SUBJECT: Solicitation for U.S. Personal Services Contractor (USPSC) – Communications Advisor

Dear Prospective Offerors:

The United States Government (USG), represented by the U.S. Agency for International Development (USAID) the Bureau for Europe and Eurasia’s (E&E) is seeking offers from qualified U.S. citizens to provide personal service as a Communications Advisor under a United States Personal Services Contract (USPSC), as described in the solicitation. The Government contemplates awarding one (1) contract with a

(1) one base year and (4) four option years.

Offers must be in accordance with Attachment 1, Sections I through V of this solicitation. Incomplete or unsigned offers will not be considered. Offerors should retain copies of all offer materials for their records.

This solicitation in no way obligates USAID to award a PSC contract, nor does it commit USAID to pay any cost incurred in the preparation and submission of the offer.

II. STATEMENT OF DUTIES:

A. INTRODUCTION/BACKGROUND

The Communications Advisor spearheads the E&E Bureau's communications and outreach efforts to a diversity of audiences, such as the developmental non-governmental community, the press, other donors, interagency colleagues, Congress and the public. In close coordination with LPA, s/he is responsible for researching, creating, and regularly updating general and targeted briefing materials for internal and external audiences, developing communications strategies, and managing the flow of written communication in the Bureau as they relate to strategic communications/ outreach and to Congressional testimony, briefings and inquiries. S/he will be in the Program Office (PO) and will report to the Director, PO.

The incumbent also serves as the E&E Bureau liaison with USAID's Bureau for Legislative and Public Affairs (LPA). S/he will coordinate Bureau responses to Congressional inquiries, as well as Bureau materials for Congressional audiences (such as during annual Budget briefings by Agency and Bureau principals). This position responds to three major Bureau needs: 1) it is important for the Bureau to have a vigorous communications and outreach strategy which results in up-to-date general and targeted information materials for internal and external audiences, to enhance understanding and minimize misperceptions of USAID policies, priorities and programs; 2) it is essential for USAID's E&E Bureau to provide guidance and support to field missions through their Mission Development Outreach Coordinator (DOC); and 3) USAID must appropriately respond to routine inquiries or requests for funding from the general public, including small and disadvantaged businesses. Regular contact will be required with USAID's Bureau for Legislative and Public Affairs, (LPA), State/EUR communications counterparts, Mission DOCs.

The functions of the Bureau and Office are described in the USAID Automated Directives System (ADS) 101, Organization.

B. DUTIES AND RESPONSIBILITIES

The incumbent will serve as Communications Advisor for the E&E Bureau, working closely with LPA and E&E Bureau leadership. As Communications Advisor, the incumbent will be responsible for researching, creating and regularly updating general and targeted materials, developing a communications strategy and planning approaches, improving internal communications within the Bureau related to the legislative process, and managing the flow of written communication for the Assistant Administrator and others, as they relate to strategic communications / outreach to all audiences. S/he also serves as the critical link between the E&E Bureau and Development Outreach Coordinators (DOCS).

As such, s/he will be expected to review communications materials generated by the field, provide guidance on press inquiries, and website content. S/he will also support or coordinate efforts to advocate for E&E programs within USAID, with other agencies, and with important stakeholders.

Working closely with LPA, s/he will operate proactively to stay abreast of planned relevant Congressional hearings, briefings and requests for information and facilitate the E&E Bureau's response to such events. In conjunction with the Office of Small and Disadvantaged Business Utilization, lead the E&E response to regional inquiries and address outreach requirements related to such business opportunities. S/he will ensure timely responses to general public inquiries and establish and maintain an up-to-date record of these inquiries and USAID responses, and liaise regularly with the Office of Small and Disadvantaged Business Utilization to ensure that the Bureau is meeting Agency metrics for partnerships with small businesses.

The incumbent will be expected to perform the following tasks in significant collaboration with Washington based staff, but with minimal day-to-day supervision:

C. SPECIFIC DUTIES

1. Communications Advisor:

● Develops an outreach/communications strategy, working closely with Bureau leadership and staff and the LPA Public Liaison Officer, on outreach, public relations, information topics, including outreach to ethnic American communities with special interests in USAID /E&E programs.

● Researches, creates and regularly updates general and targeted materials for internal and external audiences, such as topical and Mission briefs on current issues of interest to Congress and the public. Such briefs should be readily available to assist Bureau leadership and others in informing interested members of the public, the development community, and other agencies about USAID's programs.

● Guides the work of print or web-based publication and determines the appropriateness of published material. Oversees the coordination of documents and data bases/electronic files, including program documents, fact sheets, and briefing books to ensure that information is accessible, streamlined, and updated.

● Facilitates E&E missions' and offices' efforts to prepare responsive briefing materials for senior agency management and assists the E&E Front Office in assuring Bureau products for such tasks are timely and comprehensive.

● On press and media matters, works closely with the LPA Press Officer regarding media inquiries about USAID/E&E's programs. Helps draft press releases and develops briefing materials for the media.

● Facilitates Bureau responses to queries from elected officials, other government agencies, community organizations, other donors and the public about E&E activities that could affect the public view of the Agency or prompt Congressional action. Makes recommendations regarding the dissemination of information to correct misperceptions and enhance public understanding.

Interfaces with the mission-based Development Outreach and Communications Specialists in the field.

● Represents E&E in USAID internal communications team and routinely informs and engages Bureau staff on Agency-wide communications initiatives and activities.

2. Legislative Liaison:

● In conjunction with LPA, keeps abreast of Congressional interests and concerns and helps senior

E&E managers to anticipate and be responsive to such interests. Stays abreast of planned relevant Congressional hearings, briefings and requests for information and facilitates the E&E Bureau's response to such events.

● Prepares or reviews written materials relevant to Congressional relations activities. In close coordination with the LPA Bureau, drafts or assists drafters in preparing speeches, testimony, talking points, statements, and related documents, by gathering program and budget information from E&E Offices and Missions.

● Reviews correspondence submitted by other offices for completeness and conformity with requests made and directives issued. Such materials are for use by E&E officials when addressing Senior Agency management, external international development organizations, and with Members of Congress and Congressional staff

● As required, prepares testimony, briefing papers, talking points, analytical papers, and questions and answers for the USAID Deputy Administrator and the USAID Administrator in preparation for Congressional hearings and briefings.

3. Program Manager for General Inquiries:

● Serves as principal officer responsible for responding to public inquiries on USAID /E&E programs and unsolicited proposals for funding

● Establishes and maintains a database of general public inquiries.

● Responds in a timely fashion to general public inquiries; coordinates responses with relevant

USAID and Bureau offices.

● In conjunction with the Office of Small and Disadvantaged Business Utilization (OSDBU), leads the E&E response to inquiries and addresses outreach requirements related to such business opportunities. Tracks E&E awards to small and disadvantaged businesses and provides reports to OSDBU as required.

D. SUPERVISORY RELATIONSHIP

The position will receive direction from and report to the Program Office Director (E&E/PO). The incumbent is still expected to work independently and proactively in carrying out his or her responsibilities. Under the general guidance of the supervisor, the incumbent independently plans, designs and carries out information initiatives for targeted and general audiences; develops an E&E communications strategy; analyses legislative information and processes; develops databases related to unsolicited proposals and other relevant topics; and takes initiative to carry out other duties as described above.

E. SUPERVISORY CONTROLS

Supervisor sets overall objectives. Employee and supervisor together develop deadlines, projects and work to be done. Employee independently plans, designs and carries out project studies, and programs.

F. PHYSICAL DEMANDS

The work is generally sedentary and does not pose undue physical demands.

III. MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION

1. General: Must be a U.S. citizen and must be eligible to obtain a U.S. Government “SECRET” security clearance.

2. Education: Minimum of master’s degree in political science, economics, public policy, international affairs, or a related field.

3. Prior Work Experience: An Applicant must have a minimum of five (5) years of combined experience in two areas is required:

1) experience in communications or public relations in an international setting (international organization, corporation, government, or NGO); and

2) understanding or experience in foreign policy/foreign assistance legislation

IV. EVALUATION AND SELECTION FACTORS

The Government may award a contract without discussions with offerors in accordance with FAR 52.215-1. The CO reserves the right at any point in the evaluation process to establish a competitive range of offerors with whom negotiations will be conducted pursuant to FAR 15.306(c). In accordance with FAR 52.215-1, if the CO determines that the number of offers that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the CO may limit the number of offerors in the competitive range to the greatest number that will permit an efficient competition among the most highly rated offers. After the closing date for receipt of applications, a committee will be convened to review applications and evaluate them in accordance with the evaluation factors. Applicants who do not meet the required minimum qualifications above will not be evaluated.

Only Applicants who meet the minimum requirements above will be evaluated based on their submitted application using the selection factors below. Offerors must address each selection factor, describing specifically and accurately what experience, training, education and/or awards they have received as it pertains to each factor. Failure to address the selection factors may result in not receiving credit for all pertinent experience, education, training and/or awards.

Applicants will be evaluated against the following criteria.

Factor 1 – Knowledge (30 points)

● Understanding of US legislative processes, foreign assistance legislation, and of Congressional perspectives on such assistance.

● Knowledge and experience with the usage of various social media platforms with an emphasis on messaging/marketing/social marketing.

Factor 2 - Skills and Abilities (30 points)

● Ability to craft strategic communication plans and information messages in various media formats

(e.g. press releases, web-site, cables, etc.) that appropriately target a variety of audiences.

● Proven strategic communications and outreach planning and implementation experience, including devising strategies and tactics in a successful communication or public relations campaign utilizing various techniques to reach out to diverse audiences.

● Developing innovative, multi-pronged communication and outreach strategies;

● Analyzing complex programmatic information;

● Understanding USG national interests and diplomatic priorities in order to craft information messages in various media formats, targeting a variety of audiences to meet numerous objectives simultaneously;

● Outstanding coordination and organizational skills within multi-cultural work environments;

● Ability to manage multiple tasks simultaneously, and to work effectively under pressure;

● Considerable initiative and creativity in past work environments.

Factor 3 - Communication Proficiency (40 points)

● Outstanding verbal and written English communication skills, analytical ability, and interpersonal relationships are required.

● Superb computer skills and the ability to work in all of the Microsoft Office Suite applications, especially PowerPoint.

● Experience with different types of social media applications (e.g., Facebook, Twitter, You Tube, Flickr), as well as website content management software such as Drupal.

● Knowledge of digital photography, video, graphic design or GIS graphic presentation skills.

● Demonstrated aptitude for understanding complex issues and the ability to translate and simplify them for key audiences

● Applicants must provide at least one writing sample with their application. The sample should be

500 to 1,000 words and can be on any subject that demonstrates the candidates the applicant’s ability to communicate complex ideas clearly, lucidly and succinctly to the public. The sample can be excerpts from larger articles or papers, and does not have to be written specifically for this solicitation. The sample provided must be written exclusively by the applicant. Co-written articles are not accepted.

Total Possible Points: 100

After meeting the minimum qualifications, consideration and selection will be based on a panel evaluation of the selection factors. Please note that not all applicants will be interviewed or contacted.

Only the top-scoring candidates will be invited for an interview and will also be asked to provide three professional references. USAID reserves the right to interview only the highest ranked applicant in person or by phone OR not to interview any candidate. USAID will not pay for any expenses associated with the interviews unless the expenses are pre-authorized.

Reference checks will be conducted only for applicants considered as finalists. If an applicant does not wish USAID to contact a current employer for a reference check, this should be stated in the applicant’s application.

1. Please be advised that after consideration, professional references may be obtained independently from other sources in addition to the ones provided by an offeror.

2. Applicants must not appear as an excluded party in the System for Award Management

(SAM.gov).

3. The final selected candidate must obtain a Secret-level Security Clearance within 6 months of job offer. A substantial delay in obtaining security clearance may make the applicant ineligible for selection.

4. A signed Cover Letter of not more than two (2) pages describing how the Applicant meets the requirements of the position/stated evaluation criteria.

5. The most recent Curriculum Vitae (CV) or Resume of not more than three (3) pages. The

CV/resume must contain relevant information that documents experience, qualifications, and skills.

6. Reference List (one page) – The Applicant must provide at least three (3) professional references who are not family members or relatives, with complete name, title, organization where he/she works, description of relationship, with working/accurate telephone number and e-mail address.

The applicant’s references must be able to provide substantive information about his/her past performance and abilities. Reference checks will be conducted only for the selected applicant.

7. Ability to Register in System for Award Management (SAM) - All USPSCs with a place of performance in the United States are required to be registered in the System for Award Management (SAM) database prior to receiving an offer. You will be disqualified if you either fail to comply with this requirement or if your name appears on the excluded parties list. The successful Applicant will be provided with guidance regarding SAM registration, if not registered.

NOTE: Registration and registration renewal in SAM is FREE.

Offeror will be required to show proof that he/she is fully vaccinated against COVID-19 on or before the first date of onboarding, or submit an approved reasonable accommodation to the CO.

No contract will be signed if the successful Applicant does not meet this requirement.
