REQUEST FOR INFORMATION (RFI) Number: FIMA01172020 Amendment 0001
1. Will this solicitation replace the FIMA NFIP Transformation solicitation announced at the FIMA industry day last Fall?
This solicitation will not replace the FIMA NFIP Transformation solicitation announced at the FIMA industry day last Fall. The contract for NFIP Transformation services has been previously awarded, contract number GS00Q14OADU145, task order 70FA2018F000000144. This is a follow-on to the Risk Rating and Policy Forms contract, contract number 70FA6018C00000001.
2. How does the government anticipate this project team interacting with the FIMA NFIP Transformation project team?
The Contractor will primarily be providing support the Actuaries at the NFIP. Limited interaction with the Transformation project team may be required, but the primary purpose of the Contract is assisting with the ongoing maintenance of the new rating plan.
3. When does the government intend to release the FIMA NFIP Transformation solicitation that appears to have tasks that intersect with this project?
The contract for NFIP Transformation services has been previously awarded, contract number GS00Q14OADU145, task order 70FA2018F000000144.
4. Task 2: A project manager is not listed as key personnel. Does the government have specific role requirements for the expected project management services?
The Government expects the Lead Actuary to be responsible for the overall management of the project. The PWS is a draft and the key personnel requirements may change.
5. What is the anticipated start date of this contract?
September 2020
6. Does FEMA consider participation by a contractor or subcontractor in the current Risk Rating 2.0 contract to constitute an organizational conflict of interest?
The Government is not currently aware of any organizational conflicts of interest but encourages vendors to communicate any potential OCI concerns with the Contracting Officer.
7. Does FEMA consider participation by a contractor or subcontractor in either the current or upcoming PTS contract, through which the MDI and PFRA models are being developed, to constitute an organizational conflict of interest?
The Government is not currently aware of any organizational conflicts of interest but encourages vendors to communicate any potential OCI concerns with the Contracting Officer.
8. I wanted to ask if this is a new requirement or is there an incumbent contract/contractor currently performing the same or similar work? If so, are you able to provide the contract number and vendor’s name?
The incumbent contractor is Milliman, contract number 70FA6018C00000001 Risk Rating and Policy Forms. That contract was to develop a new rating plan, this upcoming requirement is for the maintenance of the rating plan.
