v1.5_JANUARY2020

BRAND NAME JUSTIFICATION

Combilift Forklift

DESCRIPTION OF REQUIREMENT:

Naval Undersea Warfare, Division Newport (NUWCDIVNPT) requires the purchase of two (2) LB Propane Forklifts. The request is for MHE units with one unit needing a spreader attachment that is of Brand Name Specification of Combilift CB6000 3 wheeled LPG units. The Combilift unit was chosen based on its size and ability to maneuver within the tight confines of the machine shop area. It was also chosen for the ability to obtain the spreader bar attachment device for lifting the specialty cases for the Code 34 specialized equipment.

Governments Minimum Requirement/Salient Characteristics The NUWCDIVNPT codes have individual needs that can be supported by this specific Combilift unit. The unit is a three wheeled lift as opposed to a traditional four wheeled unit. This gives the unit the ability to maneuver in a tighter turning radius and in more confined spaces than a traditional lift. The unit must meet the following:

• A 6,000 pound capacity unit with a 24” load center

• The unit must come equipped with 5” x 2” x 42” forks, polished and tapered

• Fork position must be at 14’ closed and 58” to outside of the forks for lifting purposes

• Lift height shall be 193” mast height, triplex, with a 52” free lift and 88” closed height

• The engine shall be a LPG GM 3.0 liter (PSI) 74HP

• The unit shall have an integrated side shift for shifting of the load

• Tires shall be Solid lugged tires 21” x 9” - Front and 28” x 13” Rear

• The units shall come equipped with the following safety features:

• 4 LED work lights 9 2 Forward and 2 sideward)

• Flashing beacon

• Back up alarm

• Adjustable seat with seat belt

• Fully enclosed cabin with heater and windshield wiper to accommodate outdoor use when bringing the cases inside the building from the exterior drop off point outside the building.

In addition to the above requirements, one Unit shall have the below additional requirements:

• Supplied with an additional 295” spreader bar attachment which have fold up forks specifically to handle the periscope cases. The manufacturer shall also supply the load chart for use with the spreader bar upon delivery of the unit.

BRAND NAME SPECIFICATION :

Other traditional types of forklifts were investigated and they were not able to perform in the tight confines of the machine shop area and did not meet the requirements that the Combilift, which is three wheeled and can be used within a tight space, met. No other type of unit was found suitable for use at B- and for B- use with the spreader bar attachment.

The Naval Undersea Warfare Center has looked at other traditional types of units but they do not meet these same criteria for use. The Combilift is being chosen to meet the specific needs of the two individual codes and no other forklifts were found that could meet those needs.

RESELLERS:

The Seller must be an authorized Reseller of Combilift. Through market research there are multiple small businesses.

Based on the above, I have determined that the circumstances of the contract action deem only this brand can fulfill the requirements. I certify that this justification is accurate and complete to the best of my knowledge and belief.
