This amendment is being issued to answer questions in reference to Solicitation FN1384-13 for edgebanding/T-molding products for delivery to UNICOR Federal Prison Industries.

Q: The NAICS for the solicitation is noted on p 50 as “326121” – unlaminated plastics. Then on p. 53 the NAICS code is given as “325211” – plastic material and resin mfg. Are both valid, i.e. one for the edgebanding and the other for t-molding, or is one of the two the actual NAICS?

A: The correct NAICS code for this requirement is 326121-Unlaminated Plastics Profile Shape Manufacturing. This is the only NAICS code associated with this requirement.

Q: In your price sheet there are four items marked on columns G and I as "EA". All the other items are marked "FT".

- Does that mean that the 5 YR Quantities are also EA, meaning that, for example, MLD2419 would be 600,000 rolls and not 600,000 feet?

A: For this solicitation document, all items listed with a unit of measure of each, 1 EA=1 FT.

So for the MLD2419 if the quantity listed is 600,000ea = 600,000 ft

Q:Who are the edgebanding & tmolding suppliers currently supplying the items contained on this bid package to Unicor?
A:The current supplier of the Edgebanding Material is Ultra Tech Extrusions. The current supplier of T-Molding is Comade Inc.
Q:What pricing is Unicor currently paying for all items on the FN1384-13 bid package?
A:This material is currently not on contract, therefore there is no set pricing. Pricing is set at time of order.
Q:Are there any revenue restrictions for being considered a “small business” or is the only stipulation that a business have < 500 employees?
A:In accordance with the Small Business Administrations small business size standards for NAICS code 326121 is 500 employees.
Q:Can the provider sell to Unicor on this bid package if all manufacturing takes place in Canada?
A:Foreign end products can be proposed and evaluated in accordance with FAR Part 25.
Q:What size boards do you use for products using the 1” x .018” edgebanding?
A:We use ¾” boards
Q:Assuming ¾” thick boards, would you accept 15/16” x .018 edgebanding? (Reasoning: 15/16 x 018 is a standard size of edgebanding and many of the requested items are available from stock and will not require custom production runs. 1” wide material is wider than necessary if using a ¾” or 19mm thick board)
A:yes we can take 15/16" X 0.018" edgebanding
Q:What size boards do you use for products requiring 1.375” wide edgebanding?
A:We do use 1 1/8"boards
Q:Assuming you are using 1-1/8” thick boards (industry standard) would you accept 1.3125” material to take advantage of stocked items? This would save both time and money for Unicor as well as expedite the availability of samples and pricing to complete the bid package.
A;yes we can take 1.3125
Q:Does a company have to quote everything in LOT 1 or LOT 2 to be able to win any of the awarded items in LOT 1 or LOT 2?
A:YES, In accordance with Section B of the solicitation document, “It is anticipated that this solicitation will result in MULTIPLE AWARDS, based on lots; offerors must provide pricing for all line items in a particular lot to be considered for award.”
Q:Would Unicor consider replacing some of the 2mm “Flex” edgebanding with already available from stock 3mm Flexible PVC edgebanding as long as it meets all of the performance requirements mentioned?
A:No we cannot substitute 3mm in place of 2mm
Q:Who has been the previous supplier of “semi-rigid” edgebanding?
A:Ultra Tech Extrusions supplies UNICOR Edgebanding, and Comade supplies UNICOR T-Molding

Q: Most colors are clarified on the PDF document, but please provide an industry cross-reference for the following:

1. MLD2419 “NATURAL BIRCH”

2. MLD0434 “MILLER IND 9243-2”

3. MLD2252 “WHITE”

4. MLD2361 “BRIGHT WHITE”

A: Samples of these colors are included in the sample package if requested.

Q:There are many comments saying “see drawing” but no drawings attached in bid package. Please provide drawings for all line items that specify having a drawing available.
A:There are no drawings for any items in this solicitation package.
Q:For the parts specifying Polyethelyne tmolding, would PVC tmolding be accepted.
A:PVC can be accepted in place of Polyethylene for the T-Molding as long as the performance standards are the same, i.e. flexibility, color, forming around corners, ect.
Q:MLD 2419- We received a part from you for matching. The part that you sent is much darker than our current standard for this part and that we are running. Please get us a laminate number for this so that we can produce to match the laminate that you will be using.
A:This part does not match a specific laminate color. It is used to match prefinished plywood stock for use to manufacture drawer boxes. The edgebanding sample that was sent out in the sample package is incorrect. A new sample will be resent to anyone who has previously requested samples. Any new requests for samples will be provided the correct egebanding color sample in your package.
Q:MLD 2277- Shouldn’t we be matching to the laminate, or the edgebanding sample that was provided?
A:Please match the edgebanding sample that was provided.
Q:MLD 2283- Do you want us to match to the laminate or the part that you sent?
A:Please match the edgebanding sample that was provided.
Q:MLD 3267- Would you like us to match to the laminate or the edgebanding sample that was provided?
A:Please match the edgebanding sample that was provided.
Q:MLD 2252- We do not have a sample and there is no description or laminate number for us to match to. We need something to work with here.
A:A sample of this edgebanding is provided in the sample package upon request.
Q:MLD 4032- Would you like us to match to the laminate or the edgebanding sample that was provided?
A:Please match the edgebanding sample as provided.
Q:MLD3294- Sample and a laminate was provided. The Formica Fog laminate was provided, but the part description calls for a Wilsonart Dove Grey. Which laminate would you like us to match to?
A:Please match the edgebanding sample as provided.

Q: MLD 3262- A part and a laminate was provided. The part that was sent does not match the laminate.

Do you want us to match to the laminate?

A: Please match the edgebanding sample provided.

Q:MLD 3261- Would you like us to match to the laminate or the edgebanding sample that was provided?
A:Please match the edgebanding sample provided.
Q:MLD 2285- Your description call for a Formica 91783-58 match. Formica and Wilsonart do not offer that part number. What do we use to make sure that our match is good?
A:This should read Formica 91818-58 Harmony Mahogany. Please match the edgebanding sample that was provided.
Q:MLD 2729- Would you like us to match to the laminate or the edgebanding sample that was provided?
A:Please match the edgebanding sample provided.
Q:MLD 3258-. Would you like us to match to the laminate or the edgebanding sample that was provided?
A:Please match the edgebanding sample provided. This is used as a contrast color.

Q: MLD 4081- Nothing was sent in to match to. We have ordered the laminate.

Do you want us to match to the laminate that we ordered?

A: A Sample of the laminate was provided as part of the sample package for this solicitation. The reference is Wilson Art #7919-38,AMBER-CHERRY.

Q:MLD 4085- We do not have a sample and there is no description or laminate number for us to match to. We need something to work with here.
A:Please match the laminate sample provided as part of the package for this solicitation. The reference is Wilson-Art laminate 7925-38, MONTICELLO-MAPLE

Q: MLD3264- We received both a part and a laminate to match to for this part.

Do you want us to use the laminate or the part?

A: Please match the edgebanding sample provided. This product is used as a contrast color.

Q:I see you have a list as to how much you will be ordering in a year’s time, can you tell how much each order? The more times we have to ship the more shipping cost will be.
A:Order minimums will be in accordance with Section I.10 of the solicitation document. We order edgebanding as our requirements come in from the customer.

Q: I am going to give you a list of Formica #’s That I cannot locate samples of.

A). Are all the #’s and color names correct?

Q:Your #MLD2252 Item #39 you have marked as “WHITE” What laminate # are you matching to
A:A sample of this color is provided in the sample package upon written request.
Q:Not all of the Laminate #’s & color names match***Which should we go with # or color name
A:Referenced laminate colors are for reference only. Sample packages are available upon written request for color matches.
Q:Natural Birch has no Laminate #. I am finding it under Formica #7481, should we use this #?
A:This part does not match a specific laminate color. It is used to match prefinished plywood that is used in the production of drawer boxes. The sample that was sent out in the sample package is incorrect. A new sample will be resent to anyone who has previously requested sample packages. Any new requests for samples will be provided the correct edgebanding color sample.

Q: Some of the sizes are not available. Can we choose the closest available size?

Example #1: you have 1” on all the .018 material can you use 15/16”?

Example #2: You have 1-9/32” can we us 1-5/16”?

A: Yes, you can supply 15/16” for 1” and you can supply 1-5/16” for 1-9/32”

Q:For the sizes marked 26MM or 36MM what size do you want us to use in inches?.
A:26MM = 1” or 15/16” and 36MM = 1.375 or it’s closest equivalent, i.e. 1-9/32” or 1-5/16”

Q: The samples for MLD2686 and MLD2687 are supposed to be the same color – Light Tone. However, the actual colors of the pieces of themselves are different. Neither of them is Warm Grey, Tidal Sand, Parchment, etc. I think they were both intended to be Light Tone, but they have noticeably different hues.

Any idea which one might be correct? For what it’s worth, MLD2686 has a more stone appearance, while MLD2687 seems to be like a light tan.

A: The samples provided by your firm should match the color of the MLD2687 Lt. Tone. Please disregard the color sample of MLD2686. MLD2686 color is incorrect.

The deadline date for request of samples and submission of questions is hereby extended from September 18, 2013 at 8:00 am EST until Wednesday September 25, 2013 at 8:00 am EST. No additional questions or requests for samples will be granted after this date and time.

The closing date for the solicitation and sample submission is hereby extended from 2:00 pm EST, Friday October 11, 2013 to Friday, October 25, 2013 at 2:00 pm EST.
