PERFORMANCE WORK STATEMENT (PWS)

Operational Lease of Two Units of Personnel Elevators for Dry Dock 6 In Support of

Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) Bremerton, WA. 98314

Part 1

General Information

1. GENERAL: This is a non-personal services contract to provide Operational Lease of Two Personnel Elevators for Dry Dock 6 in support of Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) Bremerton, WA 98314. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Operational Lease of Two Personnel Elevators for Dry Dock 6 as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.

1.2 Background: PSNS & IMF mission is to maintain, modernize, and retire our Navy’s fleet. Dry Dock 6 is one of the tools used in the execution of this mission. Dry Dock 6 design, however, does not lend to the efficient movement of personnel and equipment due to the lack of mechanized stairs or elevators. Because of the basic purpose of the dry dock – i.e. flooding the dry dock to accept the vessel; drying it for maintenance/repair of the vessel; and re-flooding to release the vessel, the mechanized stairs or elevator cannot be incorporated in the current design. This is because these systems cannot be exposed to the corrosive effect of seawater without damaging its electrical and mechanical components. To provide effective and efficient movement of personnel in the dry dock, it is determined that a temporary elevator is needed to be installed while the dry dock is dry, and be removed before the dry dock is re-flooded after the maintenance/repair to a vessel is completed. PSNS & IMF does not possess organic capability to provide temporary elevator nor its support and maintenance hence the requirement for contractual leasing support.

1.3 Objectives: The objective is for the contractor to provide the following all in accordance with this

PWS:

- Leasing of two personnel elevators;

- Transportation, installation, and de-installation of the two personnel elevators;

- Scheduled maintenance to keep elevators operational at all times during the period of performance; and

- Emergency Repair and Entrapment support.

1.4 Scope: Leasing of two personnel elevator for temporary installation at PSNS & IMF Dry Dock 6 for a twelve-month period with six-month option. Services include leasing of two personnel elevators;

transportation, installation, and de-installations of the elevators; scheduled maintenance; and emergency repair and entrapment support.

1.5 Period of Performance: The period of performance shall be for one Base Year of 12 months with one

6-month option. The Period of Performance reads as follows:

POP START END

Base Year 9/27/2021 9/26/2022 Option (6 months) 9/27/2022 2/27/2023

1.6 General Information

1.6.1 Quality Control: The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which he assures himself that his work complies with the requirement of the contract. The Quality Control Plan (QCP) shall be provided with the proposal for inclusion in the evaluation process. A comprehensive written QCP shall be submitted to the KO and COR within 5 working days when changes are made thereafter.
