Project Title: Colorado School of Mines – Heating Plant Boiler 5 Replacement (Mech)
Project Description:
The Colorado School of Mines (Mines) requests submittals for prequalification of Mechanical Contractors for the heating plant boiler replacement project. The project is the Replacement of Boiler 5 in the Heating Plant Annex and features an Owner-furnished 50,000 pounds per hour (lb/h) steam boiler, intensive piping systems, and boiler control systems. This is a design-bid-build project. Mechanical Contractors must demonstrate recent experience in projects of similar size and type in a campus environment.
This is Step 1 of a two-step solicitation process where qualification packages will be reviewed, evaluated, and scored for each submitting firm. The highest-ranking firms will be included as pre-qualified, short-listed Mechanical Contractors. Step 2 will be an invitation to short-listed firms to bid this project.
Project Information
1. The Principal Representative has determined that the entire project shall be substantially complete within 10 calendar months from the date of the Notice to Proceed. The project shall be finally complete, including the delivery of any or all guarantees and warranties, the submittal of sales and use tax payment forms, the completion of the final punch list and the calling for final inspection, within 60 calendar days, if applicable, from the date of substantial completion. In accordance with Article 46 of the General Conditions of the Contract, Time of Completion and Liquidated Damages, failure to complete the work within the agreed number of calendar days shall be considered breach of contract and subject the bidder to liquidated damages to the extent specified in Article 7D of the Design/Bid/Build (SC-6.21) Contractor’s Agreement.
2. The right is reserved to waive informalities or irregularities and to reject any and all Bids.
3. Electronic bid documents will be provided to shortlisted Contractors by the Office of Design and Construction - approximately 11/6/2025.
4. Each Bid shall be submitted on the required Bid Form and must be accompanied by a Bid Bond on State Buildings Programs Bid Bond Form SC-
5.14 in an amount not less than 5% of the total Bid. The Bid Bond may also be (1) a cashier's check or (2) a certified check made payable to the Treasurer of the State of Colorado in an amount not less than 5% of the total Bid. The Bid Bond is submitted as a guaranty that the Bid will be maintained in full force and effect for a period of thirty (30) days after the opening of the Bids for the project.
5. The Bidder promises, in submitting their Bid, that if issued a Notice of Award, they will, within the prescribed time, execute the required Agreement, furnish the required Performance Bond, Labor and Material Payment Bond, Insurance Policy and Certificates of Insurance, or forfeit their Bid Guaranty as Liquidated Damages.
6. For State Public Works, not less than eighty percent (80%) of the labor employed on such projects shall consist of Colorado labor. Colorado labor means any person who is a resident of the state of Colorado at the time of employment.
Scope of Services Mines Heating Plant produces steam that is distributed to many of the buildings on campus supporting both heating and domestic hot water needs.
The heating plant was last renovated in 2018. Existing steam generating equipment was installed in 2018 with the exception of the existing Boiler 5 (B- 5), which was installed prior to that time and has since developed steam leaks and other maintenance issues that render it non-functional. The campus demand has been below 70,000 lb/h historically, but new load is expected to be added to the plant in 2026 that will increase the demand substantially.
With B-5 non-functional, the plant’s fixed firm capacity is less than 64,000 lb/h. As such a new boiler is to be added to replace B-5.
The new boiler will be installed in the existing manufactured building (Heating Plant Annex) that houses existing Boiler B-5. This building has natural gas, steam, feedwater, blowdown, and compressed air piping which can be re-allocated to serve a new boiler. Fuel oil piping is not currently routed to the building and will be added.
Mines has purchased a 50,000 lb/h boiler from Victory Energy Operations, LLC. The selected Contractor will work with Victory Energy throughout the duration of this project.
MINIMUM REQUIREMENTS (provide in writing). Note if firm cannot meet the requirements of Items 7 and 8 herein, the firm will automatically be disqualified.
1. General introduction (cover letter) - provide a simple concise description of your firm, its size, and its capacities. Please include company name, main point of contact, phone number, and e-mail address for the prequalification process.
2. Describe contracting experience on two similar projects of at least $3,000,000 construction value when completed in the last 10 years by your firm doing business under its current corporate name. These should include higher education projects requiring work in an active campus environment.
Include project building names, current owner representative, and Architect/Engineer of Record contact information. Include references and cost information, including contract amount and change order amount. Do not include projects where owner contact is no longer available. Inability to contact references is cause for disqualification. Projects completed out of State by personnel who are not part of the proposed team for this project are not of great value. Local projects of similar scope, accomplished with members of the proposed team, will be of particular interest.
3. Contractors should provide evidence of experience with steam boilers and piping systems, pipe insulation systems, specialized operator controls, DDC controls for HVAC, system balancing, commissioning, metal materials and supports, and electrical power for motors. Contractors should provide evidence of sequencing, scheduling, and managing steam system replacement projects on campuses with occupied buildings, all while maintaining system functionality.
4. Provide resumes, references, and list of recent and current projects for the construction Project Manager, Lead Superintendent, and installers that will be assigned to the project.
5. Provide a list of projects currently under contract, contract value, and completion dates; as well as a statement regarding your firm's ability to staff this project to support the schedule.
6. Provide statements for all projects completed within the last 5 years, identifying if your firm (a) failed to complete a contract; (b) has been involved with a bankruptcy action; (c) paid liquidated damages; or (d) has been involved in litigation.
7. Submit evidence from a bonding company that (a) indicates how long they have done business with your firm and (b) verifies additional bonding capacity of $6,000,000.
8. Affirm that your firm will work with Victory Energy throughout the duration of this project.
