1 PROJECT DESCRIPTION
● The project consists of adding an emergency feeder to the Fire Pump Controller located in the basement of the building while paying careful attention to NEC requirements for adding feeders and testing for compliance.
Prior to beginning this work, the fire pump is to be verified as functional, including all required signals to the fire alarm control panel and functional operations under normal power, utilizing existing controller and automatic transfer. This is for verification of existing functions and any noted deficiencies will be considered additional work outside this scope of work.
1.1 Project Type
This is a Repair Alteration project.
1.2 Project Goals and Objectives
GOALS:
To complete the task in a timely and safe manner
OBJECTIVES:
● The objective is to ensure that when the building has a loss of power that the fire pump will have a source for emergency power.
1.3 Project Delivery Approach
The project delivery method will be Design Build.
1.4 Reference Materials
One-Line Electrical drawings will be made available upon request.
2 GENERAL REQUIREMENTS
The requirements set forth in this section apply to all stages and phases of the project as described in the Scope of Services section below.
Some of the requirements of this section may be subject to exercise of contract option(s).
2.1 Contract Parties and Contract Work
The parties to this contract are the Contractor, hereinafter referred to as the Design-Build (DB) Contractor, and the United States Government. For purposes of this contract, the office representing the Government is the General Services Administration (GSA), Southeast Sunbelt Region, Public Buildings Service, Atlanta, Georgia, hereinafter referred to as the GSA.
The individual authorized to act on the behalf of the GSA in the administration of this contract is the GSA Contracting Officer. The GSA Contracting Officer may delegate certain of his or her authorities to others, and if so, will notify the DB Contractor in writing of the specific authorities delegated to, and limitations placed upon, named authorized representatives. The DB Contractor shall not take any direction, or act upon any information, from individuals other than those having the requisite authority as confirmed by the GSA Contracting Officer’s written notification.
This contract includes both Design Stage services and Construction Stage work, all to be performed by the DB Contractor. Design Stage services include providing Design Concept and Construction Document services. The DB Contractor shall proceed with the Design Stage services upon receipt of the GSA notice to proceed (NTP) with that portion of the work. The GSA will issue a notice to proceed with the Construction Stage work upon completion of the Design Stage services and the GSA approval of the DB Contractor final Construction Document submission.
The DB Contractor shall be the Architect of Record for the project and shall bear all responsibilities and liabilities attendant thereto.
The specific activities, tasks, and deliverables required of the DB Contractor are further delineated in this Statement of Work.
2.2 Professional Ethics and Standards of Practice
In the conduct of all activities required for or otherwise related to the performance of the contract work, the DB Contractor shall conform to and uphold all established ethical principles and professional standards of practice governing the DB contractor segment of the construction industry, including the International Union of Architects (UIA) Accord on Recommended International Standards of Professionalism in Architectural Practice, the American Council of Engineering Companies (ACEC) Ethical Guidelines, and the tenets of professional ethics contained in the Design- Build Institute of America (DBIA) Design-Build Manual of Practice.
2.3 Project Delivery Team Roles and Responsibilities
In the performance of the requirements of this contract, the DB Contractor shall work in concert with other parties on the Project Delivery Team. The Project Delivery Team will include other contractors, the GSA personnel, customer agency representatives, and other stakeholders. The GSA will develop, periodically update, and maintain throughout the course of the project, a listing of the Project Delivery Team membership and respective roles and responsibilities.
The GSA may engage other parties to perform specialized duties and requirements as appropriate for the project.
2.4 Owner’s Project Requirements (OPR)
The Design Stage services and Construction Stage work under this Statement of Work must comply with the GSA owner’s project requirements (OPR) documentation provided in Appendix A.
2.5 Budget
Refer to the Request for Proposals (RFP) for the estimated range for construction costs
2.6 Schedule
DB Contractor to propose a Project Schedule as part of the response to the RFP. The proposed schedule shall have a maximum of 90 days for design, review, and construction.
2.7 DB Contractor Team
The DB Contractor shall provide experts in disciplines listed in PBS-P100, Facilities Standards for the Public Buildings Service, and as otherwise required in this section, with credentials as indicated, as they apply to this project. The DB Contractor shall provide sufficient staff of project managers, architects, design engineers, field engineers, superintendents, inspection and testing engineers, scheduling specialists, cost engineers, clerical and accounting personnel, etc. to perform the required work.
The DB Contractor shall provide sufficient key team members to perform the work. Typical key team member are as follows:
● Electrical Engineering designers
● Construction superintendent
The DB Contractor shall utilize the personnel named in its offer to perform the services required under this contract. In the event that any of the personnel named in the DB Contractor accepted proposal (incorporated into this contract by reference) become unavailable, the DB Contractor shall promptly submit a complete written resume for a proposed substitution, any other information necessary for the GSA to approve or disapprove, and a detailed explanation of the circumstances necessitating the proposed substitution.
In addition to the key team members identified above, the DB Contractor shall provide administrative, clerical, and technical personnel as necessary to perform the services required under this contract.
During the performance of the services required under this contract, the DB contractor shall obtain the GSA written consent before making any substitution for subcontractors and outside associates or consultants specifically identified and agreed to during negotiations.

2.8 Performance Objectives
2.8.1 Standards and Criteria Documents
2.8.1.1 Applicability
All services must be conducted in accordance with the documents listed below. The applicable version of each document shall be the version current at the time of award of this contract. In the event of a conflict between the requirements stated in these documents and requirements provided elsewhere in this Statement of Work, the requirements in the Statement of Work will prevail.
2.8.1.2 Document List
PBS-P100, Facilities Standards for the Public Buildings Service, including all applicable standards, criteria and guides listed therein. Design Stage submissions must comply with PBS-P100 Appendix A unless otherwise indicated in this Statement of Work.

2.8.3 Fire Protection/Life Safety
All work to be in compliance with the following codes and standards:
• NFPA 20, Standard for the Installation of Stationary Pumps for Fire Protection, 2019
Edition.
NFPA 70, National Electrical Code, 2017 Edition
• NFPA 72, National Fire Alarm and Signaling Code, 2019 Edition.
• NFPA 110, Standard for Emergency and Standby Power Systems, 2019 Edition.
Fire Watch Requirements: When fire alarm or sprinkler system is to be placed out of service for more than four (4) hours, a fire watch must be established. A fire watch serves as a means of minimizing the risk when fire protection systems are impaired. Whenever a fire protection system is impaired for any reason, the local fire department shall be notified immediately. When a fire protection system, or portion of a system, must be shut down for scheduled repairs the contractor is required to provide a fire watch at all times. For such impairments, the fire watch shall be in accordance with the GSA Fire Watch Guidelines (Latest Edition). The GSA Regional Fire Protection Engineer shall also be notified of any system impairment, or portion thereof that is impaired, the reason for the impairment and a point of contact. An approved fire watch shall be established for all areas left unprotected by the shutdown. A fire watch shall be initiated when a fire alarm or sprinkler system is out of service for more than 4 hours in a 24-hour period.
2.8.3.1 Environmental Hazards

2.9 Cost Management
2.9.1 Cost Estimating
This project utilizes a fixed price contract for the design and construction services.
The fixed price as provided in the DB Contractor proposal, including any modifications thereto as a result of final contract negotiation, shall serve as the construction budget for the project at the time of award of the DB contract.
Before the start of the Design Stage, the DB Contractor and the GSA must agree on DB Contractor breakdowns of the construction budget.
GSA will review the DB Contractor cost estimates to assure that:
● Line item breakdowns are correct and consistent.
● All design elements are included.
● Unit costs are reasonable.
The DB Contractor shall be responsible to reconcile any significant differences between the updated construction budget breakdowns and the previously agreed upon breakdowns.
2.9.2 Construction Cost Management
This contract is for a fixed price for the construction services.
2.10 Project Management Responsibilities
2.10.1 Communications Plan
The DB Contractor shall assist the GSA in developing and complying with a project communications plan. This plan will be used and maintained throughout the project and modified as necessary to suit each project phase.
The DB Contractor contractual responsibility is to the GSA only and not to any other contractors, tenant, agencies or local community interests where the project is located. The DB Contractor shall direct all questions and requests from tenant agencies and local community interests to the
GSA. Prior to contacting any parties other than the GSA regional personnel, the DB Contractor shall confirm all meetings and/or communications with the GSA.
The DB Contractor shall not release any oral, written or graphic information regarding this project to outside sources without obtaining prior consent from the GSA. All requests for information concerning the project must be referred to the GSA for response.
All presentations to non-GSA entities must be first approved by the GSA.
2.10.2 Detailed Project Schedule Development and Maintenance
Before starting any other work, the DB Contractor shall develop and provide a detailed schedule in Microsoft Project® or other approved scheduling software for completion of all Design Stage activities, tasks, and submissions required herein, leading up to and including the final construction documents submission(s). The schedule shall include the 15 nationally agreed-to milestones as appropriate. After the DB Contractor receives notice to proceed with the Construction Stage work, the DB Contractor shall provide and maintain a detailed schedule in Microsoft Project® for completion of all Construction Stage activities, tasks, and submissions required herein. The DB Contractor schedules shall itemize all required submission dates and review durations, and must conform to the milestones and durations provided in the GSA overall schedule and the Submission, Review, and DB Contractor Fixed Price Table schedule provided below in the Administration section.
The DB Contractor shall provide schedule updates to the GSA, showing progress on and completion of all required Design Stage services and Construction Stage work. If the schedule updates indicate that previously approved schedules may not be met, GSA will give immediate notice and request appropriate recommendations from the DB Contractor.
Refer to FAR 52.236-15 Schedules for Construction Contracts and to the Scope of Services Construction Delivery Phase section for additional schedule requirements.
2.10.3 Project Progress Meetings/Presentations
During the Design Stage, the DB Contractor shall host project progress meetings, and/or presentations, with the GSA as required to keep all parties apprised of the design progress/status and impending activities. These meetings may coincide with meetings/presentations required below under the Scope of Services. The DB Contractor shall also host special project technical meetings as needed involving Project Delivery Team technical disciplines.
After construction begins, the DB Contractor shall conduct and a GSA representative and/or consultant will attend progress meeting(s) and subcontractor meeting(s). The DB Contractor shall also attend construction oversight meetings with representatives from the GSA and the Project Delivery Team on an as-needed basis.
2.10.4 Meeting Agendas, Attendance, Minutes and Correspondence
The DB Contractor shall prepare and distribute an agenda for each DB Contractor hosted project meeting, in advance of the meeting date.
DB Contractor representation at all meetings shall include those individuals having knowledge of the agenda topics and authority to make decisions and commit resources.
The DB Contractor shall provide minutes of all DB Contractor hosted project meetings and presentations to all attendees identifying new and unresolved old action items and associated responsible parties. Minutes must be provided within seven calendar days after each meeting.
The DB Contractor shall reply to correspondence from the GSA, outside agencies, GSA contractors and construction subcontractors within 7 calendar days.
2.10.5 Design Quality Assurance
The GSA requires that DB Contractor design submissions undergo two general types of design review: owner’s review and codes and standards review. The GSA staff and GSA customer agencies will conduct reviews of all DB Contractor design submissions. In addition to the GSA reviews, the following design quality assurance services will be performed during the Design Stage as further indicated under the Scope of Services below.
2.10.5.1 Owner’s Review
GSA or its contractor will perform owner’s reviews and provide thorough and detailed written review comments. The purpose is to ensure that established functional, aesthetic and spatial requirements of the project are satisfied.
GSA or its contractor will conduct owner’s reviews to assure that:
● The design is responsive to the GSA program goals, objectives and priorities.
● The renovated facility can be efficiently operated and maintained.
● The design adequately and efficiently accommodates the space program.
● Interests of local community groups and other external stakeholders are considered and accommodated to the extent possible.
2.10.5.2 Codes and Standards Review
GSA or its contractor will perform codes and standards reviews and provide thorough and detailed written review comments. The purpose is to ensure that the proposed design complies with applicable regulations, codes, and standards referenced in the standards and criteria documents listed above under performance objectives.
2.10.5.3 Constructability
Constructability of the project as designed is the sole responsibility of the DB Contractor. To ensure that the design can be constructed within schedule and budget and that the sequencing of construction is planned for optimum efficiency, the DB Contractor should assure that:
● The level of design complexity is consistent with the project’s schedule and budget constraints.
● Materials, processes, equipment and labor are appropriate and available.
● Construction work required is in conformance with standard construction practices, and equipment, products, materials, fixtures, etc. are readily available in the marketplace, to the maximum extent possible.
● Drawings and specifications are complete and thoroughly coordinated among disciplines.
● Defects, omissions, inconsistencies, conflicts, and ambiguities in documents are identified.
● Drawings are coordinated for multiple construction phases, if applicable.
● Site and building access, logistics, available storage and tenant occupancy requirements are accommodated.
● Existing conditions are shown correctly and adequately.
● Construction options and unit prices are logical, thoroughly described and understandable.
● Construction details are appropriate, complete, thoroughly described and workable.
● General requirements items are thorough and properly addressed.
● Construction documents and construction phasing provide for continuous use of all building systems (including phone, data, fire alarm, security etc.) during all construction.
● Construction duration and subcontracting plans are reasonable and logical.
2.10.5.4 Design Review Procedures
The DB Contractor will coordinate all design reviews, and prepare design review reports. For the DB Contractor final design concept submission and each subsequent submission, the DB contractor will coordinate with the reviewing parties as necessary to reconcile any conflicting comments and consolidate all reconciled design review comments into a single design review report.
● All reviewing parties are required to return comments no later than 7 calendar days prior to the end of the corresponding review period shown in the Design Stage Submission, Review, and DB Contractor Fixed Price Table in the Administration section below.
● The DB will prepare and submit the design review report with written responses within 14 calendar days after comment due date.
2.10.6 Electronic Project Management System

2.11 Electronic/Print Media
2.11.1 Computer Aided Design (CAD) Standards
Starting with the design development submission all drawing materials provided by the DB Contractor, including final as-built drawings, must conform to the GSA PBS computer aided design (CAD) standards. Go to http://www.gsa.gov/cifm for requirements.
2.11.2 Other Electronic Documents
In addition to any hardcopy submission requirements, all design submissions must also be submitted in an electronic format. All electronic media must be in a form readable by standard office automation applications.
2.11.3 Plans and Specifications
Provide 3 hardcopy sets of plans and specifications at each required design development and construction documents submission. The size of prints (e.g. full/half-size plans) will be as directed by the GSA.
2.12 Document Security
Sensitive but unclassified (SBU) building information will be generated and/or must be disseminated to and stored by various parties in the course of executing this project. SBU building information is information that, if misused, poses a potential security risk to a building, its occupants and visitors, and/or its contents. The DB Contractor shall comply with the following requirements regarding SBU building information.
2.12.1 Documents
As used in this section, the term “documents” means any media or devices used to capture, store, and transmit information, including printed images and electronically or optically stored forms of graphic and written information, as well as physical or virtual models.
2.12.2 Identification and Labeling/Marking
Original DB contractor generated documents that contain building information must be reviewed with the GSA to identify any SBU content, before the original or any copies are disseminated to any other parties. If SBU content is identified, the DB contractor shall affix SBU document labels/markings to the original documents and all extant copies, as instructed by the GSA, prior to any dissemination.
2.12.3 Copying from Labeled/Marked Documents
Any documents containing SBU content copied from SBU labeled/marked documents must have the same SBU labels/markings affixed, unless the copies are redacted and reviewed as provided below.
2.12.4 Safeguarding and Storage
The DB Contractor shall properly safeguard any documents bearing SBU labels/markings at all times while those documents are in DB Contractor possession. Access to such documents when in use by the DB Contractor must be limited to individuals having a need to know the content in order to perform work required under this contract. When not in use, SBU labeled/marked documents in DB Contractor possession must be securely stored such that they can be retrieved only by those individuals having a need to know the content.
2.12.5 Dissemination
Other than within the Project Delivery Team, the DB Contractor shall disseminate SBU labeled/marked documents only to parties assigned or authorized to perform a role in the execution of the project and having a resultant need to know the document content. Documents may be disseminated in face-to-face meetings, by courier or secure shipment with evidence of delivery, or by electronic transmission. Electronic transmission of SBU information shall be encrypted as provided in current National Institute of Standards and Technology (NIST) data encryption standards and cryptographic module security requirements for processing SBU information.
2.12.6 Destruction
SBU content that is no longer needed shall be purged from all SBU labeled/marked documents and destroyed, or the complete document shall be destroyed, such that the SBU content is rendered unreadable and incapable of being restored. Data storage devices containing SBU information that is no longer needed shall be destroyed or the SBU content shall be erased using a permanent erase utility or comparable method.
2.12.7 Reporting
The DB Contractor immediately shall report to the GSA any known or suspected instances of improper dissemination of SBU information, or other circumstances in which the security of SBU information may be compromised.
2.12.8 Subcontracts
The DB Contractor shall incorporate provisions in all applicable subcontracts as necessary to ensure compliance with all requirements provided in this Document Security section.
2.13 Record Keeping
The DB Contractor is responsible for preparing correspondence and other documentation and maintaining accurate and detailed records of the project's progress during each Phase. The DB Contractor is responsible to maintain records so as to facilitate document storage and retrieval. Refer to the Scope of Services section below for detailed requirements for project documentation.
2.14 Construction General Requirements
The construction specifications must be prepared following the CSI 2004 MasterFormat and according to the requirements of PBS Construction Specifications Format & Guidelines. The specifications must include Division 1, edited to GSA requirements.
3 SCOPE OF SERVICES
The DB Contractor shall perform all services described in this Scope of Services (including services required under exercised options, if any) in accordance with applicable requirements and provisions set forth in the General Requirements above.
3.1 Design Stage
3.1.1 Design Concept Phase
3.1.1.1 Design Concept Coordination
3.1.1.1.1 Partnering Session
Attend a partnering session with principal Project Delivery Team members prior to the start of work on the preliminary design concepts.

It is the DB Contractors responsibility to investigate and verify the accuracy of all drawings, existing condition documents, and government furnished information.
The DB Contractor shall perform all investigation necessary to accomplish the general scope. The DB Contractor’s services shall include, but not be limited to, sampling, testing, and any other survey required to complete the design and construction. The DB Contractor shall also furnish all materials and equipment to accomplish this work.

Provide a design concept submission in accordance with the submission requirements listed below and in PBS-P100, as applicable:

For all construction work to be self performed and for each planned construction subcontract work package, prepare and submit separate pre-final CD submissions in accordance with PBS-P100 construction document submission requirements as they pertain to the scope of the construction work. The submission must consist of plans, specifications, cost estimates, and related design narrative, including calculations.
For all construction work to be self performed and for each planned construction subcontract work package, provide a pre-final construction specification, including Division 1 General Requirements sections emphasizing project phasing, contractor requirements and project-specific construction management issues. Promptly correct and resubmit any submittals returned unapproved, allowing sufficient time for re-review in order to maintain the project schedule.
Upon receipt of submittal approvals, coordinate as necessary with all involved subcontractors.
Refer to FAR 52.236-21, Specifications and Drawings for Construction, for further submittal and shop drawing review requirements.
Expedite the processing of submittals to minimize approval times.
3.2.1.2.8 Inspections and Testing
Develop an overall field inspections and testing plan. (e.g., soil bearing and compaction, concrete strengths, HVAC performance, etc.)
Conduct inspections and tests as required by the construction specifications.
Conduct construction safety (OSHA) inspections as required.
3.2.1.2.9 Clarifications/Requests for Information/Change Orders
Each RFI must include a specific description of the issue requiring clarification, citing the specific related contract documents requiring clarification. RFI’s should only be submitted after performing due diligence to confirm that the contract requirements in question are in fact unclear or otherwise inadequate.
Upon receipt of the response to each RFI submitted, coordinate the response with all involved subcontractors to ensure understanding and appropriate action.
Provisions for use of the GSA share of shared savings will apply if the GSA agrees that additional work to be performed by the DB Contractor as a result of resolution of an RFI is beyond the scope of work upon which the ECW was previously based. Update the construction schedules monthly prior to each payment request. Provide documentation evidencing the cost of work performed to be included in the payment request. Allowability of costs shall be in accordance with FAR 31.105 and 31.2.
Before submitting each payment request, meet with GSA to review the advance copy of the construction progress report. Ensure that GSA is in agreement as to the progress of the construction work and the value of the work completed.
Based upon agreed value of work completed, submit monthly payment requests to the
GSA.

Complete the construction checklists as the work is accomplished.

4.2 Payment for Construction Delivery Phase Work
Refer to FAR 52.232-5 Payments under Fixed-Price Construction Contracts and FAR 52.232-27 Prompt Payment for Construction Contracts.
4.3 Travel
Unless otherwise indicated in the Scope of Services sections, the DB Contractor is responsible for travel costs to support the requirements contained in this Statement of Work, including all progress meetings, workshops, reviews, and site visits. The DB Contractor shall assume all travel will be within the vicinity of the project site except as specifically indicated otherwise in the Scope of Services section.
4.4 Reproduction and Delivery
Printing, reproduction and delivery costs necessary for execution of this contract are included the contract price. The cost of shipping of the final physical model and all presentation materials to the GSA OCA in Washington, D.C. is included in the contract price.
4.5 DB Personnel Security Requirements
No DB Contractor services required since work related to this contract will be in unoccupied building areas.
4.5.1 Subcontracts
5 APPENDIX A - Owner’s Project Requirements
5.1 General Requirements
This project will be a Design-Build delivery method and will require design and construction services. Work includes field investigation, cost estimation.
DB contractor shall design and install a distribution feeder supplying emergency power, located in the basement, to the fire pump controller. The DB contractor shall program/ active the ATS within the Fire Pump to ensure that it transfers to emergency power upon loss of power. DB contractor shall pay careful attention to NEC Section 600 and Section 700 for Fire Pump installation requirements. The DB contractor shall prove compliance with an acceptance test that demonstrates the transfer to emergency power. DB contractor shall assume that majority of the work will be after hours and weekend for power outages.
The repairs will be based on the field site visit and findings of the contractor with final approval coming from GSA.
