This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal
Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The Naval Surface Warfare Center Carderock Division (NSWCCD) intends to award a firm fixed price (FFP) purchase order using Simplified Acquisition Procedures to Upgrade and Reprogram the current intrusion detection system for the NSWCCD Acoustic Research Detachment (ARD)
Bayview, Idaho site in accordance with the attached Requirements.
This solicitation is a small business set-aside. This announcement constitutes the only solicitation and a written solicitation will not be issued. Quotes are being requested under Request for Quote (RFQ) no.
N0016719Q0204. The NAICS code is 561621 and the business size standard is $22M.
The provisions and clauses included and/or incorporated in this solicitation document are those in effect through the Federal Acquisition Circular. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular FAC 2020-07 and the Defense Federal Acquisition Regulation
Supplement (DFARS) DPN 20190628. SEE ATTACHED SOLICITATION FOR CLAUSES AND
PROVISIONS.
The Government will award a contract resulting from this solicitation to the responsible offeror whose proposal, conforming to the solicitation that will be most advantageous to the Government, price and other factors considered. The Government intends to evaluate all timely proposals received from eligible offerors on a lowest price technically acceptable (LPTA) basis. The Government intends to evaluate proposals and award a contract without discussions with offerors. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.
Evaluation Factors (in order of importance)
1. Technical – Offerors’ quotes must reflect the required Minimum Requirements included in the
RFP.
2. Price – Offerors’ quote must include all applicable costs to Bayview, Idaho.
See 52.212-2- EVALUATION OF PROPOSALS, incorporated into this solicitation at pages 21 - 22, for additional information regarding the evaluation process for this award.
A one time site visit is scheduled for Thursday, 30 July 2020 at 10:00 AM PST to provide vendors an opportunity to see the work areas, ask questions, and see the scope of the work for quote preparation. This visit requires pre-registration and due to the timeline for necessary completion of the project by mid-
September, this is a one-time opportunity to visit the site. COVID precautions are in place and due to the need for social distancing, we ask that only one person per company plan to register and attend. 1.0 DESCRIPTION OF SERVICES/INTRODUCTION:
Procurement and Installation of an Access and Intrusion Detection System.
2.0 BACKGROUND:
The Naval Surface Warfare Center, Carderock Division (NSWCCD) has a requirement to Upgrade and reprogram the current intrusion detection system at, Acoustic Research Detachment (ARD) Bayview, Idaho. A one-time site visit is scheduled for 30 July 2020 at 10:00 AM WT and requires pre-registration. Please contact
Patricia Vara at patricia.vara@navy.mil via email by 27 July 2020 to register and obtain information needed to attend. This is the only time available for this site visit for this time sensitive procurement.
3.0 OBJECTIVE:
3.1 The contractor shall supply all items necessary to, install, program and test an upgraded Access and
Intrusion Detection System. The current infrastructure, which presently includes items such as;
security devices, sensors, door hardware, card readers, wire, and badge printer for the security system are already in place. All devices are home run to each security system panel.
3.2 The contractor shall provide system software licensing, two admin clients, a monitoring station and all newly installed hardware associated with the specific system.
3.3 The contractor shall install, program and test the entire system.
3.4 The Government will set up a site visit prior to the proposal due date.

6.0 SECURITY REQUIREMENTS:
At NSWCCD-ARD, access is restricted to contractors on the visitors list. All contractors must be US Citizens and will be subject to a background check upon their arrival at the ARD. No persons with a felony conviction that is less than (10) years old, a registered sex offender, or on a terrorist watch list allowed admittance to the base. The background check will require that all vendors present an active passport, or a combination of a driver’s license and a birth certificate with the embossed state seal, or a driver’s license and a social security card. No photocopies accepted.
7.0 ECMRA Standard Language – NMCARS April 2018:
The contractor shall report contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for NAVSEA NSWCCD via a secure data collection site. Contracted services excluded from reporting are based on Product Service Codes (PSCs). The excluded PSCs are:
(1) W, Lease/Rental of Equipment;
(2) X, Lease/Rental of Facilities;
(3) Y, Construction of Structures and Facilities;
(4) D, Automatic Data Processing and Telecommunications, IT and Telecom- Telecommunications Transmission (D304) and Internet (D322) ONLY;
(5) S, Utilities ONLY;
(6) V, Freight and Shipping ONLY.

Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. (d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph
(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. (a) Definitions. As used in this clause—
“Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.
“Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).
“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.
“Payment request” and “receiving report” are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
(b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232- 7003, Electronic Submission of Payment Requests and Receiving Reports.
(c) WAWF access. To access WAWF, the Contractor shall—
(1) Have a designated electronic business point of contact in the System for Award Management at https://www.sam.gov; and
(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.
(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. 52.212-2 EVALUATION--COMMERCIAL ITEMS
(a) Basis for Award
The Government has determined that an award to the responsible Quoter that submits the Lowest-Priced, Technically Acceptable (LPTA) quote in response to this solicitation will represent the best value to the Government. Quotes will be evaluated to determine the LPTA quote based on the following factors:

A quote must be rated "ACCEPTABLE" for each non-price factor to be eligible for award. An "UNACCEPTABLE" rating for any non-price factor will result in the entire quote being rated "UNACCEPTABLE" overall; an overall rating of "UNACCEPTABLE" makes a quote ineligible for award. A quote must contain sufficient information to enable evaluators to determine acceptability; if there is insufficient information to determine acceptability of the quote, the quote will be rated “UNACCEPTABLE” overall. Each of the evaluation factors will be rated as set forth below. Technical tradeoffs will not be made and no additional credit will be given for exceeding acceptability.
The Government will evaluate the lowest priced quote for technical acceptability. If it is not acceptable, the Government will evaluate the next lowest quote for technical acceptability, and so forth, to determine the lowest-priced, technically acceptable quote, at which point all evaluations will stop.
The Government reserves the right to request that the awardee reduce its total price, or adjust CLIN prices with no change to total price, in order to reduce administrative costs and avoid unnecessary burdens for the agency pursuant to FAR 13.002.
(b) Evaluation Factors Factor 1: Price Quotes must include a proposed price for each Contract Line Item Number (CLIN). The Government will determine prices by adding the total proposed price for all CLINS, including all options. Quotes will be ranked from lowest- to highest-priced.
Factor 2: Technical Capability The Government will evaluate the lowest priced Quote for acceptability of Technical Capability. If the quote is not found to be acceptable, the Government will evaluate the next lowest quote for acceptability of technical capability, and so forth, to determine the lowest-priced quote that is acceptable for Technical Capability.
Technical Capability evaluations will result in one of the following ratings:

(c) Contract Award The Government shall mail or email a written notice of award to the successful quoter. The Government requests that the awardee return a signed copy or notify the Contracting Officer by email that it will deliver the items, within 7 days of receiving the award notice.
