

Inspect fins and straighten as necessary.
Clean debris from area around coil.

(a) The performance required herein shall be subject to the technical direction of the Technical Liaison (TL) as identified below. C.4. GS1104 AVAILABILITY OF FUNDS UNDER CONTINUING RESOLUTION JULY 2001
(a) In the event funding is appropriated under one or more Continuing Resolutions covering less than the full fiscal year, the Contracting Officer will advise the Contractor in writing of the amount of funds available and the period of performance covered by such funding. Under a Continuing Resolution, the contract price will be prorated for the period of time covered by the Continuing Resolution.
(b) The Government's obligation under this contract for performance after the period covered by any Continuing
Resolution is contingent upon the availability of additional appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment in excess of the amount obligated hereunder may arise until funds are made available to the Contracting Officer for this contract and the
Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. Until such notice is received, the contractor is not obligated or authorized to continue performance beyond the period covered by previously obligated funds.
(c) In the event of a lapse in funding upon expiration of an annual appropriation or Continuing Resolution, the contractor will not be paid for any costs incurred during the unfunded period, including unrecovered indirect costs, unless and until funds are appropriated and authorized for retroactive payment of Government employees and contractors. If nonavailability of contract funding requires the contractor to suspend work, the contractor will entitled to an equitable adjustment under the clause FAR 52.242-14, Suspension of Work, if and when the
Contractor is notified by the Contracting Officer that additional appropriations are available to resume performance under the contract.
(d) If the Government has not provided additional funds to resume performance within 30 days after expiration of the period established in (a) above, the contractor may, by written notice, require that the contract be considered to be completed without prejudice to him or further liability to the Government. Such a termination shall not be considered to be a termination for convenience under the terms of the clause FAR 52.249-02, Termination for
Convenience of the Government.
(e) The provisions of this clause also apply in the event future full year appropriations are not available for funding of option periods.

Payment requests must be submitted electronically through the U. S. Department of the Treasury's Internet Payment
Platform System (IPP).
"Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable
Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions -

C.6. Unilateral Deobligation of Unexpended Funds (May 2013)
The contractor shall submit all invoices under the award no later than 90 calendar days after the period of performance has expired, unless a request for extension has been submitted to the Contracting Officer. After 120 days has passed since the expiration of the performance period, the government reserves the right to issue a unilateral modification deobligating any unexpended funds, and to initiate closeout procedures.

(d) Comptroller General Examination of Record The Contractor shall comply with the provisions of this paragraph
(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c) and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial items. Unless otherwise indicated below, the extent of the flow down shall be as required by the clause—
(i) 52.203-13, Contractor Code of Business Ethics and Conduct (Apr 2010) (41 U.S.C. 3509).
(ii) 52.219-8, Utilization of Small Business Concerns (Oct 2014) (15 U.S.C. 637(d)(2) and (3)), in all subcontracts that offer further subcontracting opportunities. If the subcontract (except subcontracts to small business concerns) exceeds $650,000 ($1.5 million for construction of any public facility), the subcontractor must include 52.219-8 in lower tier subcontracts that offer subcontracting opportunities.
