Enovia Brand Name Mandatory Justification

1. Identify the required supplies or services by keyword nomenclature and model or stock number, and quantity. Identify the proposed source.

This acquisition is for the procurement of Computer Automated Three dimensional Imagine Application V5/V6 (CATIA V5R2021), Enterprise inNOVation Interactive Application (ENOVIA) server and client software annual maintenance, AKA 3DExperience.

2. What unique capabilities does the proposed contractor/manufacturer possess which make it the only one capable of satisfying this minimum requirement?

The proposed acquisition is for the purchase of CATIA V5 and ENOVIA V6 client software annual maintenance for interacting with the ENOVIA information system hosting technical data at the Patuxent River Data Center. The software provided by this procurement, which was created by Dassault Systèmes, is required to support review and management of Technical Data Packages (TDP) purchased by Naval Air Systems Command (NAVAIR) from an aircraft systems integrator.

The TDPs are contract deliverables. The software is hosted by the Digital Network and Applications (DNA) Department, at Patuxent River, MD as part of a suite of software used to host and manage technical and programmatic data. NAVAIR will utilize this software to review information as required by the Engineering Data Management Plan for the contract. User licenses are for multiple functions provided by the information system, including 3D design, digital mockup review, systems engineering, and design collaboration.

The total estimated cost for this procurement is $335,724.74 for Computer Automated Three dimensional Imagine Application V5 (CATIA V5), ENOVIA server and ENOVIA client software annual maintenance. The period of performance is one year for the ENOVIA server and ENOVIA client software (September 8, 2022 to September 7, 2023).

Which of these capabilities are mandatory?

All the capabilities of Enovia are mandatory in order to support the data driven processes associated with the PMA-261 fleet common operating environment (FCOE), Atlantic Test Range and Acquisition Management System Visualizations. Tableau provides these features in one application which reduces the overall cost to the government because analysts only need to learn one application rather than dozens. Tableau is available on GSA further reducing the Government’s cost.

3. Was a market search or other informal survey conducted? Describe your search or survey?

Yes. The SME conducted market research by reviewing several vendor products and weighed cost to purchase and maintain as well as ease of use and extensive technical capabilities.

4. What material evidence exists that the Government would be injured if the noncompetitive procurement is not made?

Logisticians and program managers across NAVAIR will use Enovia in the execution of their projects, data analysis; and forecasting of parts and aircraft readiness. Without Enovia these activities would be unattainable and the command and the warfighter would suffer. Delays for resource savings would begin and out dated and time consuming methods would be needed to attempt to accomplish the FCOE goals if Enovia is not procured.

The date by which supplies or services must be delivered is 08 September 2022.

5. What steps are being taken to foster competition in subsequent purchases for similar requirements? If none, why not?

We will continue to conduct market research for the best most compatible product that meets the requirements. We will attend conferences and seminars on this product and similar products in order to evaluate and compare products for applicability to these requirements. We will meet with software vendors and resellers to understand the capabilities of their products how the products would fit into the current and planned architectures and the tools ability to meet defined requirements.

Through the use of competitive acquisition procedures, the contracting officer will make a best value determination. NAVAIR will seek additional discounts if the price of the order exceeds the maximum order threshold, in accordance with FAR 8.405-1(d). ln accordance with FAR 15.404- 1(b), the PCO will utilize the following means to ensure fair and reasonable pricing is negotiated:

1. Adequate price competition

2. Comparison with published price list(s)

As indicated above, the Navy intends to compete this purchase among a number of authorized resellers and, as such, does not anticipate any barriers that preclude the Agency from meeting the requirements at FAR 8.405-1 and FAR 8.405-2.
