AUTOMATIC TITRATION SYSTEM – 1333ND22QNB640508

SECTION 1

I. INTRODUCTION

THIS IS A COMBINED SYNOPSIS/ SOLICITATION FOR COMMERICAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A SEPARATE WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THE SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES.

This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-07, August 10, 2022

The associated North American Industrial Classification System (NAICS) code for this procurement is 334516. This is a 100% small business set-aside. The small business size standard is 1,000. Simplified acquisition procedures will be utilized. It is being issued using the simplified acquisition procedures under the authority of FAR Subpart 13.5—Simplified Procedures for Certain Commercial Items.

The Government contemplates award of a Fixed Price contract resulting from this RFQ.

II. COMMERCE ACQUISITION REGULATION (CAR) 1352.215-72 INQUIRIES (APR 2010)

Offerors must submit all questions concerning this solicitation in writing, via email, to both the Contract Specialist, Rene Edwards at rene.edwards@nist.gov,. Questions should be received no later than three (3) calendar days after the RFQ is posted September 2nd, 2022 by 9:00am EST. All responses to the questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, the question responses included in the amendment to the solicitation will govern performance of the contract.

BACKGROUND

The Chemical Sciences Division (CSD) at the National Institute of Standards and Technology located in Gaithersburg, MD is involved in the development of Standard Refence Materials (SRMs) that require extensive analysis to provide traceability to SI. For many SRMs or for pure chemical compounds that are used to validate components of SRMs, high-quality assays are required to determine the mass fractions of key materials. For these high-quality assays and for stability measurements of certain SRMs, the Inorganic Chemical Metrology Group uses Redox titrations assay a wide variety of materials in support of our SRM program. The current capabilities of the Inorganic Chemical Metrology Group allow the Redox titrations to either be performed by hand, which is labor intensive, slow, and more prone to human error, on by one in house instrument that is not specifically designed to perform titrations and is usually tied up with the analysis it was built for.

All interested vendors shall provide a firm-fixed-price quotation for the following:

SPECIFICATIONS:

The Contractor shall provide one (1) analytical instrument system that meets the following minimum technical requirements. The Contractor shall install the instrument and provide training as described below.

System Requirements:

General technical requirements:

· Shall be a benchtop titration system

· The titration system must be a new, current model, off the shelf system.

· The system must have a single interface to control all the components of the titration.

· The system must be configured to support control of at least 4 dosing units/burettes if needed for future work.

· Control of the dosing units should allow for both forward and back titrations of a single sample

· The system must be able to use 5 ml, 10 ml, and 20 ml burettes and at least one smaller size (either 1 ml or 2 ml)

· Dosing system shall have a minimum of 10,000 dosing steps for the burette (resolution)

· Fittings and tubing must be compatible with strong acids and strong oxidants.

· All fittings that come into contact with the titrant must be readily replaceable.

· The electrode potentiometer shall have a resolution of ± 0.1 mV or better.

· The system must be compatible with a variety of probes, including but not limited to pH, ion selective electrodes (ISE), and photometric detectors.

· The system must be able to operate with user provided (third party) probes, and off the shelf adaptors must be commercially available for common connections.

· The system must control a stirring unit that interfaces with the titration system

· The system must be configured to support an analytical balance, for future expansion of the system

· The system must be able to support an autosampler, for future expansion of the system.

· Must be able to output titration data (time, volume of solution dosed, electrode potential, etc.) in a data format that can be opened by software not licensed or distributed by the titrator manufacturer, preferably in *.csv format

· Shall have a titration precision of ± 0.1 % RSD within a temperature range of ± 1 °C

· The systems must have at least one USB port to allow transfer of data to another computer, USB flash drive, etc.

· The titration system shall be able to be operated by a local control unit system, but with an option to be controlled by an external PC

· Any addon items required to establish a physical connection with a PC shall be included with the device.

System Requirements:

Essential physical characteristics:

· The system shall be provided with a local control unit if it is not integrated into the unit.

· The system shall be provided with two (2) dosing units and two (2) burettes, (one 5 ml burette and one 20 ml burette)

· Burette cylinders must be made of glass

· Burettes must be compatible with the dosing units provided.

· The system shall be provided with a stirring unit that interfaces with the titration system.

· The system shall be provided with a combination platinum electrode suitable for redox titrations with a junction-free glass pH reference.

· The system must include an operations and maintenance manual, written in English, covering proper operation, routine maintenance, and troubleshooting for the instrument.

· The manual may be supplied in hard copy or electronic format (or both)

Note: This procurement is not being conducted under the GSA Federal Supply Schedule (FSS) program or another Government-Wide Area Contract (GWAC). If an Offeror submits a quotation based upon an FSS or GWAC contract, the Government will accept the quoted price. However, the terms and conditions stated herein will be included in any resultant purchase order, not the terms and conditions of the Offeror’s FSS or GWAC contract, and the statement required above shall be included in the quotation. III. General Instructions for the Technical & Price Quotes:

Quotes shall be prepared in accordance with this solicitation and are required to conform to the provisions of this solicitation and the instructions of this section. To aid in the NIST’s evaluation, the quote must be clearly and concisely written as well as being neat, indexed (cross-indexed as appropriate) and logically assembled. All pages of each part shall be appropriately numbered and identified with the name of the quoter, the date, and the solicitation number. The Technical and Price Quotes shall all be separate and distinguishable from each other.

IV. System for Award Management, SAM In accordance with FAR 52.204-7, the awardee must be registered in the system for award management (www.sam.gov) prior to award. Refusal to register shall forfeit award.

V. FAR 52.212-1, INSTRUCTIONS TO OFFERORS – COMMERCIAL ITEMS

(Reference FAR 12.301(b)(1))

Due Date for Quotations

Offerors shall submit their quotations so that NIST receives them not later than 11:00 AM Eastern Standard Time on September 8th, 2022. FAX quotations shall not be accepted. E-mail quotations shall be submitted directly to rene.edwards@nist.gov.

Please reference the RFQ number in the subject line of email communications and packages mailed. Offerors’ quotations shall not be deemed received by the Government until the quotation is entered in the e-mail box set forth above.

The offeror shall hold the prices in its offer firm for 120 calendar days from the date specified for receipt of offers.

Addendum to FAR 52.212-1, Quotation Preparation Instructions:

Price – A firm- fixed-price for each CLIN.

Offeror's Unique ID and TIN, and POC information: name, telephone no., e-mail address;

Completed FAR 52.212-3, Offeror Representations and Certifications. Reps and certs must be uploaded to the System for Award Management at www.sam.gov

VI. BASIS OF AWARD

The Government will award a purchase order resulting from this solicitation to the responsible offeror whose quotation is technically acceptable, lowest price.

An offers failure to quote all of the part numbers listed above may be considered indicative of the offerors lack of understanding of the Government’s requirements and may result in the offer being determined unacceptable.

Price - The Government will evaluate the offeror's proposed prices to determine whether the proposed prices comply with the instructions articulated above and are realistic, complete, and reasonable in relation to the solicitation requirements. Proposed prices shall be entirely compatible with the technical quotation. For evaluation purposes, the Government will evaluate the total price for all CLINS.

The Government does not intend to enter discussion and may award a purchase order on the basis of initial offers received, without discussions. Therefore, each initial quotation shall contain the offeror’s best terms. Nonetheless, the Government reserves the right to conduct discussions if it is in the best interest of the Government.

SECTION II

If the vendor objects to any of the terms and conditions contained in this solicitation, the vendor shall state “The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:” [Vendor shall list exception(s) and rationale for the exception(s)]. It is the sole responsibility of the contractor to identify in their quote any exceptions to the terms and conditions of the solicitation. If the vendor does not include such a statement, the submission of a quotation in response to this solicitation will be regarded as the Vendor’s acceptance of the Government’s terms and conditions for inclusion into the resultant purchase order.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

Unless otherwise stated in the contract terms and conditions, normal days of business operation are Monday through Friday, excluding Federal Holidays. However, throughout the contract period of performance, there may be circumstances beyond the control of the U.S. Department of Commerce, National Institute of Standards and Technology (NIST), that will impact normal days of business operation, such as inclement weather, power outages, etc. In circumstances such as these, the Contractor must call the appropriate NIST campus status line to verify the operating status:

During a lapse in appropriation, access to Government facilities and resources, including equipment and systems, will be limited to excepted personnel for both Federal employees and Contractor personnel. If performance of the contract is onsite and/or requires Government interaction, unless you have been, or are notified that you are to work under an excepted status, you will automatically enter a temporary work stoppage. The work stoppage shall remain in effect until the lapse is resolved and notification is provided via the NIST website at https://www.nist.gov/ and/or the NIST operating status lines. NIST will provide notification to all contractors that are determined to have excepted status.
