COVID-19 FEMA Region 1 – Narragansett Indian Tribe & Wampanoag Tribe of Gay Head Aquinnah & Rhode Island Meals SOW
BOC Code: 2663 Food – Disaster-related

Set-aside: Total Small-Business
Offerors shall comply with the attachment titled, "Notice to Offerors".
FEMA Region 1 is requesting quotes for 64,800 NON-MRE type meal packages. Award will be based on Best-Value to the government. Price will not necessarily be the deciding factor. Price, quality of meals, delivery timetable, and past performance will all be considered when making award and will all be equally weighted.
Meal Requirements:
Proposal SHALL include a chart indicating where (page #) within the proposal each of the following 7 requirements are met:
1) The 64,800 meals SHALL be evenly split: breakfast, lunch, and dinner. This breakdown is outlined below under “Line Items”.
2) Each meal SHALL equate to at least 500 calories
3) Meals SHALL include, but are not limited to:
Breakfast - a fruit and/or vegetable, shelf stable milk, and grain Lunch - a protein, fruit, vegetable, shelf stable milk, and grain Dinner – a protein, fruit, vegetable, shelf stable milk, and grain.
4) Meals SHALL be in shelf-stable form with at least a 30-day shelf life from delivery. Evidence of this SHALL be included with vendor proposals.
5) Meals SHALL meet the following parameters and proposals SHALL show clear evidence of meeting these percentage requirements:
Protein 20%-40% per meal Carbs 45%-65% per meal Fat 20%-40% per meal Saturated Fat Less than 13 Grams per meal Sodium Less than 1,000MG per meal
6) Meals SHALL NOT include bags of nuts, saltines, pudding, or plastic fruit cups.
7) Meals shall be boxed in a 5-day supply. 5 breakfast, 5 lunch and 5 dinner in one box.
8) Proposal SHALL include pictures and detailed descriptions of proposed meal options in order to be considered for award. Proposal SHALL list amounts of protein, carbs, fats, sodium, and saturated fat in each meal as well as percentage of protein, carbs, and fats for each meal.
Suggested Entrees – tuna, chicken, turkey, beef stew, pasta with or without meatballs, mac and cheese.
Suggested Complements – assorted vegetables, potatoes, protein meal/bars, crackers, bread sticks.
Suggested Dessert – cookies. Please minimize candy.
Delivery Timetable:
Timeline: Please be sure to include delivery timeline for all deliveries. The first truckload of meals shall begin to arrive no later than SEVEN (7) days after award. If your firm can deliver faster, please indicate this on your timeline. All deliveries should arrive as soon as possible.
Past performance:
Your record will be checked using multiple federal vendor systems. Please also include three references.
You may simply provide a reference or add details of similar contracts performed at the federal, state, or local level along with a POC.
