About this file

This solicitation requests quotations for two relative humidity generators. The generators must meet specifications including providing humidified gas streams from 0-1000 cm3/min with 1.5% or better relative humidity accuracy from 5-80% and temperatures from room temperature to 50°C. Electrical requirements are 110V 60Hz not exceeding 20A. Quotations are due by February 29, 2024 with delivery within 60 days of award. The award will be made to the responsible offeror providing the lowest priced technically acceptable quotation. The National Institute of Standards and Technology within the Department of Commerce is the contracting agency. This is a 100% small business set-aside solicitation.

STATEMENT OF REQUIREMENTS

Purchase of Relative Humidity Generators

I. SPECIFICATIONS

The contractor shall provide two (2) relative humidity generators that meet or exceed the following requirements.

System

1. Each relative humidity generator shall provide mass-flow controlled streams of humidified gas.

2. The relative humidity generators shall provide a humidified gas stream with a range of flow rates from (0 –

1000) cm3/min (IUPAC standard flow rate at 273 K and 101.3 kPa). Flow must be actively mass-flow controlled and be controllable by the user.

3. The relative humidity generators shall operate at an outlet pressure ranging from 300 hPa to 1100 hPa, absolute.

4. The relative humidity shall be variable and produce 5 % to 80 % relative humidity at temperatures from room temperature up to 50 ºC, which corresponds to approximately 45ºC dew point when dry air is used as an input gas. Accuracy of the humidity must be ± 1.5 % (± 1.0 % preferred), or 0.25 ºC dew point. The ability to manually control flow rates and humidity (temperature over a saturator is acceptable) is required.

5. The relative humidity generators shall permit the use of an arbitrary gas inlet at room temperature for humidification of nonflammable gases such as helium, pure nitrogen, and argon in addition to dry air. The minimum inlet pressure of the inlet gases shall be 60 psig or lower.

6. The relative humidity generators shall provide the humidified gas stream through a heated transfer line at least 1 meter in length. Line must be heated to prevent condensation of gas over the entire temperature and humidity range. Temperature control of the transfer line to maintain the minimum temperature required to prevent condensation for the set water concentration (temperature and relative humidity) is preferred.

Separate humidity sensors for controlling relative humidity and for monitoring humidity downstream shall be included.

7. The relative humidity generators shall controllable using RS-232 protocol via a 9-pin D-SUB connector. A manual documenting RS-232 commands shall be provided and at a minimum must permit setting and monitoring of relative humidity, temperature (or dew point), and flow rate. Manual can be either electronic, hard copy, or both.

8. Electrical requirements shall be U. S. standard 60 Hz, 110V and not exceed 20A.

9. The relative humidity generators shall be capable of fitting within a 24” wide x 26” deep x 36” high volume and can be placed side by side or stacked in operation.

Warranty The Contractor shall provide, at a minimum, a one-year warranty for the equipment. The warranty shall cover all parts and labor. The warranty shall commence upon Government acceptance.

II. DELIVERY

Delivery shall be FOB Destination to:

National Institute of Standards and Technology 100 Bureau Drive Room 221/B349 Gaithersburg, MD 20899
