Requirements
TITLE: APCI Ion Source
I. BACKGROUND INFORMATION
The National Institute of Standards and Technology (NIST), Material Measurement Laboratory (MML), Biomolecular Measurement Division (BMD) in Gaithersburg, Maryland is responsible for the development of chemical databases to accomplish NIST’s mission to carry out collection, compilation, critical evaluation, publication and sale of standard reference data in accordance with Public Law 90-396. 90th Congress, H.R. 6279, July 11, 1968. The chemical databases provide standard reference data for laboratories, both within NIST and to the worldwide scientific community. The Mass Spectrometry Data Center (MSDC), a component of the BMD, is responsible for the development of the NIST MS/MS Library (hereinafter, the Library). This development includes generating and analyzing data obtained by Liquid Chromatography-Mass Spectrometry (LC-
MS).
II. SYSTEM REQUIREMENTS
The contractor shall provide an Atmospheric Pressure Chemical Ionization (APCI) ion source meeting the specifications listed below.
1. The ion source must be fully compatible and integrated with a Bruker timsTOF Pro 2 mass spectrometer.
2. Must allow switch-over between ESI and APCI without breaking vacuum.
3. Must include a compatible probe for the direct analysis of solid samples.
III. DELIVERY
The Ion source shall be delivered within 30 days from the date of the award of this requirement in Building 221 at the National Institute of Standards and Technology (NIST), 100 Bureau Drive, Gaithersburg, MD campus. FOB destination.
The Contractor shall deliver the instrument to NIST Gaithersburg, MD Monday through Friday, 9-5 EST excluding federal holidays.
IV. WARRANTY
The contractor shall warrant the APCI ion source for a period of one year, to commence after delivery and acceptance of the ion source by the government. The warranty shall include unlimited repair visits in the event of instrument failure during normal duty hours. The contractor shall cover expenses required for repairs, including parts, labor, travel, and per diem.
V. GENERAL INFORMATION
Security: NIST is a restricted campus. An identification badge is required for access for entry into buildings and also is shown to the armed Security Police when entering the campus. The Government will submit the name of a contractor employee to the NIST Office of Security in order for a contractor employee to enter the NIST campus to perform on-site preventive maintenance or repairs of the instrument.
Identification Badges: Contractor employees shall comply with NIST identification and access requirements. The Contractor employee is responsible for absences due to expired identification and access documents. Each Contractor employee shall wear a visible identification badge provided by the NIST Security Office. The badge must show the full name, title, and if required by NIST, the words “Contractor” in front. The Contractor employee shall turn in the NIST identification badge and vehicle pass to the TPOC, or Contracting Officer (CO) upon termination of their services under this contract.
Vehicle Registration: All Contractor employees must register their vehicles with the NIST Security Office to gain access to the campus. A valid driver’s license, Government-furnished civilian ID, proof of insurance and current registration must be presented to the NIST Security Office, at which time a NIST vehicle pass will be issued. The pass shall be displayed on the vehicle’s rear view mirror in accordance with instructions. The Contractor employee shall follow NIST procedures for removal and turn-in of the vehicle pass upon termination of services under this contract.
