PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS

INTRODUCTION

THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT)

SYNOPSIS TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT

PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME).

The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA) on behalf of the National Institute of Arthritus and Musculoskelteal and Skin Diseases (NIAMS) intends to negotiate and award a Purchase Order without providing for full and open competition to FlowJo, Inc. for Flow Cytometry Analysis software.

NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE

The intended procurement is classified under NAICS code 513210 with a Size Standard of $47.0 million.

REGULATORY AUTHORITY

The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2023-01 effective 01 December 2022.

This acquisition is conducted under the procedures as prescribed in FAR Subpart 13.106-1(b).

STATUTORY AUTHORITY

This acquisition is conducted under the authority of 41 U.S.C. 1901 – Simplified Acquisition Procedures.

DESCRIPTION OF REQUIREMENT

Background

The majority of NIAMS investigators use flow cytometry to further their research and consequently require specialized software for post-acquisition data analysis on their desktop workstations and laptop computers. Software packages from the flow cytometer manufacturers are more narrowly focused on their respective platforms and on their own instrument operation. As such, they lack broad applicability beyond immunophenotyping and are not well designed for flow cytometry data file batch analyses or journal-quality graphics.

NIAMS investigators have successfully used FlowJo software for more than ten years and are quite satisfied with its performance and improvements over the time. FlowJo is versatile third-party software written by experienced flow cytometry professionals used to analyze complex data files generated by flow cytometry experiments. Designed originally for the Macintosh operating system more than ten years ago, FlowJo is also available for the PC (Windows) workstations. Currently, it is still the leading third-party software written for native Mac OS X, an operating system used by many NIAMS investigators. Other third-party flow cytometry analysis software options include Win-List (Verity Software House), FCS Express (DeNovo Software) and Kaluza (Beckman Coulter). However, of these options only FCS Express v6+ can now run natively on the Mac OS platform; the others operate on Windows OS only.

The NIAMS Flow Cytometry Section (FCS) within the National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS) would like to renew the FlowJo License to continue supporting NIAMS research. The software must be operational in both Mac and Windows Operating Systems (OS) platforms.
