About this file
This Statement of Requirements document outlines specifications for a portable Raman spectrometer system, fiber optic probes, and associated software and services required by the National Institute of Standards and Technology. The contractor shall provide two portable Raman spectrometer systems, two Raman fiber optic probes, and two sets of compatible software within 60 calendar days of award. The spectrometer systems must meet specific weight, size, wavelength range, resolution, and integration time requirements. The fiber optic probes shall have 1.5m optical fibers and compatible connectors. The software must be Windows 10 compatible, allow automated timed data collection, and export text files. Additionally, the contractor must install and demonstrate the equipment at NIST within 7 calendar days of receipt, and provide onsite training within 7 calendar days of installation. A one-year warranty is also required.
The related solicitation was issued by the Department of Commerce National Institute of Standards and Technology as solicitation number 1333ND23QNB640634 for portable Raman spectrometers. Responses were due within 60 calendar days of award. Safety, security, identification, and vehicle registration requirements for onsite work at NIST are also outlined.

STATEMENT OF REQUIREMENTS
TITLE: PORTABLE RAMAN SPECTROMETER
I. SPECIFICATIONS
The Contractor shall provide two (2) portable Raman spectrometer systems and two (2) Raman fiber optic probes, and two (2) sets of software that meets or exceeds the following requirements:
Portable Raman spectrometer system
• The laser excitation wavelength shall be 785 nm.
• The laser power shall range from 0 to at least 450 mW and shall be software-controlled down to increments of 1% maximum power.
• The spectrometer wavenumber range shall be from 65 cm-1 to 3350 cm-1.
• The spectrometer resolution shall be less than 5 cm-1.
• The spectrometer shall be capable of initialization by either software or a trigger signal.
• The detector integration times shall be controllable over a range of less than 1 s to over 1000 s.
• The laser, spectrometer, and detector shall be incorporated in one portable system.
1. Weight of the portable system shall be less than 15 lbs.
2. Largest dimension of the portable system shall be no greater than 15 in.
Raman fiber optic probe
• The optical lenses in the fiber optic probe shall allow Raman measurements over the wavenumber range required for the spectrometer, 65 cm-1 to 3350 cm-1.
• The fiber optic probe shall have optical fiber lengths of 1.5 m on the excitation and collection lines.
• The excitation line shall be terminated with a connector that is compatible with the laser/spectrometer/detector system.
• The collection line shall be terminated a connector that is compatible with the laser/spectrometer/detector system.
• The fiber optic probe shall be able to send a trigger to the spectrometer to initialize collection.
Software
• The software shall be compatible with the Windows 10 operating system.
• The software shall be able to collect and save spectra using an automated, timed recording system that acquires spectra in a time schedule that is controlled by the user.
• The software shall be able to export spectra in a plain text format.
Manual
• The Contractor shall provide one (1) operations and maintenance manual for the
Portable Raman spectrometer system in electronic form.
• The Contractor shall provide one (1) operations and maintenance manual for the fiber optic probe in electronic form.
• The Contractor shall provide one (1) software manual in electronic form.
Installation
The Contractor shall install the instrument at the National Institute of Standards and Technology, 100 Bureau Drive, Building 224, Room A222, Gaithersburg, MD 20899. Installation shall include, at a minimum, uncrating/unpacking of all equipment, set-up and hook-up of all equipment, start-up, demonstration of specifications, and removal of all trash. Instrument shall operate to manufacturer’s specifications upon installation. Installation shall take place during normal business hours, between 8:30 am and 5:00 pm Eastern Time, Monday through Friday except Federal Holidays, and shall be coordinated with the Contracting Officer Representative
(COR). Installation shall occur within 7 Calendar days after receipt of instrument.
Training
The Contractor shall provide onsite training at the National Institute of Standards and
Technology, 100 Bureau Drive, Building, 224, Room A222, Gaithersburg, MD 20899 for up to two (2) NIST personnel covering normal operation, troubleshooting, and routine maintenance.
Training shall be provided during normal business hours, between 8:30am and 5:00pm Eastern
Time, Monday through Friday, except Federal Holidays, and shall be coordinated with the COR to ensure maximum availability of NIST personnel. Training shall occur within 7 Calendar days after installation. The training may be completed on-site at NIST immediately after installation and demonstration of specifications.
Warranty
The Contractor shall provide, at a minimum, a one-year warranty for the equipment. The warranty shall cover all parts, labor, and travel. The warranty shall commence upon successful completion of delivery, installation, training, and demonstration of all required specifications.
