JUSTIFICATION AND APPROVAL FOR

USE OF OTHER THAN FULL AND OPEN COMPETITION

1. Contracting Activity Marine Forces Reserve Regional Contracting Office (MFR-RCO); New Orleans, LA 70458.

2. Description of Action Being Approved Approval is requested to contract for the continued critical Electronic Security Systems (ESS) and information technology infrastructure (IT) and maintenance services supporting the 160 Marine Corps reserve centers across the nation using other than full and open competition procedures. This is a non-competitive action to extend the existing contract for six (6) months, plus one three (3) month option period while a follow-on assisted acquisition contract is awarded. The contractor for this effort is General Dynamics Information Technology, 3170 Fairview Park Dr, Falls Church, VA, 22042.

3. Description of Supplies / Services The Marine Forces Reserves requires these mission critical ESS and IT Infrastructure and Maintenance support services to maintain and modernize the 160 nationwide Reserve installation’s to meet the evolving operational and base support of the force.

The contract provides onsite and off-site support services for the design, development, installation, integration, fielding, testing, analysis; and maintenance of IT, communication, and security systems hardware and software subsystems and equipment to the Marine Forces Reserve Support Facility and 160 reserve centers across the nation.

Required services include:

• Program Management: Includes the integration and coordination of all activities needed to execute contract requirements. The Contractor shall provide timely identification of any issues affecting service delivery, corrective action plans, proposal submittals, and effective management of Subcontractors.

• Technical Engineering Support The contractor shall provide support services for the design, development, installation, integration, fielding, testing, analysis and maintenance of Information Technology (IT), communication and security systems hardware and software subsystems and equipment

• Integrated Logistics Support(ILS): The contractor shall provide Integrated Logistic Support (ILS) services for new system and equipment installation and life cycle support

• Configuration and Data Management: The contractor shall identify, analyze, assess, and document the configuration management requirements for IT, communication and security systems, subsystems and equipment, utilizing CMMI configuration management methodology. Support includes analyses, maintenance, and/or development of Configuration Management Plans (CMPs), preparation of program correspondence, review/generation of technical reports and assessments related to existing IT, communication and security systems, Subsystems or Equipment or configuration management processes and procedures.

• On-Site Customer Support: The contractor shall provide on-site technical assistance for IT, communication and security systems, subsystems and equipment at installations throughout CONUS. Technical assistance shall include troubleshooting problems, communication and security systems, subsystems and equipment; initiating, tracking and implementing corrective actions; performing shore-based equipment integration and fielding;

performing software loading and administration; and resolving technical issues. The contractor shall provide equipment use, operation, on-the-job and on-site training for IT, communication and security systems, subsystems and equipment. The contractor shall perform on-site repair and refurbishment of IT, communication and security systems, subsystems and equipment. The contractor shall perform on-site visits as necessary. The contractor will be required to perform Preventative and corrective maintenance to Physical Security devices to include, but not limited to, Automatic Gates, Hydraulic vehicle denial barriers, Emergency Generators to include fuel leak detection systems and Facility required Maintenance with specialized systems such as Water filtration system and Theatre lighting systems in Command Briefing rooms.

• Security Engineering Support: The contractor shall provide support for security requirements; information systems; developing certification and accreditation information assurance policies; and communication and information system evaluation, integration, fielding, and support. The contractor will also be required to maintain operability of Backscatter vans posted at vehicle entrances to include Preventative Maintenance, operation and routine testing to ensure system is fully operational

The period of performance is for a six (6) month base period from 1 March 2020 through 31 August 2020 with one three (3) month option. The total estimated value is $3,945.692.28 using Operations and Maintenance, Marine Corps (O&M) funds.

4. Statutory Authority Permitting Other Than full and Open Competition

This action is pursuant to 41 U.S.C. § 3304(a)(l) and 10 U.S.C.

§ 2304(d)(l)(B), as implemented by FAR 6.302-l(a)(2)(iii)(B), "services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in[ ... ] unacceptable delays in fulfilling the agency's requirements."

5. Rational Justifying Use of Cited Statutory Authority

This requirement is currently being met through bridge contract M67861-19-C-0002, which was awarded on 28 August 2019 as a result of HHS/PSC’s decision to not execute any contract actions for any non-HHS agencies.

During the execution of the current bridge contract, MARFORRES teamed up with US Army Corps of Engineers (USACE)-Huntsville and their ESS/IT Infrastructure program office to further develop this requirement and work on a long-term solution. In January 2020, USACE notified MARFORRES that they would need additional time beyond the current bridge period of performance to establish a long-term assisted acquisition solution.

MARFORRES continues to work with USACE-Huntsville and have an estimated follow-on award in July 2020.

Based on the contracting officer’s assessment to reasonably continue these mission critical IT infrastructure support services while a long-term, program level assisted acquisition is being worked, a nine (9) month, six (6) month base and three (3) month option, bridge contract is required. This bridge contract will provide adequate time for the acquisition team to successfully continue the services while allowing for a one (1) month transition period.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Possible.

There are no known sources who can immediately provide the required services without resulting in unacceptable delays in fulfilling the agency's requirements; however, as previously stated, the contracting activity is currently working on a follow-on program level assisted acquisition to fulfill this requirement long-term.

The goal of this action is to ensure uninterrupted services are provided while a long-term follow-on action is completed.

7. Determination of Fair and Reasonable Cost

The Contracting Officer shall determine that the firm-fixed-price to the Government for these services covered under this J&A is fair and reasonable.

This is a non-competitive action to extend the existing bridge contract. Market research performed using the original PSC task order under the NITAAC CIO-SP3 vehicle and the GSA CALC tool was the basis for the IGCE. (See Tab B of the file) Based on market research, the Government estimates a total labor cost of $1.865 million (exclusive of travel and material costs) for this six (6) month base and $992,000 for the one three (3) month option period (See tables below). The Government estimates the total value of the bridge contract (inclusive of travel and material costs) to be $3.95 million.

The Government is in the process of conducting a full and open competitive program level assisted acquisition for the follow-on requirement.
