PERFORMANCE OF WORK STATEMENT

MARFORPAC BAND

ACOUSTIC EMULATION SYSTEM (AES) REHEARSAL SYSTEM

1. BACKGROUND. The Band Training Facility aboard Marine Corps Base Hawaii (MCBH) Kaneohe Bay is an environment which is utilized to enhance the skills of the Marine Corps Forces, Pacific Band. Marine musicians train in this facility daily, in ensembles ranging from Quintets to a full Concert Band for various types of performances in different venues.

2. OBJECTIVES. The Marine Corps Forces, Pacific Band performs in a variety of acoustic environments ranging from concert halls, to theatres, to sports arenas. The installation of an acoustic emulation environment would allow the Band Training Facility to rehearse and record live performances that mimic the expected results in varying acoustic environments in real-time, as well as increase recording capabilities and provide instant feedback to leaders. All equipment will be professionally installed and integral to MarForPac Band.

3. SCOPE. The Contractor shall provide all necessary equipment and labor for the installation of the product. The Contractor shall provide all equipment necessary to perform the field measurements and installation of equipment being quoted. Installation requested is for the band’s main rehearsal hall, Bldg 374, Room 101. Currently this room has no acoustic treatment and has two pairs of parallel walls. Dimensions of room 101 are as follows: Ceiling height = 16 feet to suspended grid system and 18 feet to true, gypsum ceiling. Wall dimensions are 34 feet by 35 feet, 6 inches. Floor is carpeted, walls are gypsum board. Wall and ceiling acoustic treatment will be installed to achieve near zero echo.

4. TASKS.

a. The Contractor shall be responsible for delivering all the materials and equipment as listed in CLIN 0001 upon confirmation by the responsible Contracting Officer.

b. The Contractor shall provide all necessary services to transport, deliver and install all required equipment as follows:

1. Virtual environment generator processor

2. Virtual environment generator control assembly

3. Ceiling speakers

4. Wall speakers

5. Microphones

6. Amplifiers

7. Portable rack for processor and amplifier

8. All wiring, cables and connectors

9. Acoustic ceiling tiles and wall treatment

10. Programming and tuning of system

c. The Contractor shall provide on-site field measurements and drawings of the planned layout to the Government Technical Point of Contact (TPOC) prior to installation for approval.

d. Contractor is responsible for teardown, clean up and disposal of trash & debris. The contractor shall be responsible for disposal of all debris resulting from construction or repair work. Disposal shall be in compliance with federal, state, and local hauling and disposal regulations. Site clean-up shall be completed daily. Contractor is responsible for securing and removing all equipment from the worksite.

The Government shall not be responsible for contractor’s equipment.

e. The contractor must deliver all manuals and 5 Year warranty documentation for the system and system components to the TPOC and Contracting Office within one (1) week from the date of award. M20021-

f. Contractors are responsible for transporting themselves to and from MCBH Kaneohe Bay for site surveys, setup and teardown requirements.

g. When required by the Government, DoD, local or federal regulations, Contractor personnel shall wear any required safety equipment, including but not limited to safety glasses, safety shoes, hard hats and earplugs. The Government will not be responsible for furnishing or paying for the cost of any safety equipment. All products provided above must be LEED compliant.

5. PLACE OF DELIVERY AND INSTALLATION.

a. The location of the virtual environment installation will be at Marine Corps Base Hawaii (MCBH) Kaneohe Bay, Hawaii to Building 374 in Room 101.

b. An approved delivery and installation schedule must be coordinated and approved by the Government Technical Point of Contact (TPOC) listed below within one (1) week for the date of award.

c. The contractor must schedule a system demonstration for the TPOC’s final inspection and acceptance within two (2) business days from project completion.

6. WORKING HOURS

a. Onsite service will be provided during normal working hours, 7:30 am through 4:30 pm, Monday through Friday, weekend and holidays excluded. Work that is to be done on evenings, weekends and holidays must be made by prior arrangement between the Contractor and the Government TPOC.

b. Contractor will be escorted into secured areas therefore contractor must coordinate the delivery schedule with the TPOC in advance.

7. GOVERNMENT POINTS OF CONTACT

8. CONTRACTORS LIABILITY FOR GOVERNMENT PROPERTY

a. During periods when access to Government equipment is granted, the Contractor shall exercise precautions necessary to prevent loss or damage due to theft, carelessness, vandalism or any misuse. The Contractor shall report, in writing, all cases of loss, damage or destruction of Government Property in his possession to the COR, as soon as such facts become known.

9. INSURANCE REQUIREMENTS

a. As required by FAR 52-228-5, the following minimum amounts are established for performance under this contract:

Workers Compensation: Statutory Minimum General Liability: $ 500,000 per occurrence Automobile Liability: $ 200,000 per person $ 500,000 per occurrence for bodily injury $ 20,000 per occurrence for property damage

11. DISPOSAL.

a. The Contractor shall provide for off Base disposal of materials which result from the Contractor's operations in accordance with Federal, state, and local law and regulation. The Contractor shall not handle or dispose of any hazardous substances or wastes in a manner which would permit their release into the environment. Hazardous waste shall be captured and recycled or disposed of in conformance with all applicable local, state and Federal laws and regulations.

12. WARRANTY

a. The Contractor agrees that all work shall be warranted under normal conditions against inferior workmanship and defective materials and parts. The warranty shall commence on the date of the final acceptance by the Contracting Officer as follows: All parts as specified by the manufacturer and all labor a minimum of 90 days.

b. The Contractor shall remedy, at the Contractor's expense, any failure to conform, or any defect, of both parts and workmanship.

c. The Contracting Officer will notify the Contractor in writing within a reasonable time after the discovery of any failure, or defect determined by the Government to be due to the performance of the work under this contract. If the Contractor fails to remedy any failure, defect, or damage within a reasonable time after receipt of notice, the Government shall have the right to replace, repair, or otherwise remedy the failure, or defect, at the Contractor's expense.
