About this file
This document contains a justification and approval for a sole source award and the related federal contract opportunity notice. The justification and approval cites that Raytheon is the only NSA authorized party able to manufacture KIV-7MT decryption units under an existing NSA Memorandum of Agreement, with no authorized distributors. It details market research conducted through mandatory sources from May to June 2021 with no interested parties responding. The anticipated cost to the government was determined fair and reasonable. There are currently no plans to compete future contracts for these types of supplies and services, but NSWC PHD will assess competition feasibility if another potential source emerges. The related federal contract opportunity notice shows contract N6339421P0077 was awarded sole source to Raytheon Company on September 30, 2021 for $691,107 to manufacture six KIV-7MT decryption units for the Department of the Navy Naval Sea Systems Command.

7. Determination of Fair and Reasonable Costs
The Contracting Officer has determined that the anticipated cost to the Government for the supplies covered by this J&A is fair and reasonable.
8. Actions to Remove Barriers to Competition
For the reasons set forth in Paragraph 5, NSWC PHD has no plans at this time to compete future contracts for the types of supplies/services covered by this document. If another potential source emerges, NSWC PHD will assess whether competition for future requirements is feasible.
