Description of Product, Supplies or Services required to meet the agency’s needs:

The Keysight DC electronic load mainframe N3300A and modules N3304A will be used in the

SBR Automatic Verification Equipment (SAVE) to support

The N3300 Series DC electronic load supports up to six channels, each with a unique maximum voltage and current. They allow the design of a flexible automated test equipment (ATE) system to verify many types of power supplies, DC-to-DC converters, and batteries. Add additional modules to test multiple power sources simultaneously. Each module includes a 16-bit voltage, current, and power measurement system. The 16-bit voltage, current and power measurement system provides both accuracy and convenience. The alternative is using a DMM (digital multimeter) and MUX (multiplexer) along with a precision current shunt and a lot of extra wiring. Avoiding this complexity increases system reliability and makes the system easier to design and support. Current measurements in particular are more consistently accurate using the electronic load’s internal system, because the wiring associated with an external precision current shunt may pick up noise.

The N3300 Series features fast command processing times and the ability to download commands that run independently. Configure loads as constant current, constant voltage, or constant resistance. The N3300 Series modules provide stable operation down to 0 V, built-in transient generator and Modular design for system flexibility. GPIB, RS232, and manual use of the front panel all provide complete control of these electronic loads. There are also analog programming and monitoring ports for those applications that utilize nonstandard interfaces, require custom waveforms, or utilize process control signals.

The Keysight DC electronic load’s key features:

• Current range: 0 to 60 A

• Voltage range: 2 to 60 V

• Max Power: 300 W

Identification of Justification Rational:

The Material or service must be compatible will aspects (Form, Fit, and Function) with existing systems presently installed.

The Original Equipment Manufacturer (OEM) for the DC electronic load is Keysight Technologies. The DC electronic load has been integrated into the SBR Automatic Verification Equipment (SAVE ATE).

An attempt to identify and qualify alternate parts for the manufacturing of VLS equipment that will meet the requirements will cause a substantial duplication of cost to the Government that is not expected to be recovered through competition. Specifically, the Navy would incur a non-recurring cost approximately of in order to identify and qualify alternate sources with the capability to produce the required equipment. The estimate derives from the Baseline VII Tech Refresh efforts from 2011-2016 which included taking steps to ensure that any new sources are capable of producing a product that meets the established performance requirements. This includes the costs for the Government to conduct First Article Tests, Confidence and Functional testing for form, fit and function. Additionally, the software program would have to be modified, and Shock and Vibration testing would need to be performed. If an alternate part is determined to be qualified, then additional resources would be required as all applicable documentations will need to be updated through Engineering Change Process (ECP) to introduce the new alternate part. Without the required Keysight DC electronic load, the Government cannot have a functional ATE, which will degrade the state of the system, as the Government will be unable to test the system.

Specific Characteristics of the Item or Service required that Limit the Availability to a Sole Source or Brand Name: **This is the most important section. Explain in detail why this company or brand are the only ones that can meet the requirement.

The Keysight DC electronic loads are currently part of the Technical Data Package (TDP) and had been tested and integrated in the SBR ATE. Any other part will not work without vigorous testing to integrate the new part into the system.

Market Research Conducted:

The Government had reached out and found various vendors who will sell the Keysight DC electronic load.

Statement of Actions, if any to Remove Barriers to Competition in the Future:

NSWC PHD Contracts Office will continue to conduct market research as warranted to provide a broader vendor base as applicable for the types of supplies/services covered by this document. If another potential source emerges, NSWC PHD will assess whether competition for future requirements is feasible.
