SECTION C. DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
C.1. BACKGROUND:
Bird banding is an essential research and management tool that enables scientists to monitor avian populations and to determine harvest and survival rates for game bird species. The Migratory Bird Treaty Act requires the
Department of Interior, through the use of a Federal Banding Permit, to authorize all persons engaged in avian marking and tagging activities. This responsibility is delegated to the U.S. Geological Survey’s Biological
Resources Discipline (USGS-BRD) Bird Banding Laboratory (BBL) at the USGS Patuxent Wildlife Research
Center. The BBL procures and supplies numbered leg bands to such permittees. Because bird bands are uniquely numbered and available in over 30 sizes and in several types, it is necessary to have a central source to supply bands in order to insure quality and to avoid duplication of numbers.
C.2. OBJECTIVE:
Manufacture aluminum bands and hard metal bands, in sizes and numbering specified in the task order and according to the machining technical drawings provided. Quality and timely completion of orders is necessary for
BBL to meet the needs for U.S. and Canadian permittees.
C.3. TASKS:
Manufacturers develop die packs with automatic numbering heads, produce inscription stamps, procure raw material, construct a system to feed the raw material into a stamping machine suitable to maintain quality control of bands and avoid duplication of band numbers. When converting from English to Metric, the manufacturer shall assure that the inside diameter of the bands does not fall below the dimension given in the English system, i.e. round
UP, not Down. It shall be assured that bands do not become smaller and result in constriction injuries to the birds’ legs. Depending on band size, bands must be strung on, stainless steel wire, cotton twine or plastic tubing in such a manner that the bands remain in numerical order with the highest number bands of the series indicated with a loop through the specific band if cotton twine or stainless steel wire is used. Band strings shall be in units of 100 bands.
G15PS00036 Page 9 of 45
Depending on size, strung bands shall be packaged in envelopes or boxes with size, type, band span and manufacturer indicated on the packaging. See drawing that details this packaging. Manufacturers shall include shipping and handling costs in each band size bid and include in the unit price. The Government shall not be responsible for any separate costs associated with shipping and handling fees. Once bids have been awarded, strings with specific band numbers will specified at time of Task Order.
C.4. PAYMENT SCHEDULE:
Technical Liaison or designee will approve payment for received bands upon receipt and verification of shipments.
Partial order shipments will be accepted and encouraged in time critical situations.
SECTION D. PACKAGING AND MARKING

D.3. Size 8’s
Refer to chart for approximate size of box. Strings of 50 bands (nnn01-nn100) to be strung on 30 ply cotton twine. The twine should be looped through the last band (nn100) and the ends of the twine tied together in a square knot. Two strings should be gathered together at the knot and held together using a twist tie, poultry tag, or similar item. The group of 100 bands should be placed in a single box, the approximate size of which is given in the table (box should be labeled to indicate band span, band size, type and quantity contained within).
D.4. Size 9’s
Refer to chart for approximate size of box. Strings of 50 bands (nnn01-nn100) to be strung on 30 ply cotton twine. The twine should be looped through the last band (nn100) and the ends of the twine tied together in a square knot. The group of
50 bands should be placed in a single box, the approximate size of which is given in the table (box should be labeled to indicate band span, band size, type and quantity contained within).
D.5. Quality Control

(b) Accordingly, subparagraph (a)(5)(i) of the clause FAR 52.232-25, Prompt Payment, is hereby modified to increase the constructive acceptance period to 10 days. If the Government subsequently rejects the items, and repair or replacement cannot be effected within the contract delivery date, the contractor may request that the contract delivery date be extended one day for each day the Government required for inspection in excess of the above allotted inspection period.
E.3. ACCEPTANCE CRITERIA:

Technical Liaison will maintain in close communication with the manufacturer to resolve problems, and to assure timely manufacture and delivery. All Line Items- Sixty days after placement of order if order is greater than fifty percent of the estimated line item quantity. Forty five days after placement of order if order is fifty percent or less of the estimated line item quantity.
If the offeror is unable to meet the desired delivery schedule , it may , without prejudicing evaluation of its offer, propose a delivery schedule below, however the offeror’s proposed delivery schedule shall not extend the delivery period of performance beyond the time for delivery in the Government’s required delivery schedule as follows:
All Line Items- Ninety days after placement of order if order is greater than fifty percent of the estimated line item quantity. Sixty days after placement of order if order is fifty percent or less of the estimated line item quantity.
Estimated line item quantities are available Section D of this solicitation

If the offeror proposes no other delivery schedule, the desired delivery schedule above will apply.
(b) Attention is directed to the Contract Award provision of the solicitation that provides that a written award or acceptance of offer mailed or otherwise furnished to the successful offeror results in a binding contract. The
Government will mail or otherwise furnish to the offeror an award or notice of award not later than the day the award is dated. Therefore, the offeror shall compute the time available for performance beginning with the actual date of award, rather than the date the written notice of award is received from the Contracting Officer through the ordinary mails. However, the Government will evaluate an offer that proposes delivery based on the Contractor's date of receipt of the contract or notice of award by adding (1) five calendar days for delivery of the award through the ordinary mails, or (2) one working day if the solicitation states that the contract or notice of award will be transmitted electronically. (The term "working day" excludes weekends and U.S. Federal holidays.) If, as so computed, the offered delivery date is later than the required delivery date, the offer will be considered nonresponsive and rejected.
