FY20-17090: VME Rack, Backplane & Assembly Federal contract opportunity
Solicitation number

Issued by
Department of the Navy Naval Sea Systems Command

About this file

This document is a justification and approval for using other than full and open competition to award a contract. The Naval Surface Warfare Center Port Hueneme Division intends to award a single year contract valued at $507,793.17 to Schroff Inc. to procure twelve Versa Module Eurocard rack, backplane and panel assemblies. These components are required to support production of System Launcher Controller and Integrated Radar Processor assemblies for installation on various U.S. Navy ships. The justification cites brand name restriction and unacceptable delay from qualifying alternative suppliers as rationale for limiting competition under the authority of the Federal Acquisition Regulation 6.302-1. The contract was subsequently awarded to Schroff Inc. on August 24, 2021 under solicitation number N6339421P0082 for $518,821.64.

NSWC-PHD-JA-

Code: S32

FOR USE OF OTHER THAN FULL AND OPEN COMPETITION

JUSTIFICATION

1. Contracting Activity

The Naval Surface Warfare Center Port Hueneme Division (NSWC

PHD).

2. Description of the Action Being Approved

NSWC PHD intends to award a single year contract to Schroff Inc.

on the basis of other than full and open competition as a Brand Name requirement for twelve (12) Versa Module Eurocard (VME) Rack, Backplane and Panel Assemblies required to support System Launcher Controller (SLC) and Integrated Radar Processor (IRP) production. System assemblies are critical components of the NATOSEASPARROW Surface Missile System (NSSMS) onboard naval ships.

4. Statutory Authority Permitting Other Than Full and Open

Competition

NCH 53.6-2

NSWC-PHD-JA-20-73

10 U.S.C. 2304(c)(1) as implemented by the Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

5. Rationale Justifying Use of Cited Statutory Authority

These components were designed and manufactured by APW Electronics Solutions, which was acquired and is now owned by the Schroff brand, which belongs to the business unit of nVent Technical Solutions (Schroff Inc.).

The Schroff Inc. VME Rack, Backplanes and Panel Assembly components are required to support the assembly of System Launcher Controllers (SLC) and Integrated Radar Processor (IRP) assemblies onboard CVN 79, CVN 80, CVN 81, LHA 8, and LHA 9 US Navy ships.

The Schroff Inc. Rack, Backplane and Panel Assembly components are designed, controlled and specifically listed in the onboard Allowance Parts Lists (APL), Technical Manuals, supported by Naval Education and Training curriculum, and the Naval Repair Facility rotational pool system. These components are compatible in all aspects (form, fit, function) with existing systems presently installed.

Testing and qualification of another brand VME Rack, Backplane and Panel Assemblies in the future would require vendors of the internal components to manufacture form, fit and function components and undergo first article testing as an assembly.

Based on previous testing and qualification efforts, environmental, shock, vibration and humidity testing, and qualification of VME Rack Assemblies for the Launcher, System/Launcher Controller (SLC) and Integrated Radar Processor (IRP) VME Rack, Backplane and Panel Assemblies will require an estimated 1,800 labor hours to collaborate across multiple organizations with no guarantee of qualification.

This amount of delay to qualify another VME Rack, Backplane and Panel Assembly is unacceptable as it would adversely impact scheduled SLC and IRP installations on US Navy ships, resulting in degraded warfighting capabilities.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable

After exhausting all Navy Supply resources consisting of historical purchase data provided by Raytheon BOAs, Naval Supply System, and Tobyhanna Army Depot manufacturing a quote was obtained from Schroff Inc.

7. Determination of Fair and Reasonable Costs

The Contracting Officer shall determine that the anticipated cost to the Government for the supplies/services covered by the J&A will be fair and reasonable.

8. Actions to Remove Barriers to Competition

NSWC PHD will continue to conduct market research as warranted to provide a broader vendor base as applicable for the types of supplies/services covered by this document. If another potential source emerges, NSWC PHD will assess whether competition for future requirements is feasible.
