STATEMENT OF WORK
Technology Assistance for Access and Functional Need Personnel
Dated: 05/15/2018
Requirement:
• To provide Job Access with Speech (JAWS) software and usage training, as well as assistive technology services to the FEMA Region II Regional Disability Integration Specialist (RDIS) for 300 hours over a twelve month period.
• To resolve technical or other adaptive software related computer issues.
• To resolve routine and complex adaptive aid problems.
• To promote access to all FEMA networks, software and systems such as FEKC and
DTS.
Scope:
The primary focus is the JAWS software training and technical assistance services in response to ongoing software updates, software application changes and the provision of a broad range of assistive technology training and technical assistance services/support to be provided to the
RDIS.
Definitions:
The definition of a “broad range” of technology services means that the contractor must have specialized technical expertise, experience, and education in providing direct technical assistance, training, and support to professionals with Access and Functional Needs in the use of assistive technologies that serve a variety of persons with Access and Functional Needs, as well as be able to support in of the internal and external software and systems that are used by FEMA employees, such as the Microsoft office suite (external) Concour, EPP, DTS, FEKC, PPE, WebEOC, and WebTA (internal FEMA systems)
The term “assistive technologies” encompasses both current and emerging computer software and hardware. Additionally, it includes the spectrum of high and low technology devices and services currently available on the market to support the independence and meet the access and functional needs of persons with Access and Functional Needs.
Services:
The services to be provided are as follows:
Provide to the RDIS a broad range of adaptive technology services and assistance that will include but not be limited to the following:
• Providing services that meet the needs of the Regional Disability Integration Specialist and that show evidence that the contractor has proven and substantial experience and expertise in implementing all of the objectives listed below. The contractor must have a minimum of 5 years’ experience in meeting all objectives.
• Assistance and Training on all aspects of the RII social service data base once it is fully accessible and usable by the RDIS and other Regional and external stakeholders.
• Assistance and support in making documents accessible and 508 compliant.
• Providing JAWS training on new released features or as needed.
• Assistance and support in completing all mandatory training requirements by assisting in resolving FEKC accessibility issues.
• Assistance and support in accessing the DTS system, keeping information on the RDIS profile current.
• Participating in trainings to share expertise on making documents accessible and in procuring and using a range of adaptive technologies for persons who are blind and who have low vision.
• Reviewing and providing subject matter expertise on making disability maps accessible to persons with disabilities including persons who are blind and who have low vision.
• Providing limited assistance to the RDIS on short notice on mission critical issues including but not limited to adaptive technology and computer issues.
• Participating as a disability integration team member and adaptive technology subject matter expert on a broad range of adaptive technology trainings, briefings, and periotic meetings.
• Making the necessary visits to the RDIS's home office to resolve the many computer and access tech issues that historically IT could not solve in conjunction and support of the IT department.
• To provide technical assistance and support to the RDIS at the FEMA Region II Regional Response Coordinating Center (RRCC) (located in Colts Neck, NJ) during planned and unplanned exercises, as well as real world events until such time as the RRCC is deactivated.
• To research the most current assistive technologies on the market and provide information and training to the RDIS and assist in recommendations for equipment purchases.
Service Delivery Requirements The contractor must be able to effectively, quickly and responsively solve problems.
Additionally, the contractor must be adaptable to the rapidly changing work priorities/demands, and emergency management needs of the RDIS.
The contractor must be intimately knowledgeable of a wide range of assistive technologies, including blindness technology, to accommodate the needs of the RDIS.
The contractor must, in its proposal, show that it has a minimum of five (5) years’ experience providing a wide range of professional support and assistance on the job in time critical activities using access technology.
The contractor must be able to support in internal and external software and systems that are used by FEMA employees, such as the Microsoft office suite (external) Concour, EPP, DTS, FEKC, PPE, WebEOC, and WebTA (internal FEMA systems)
Availability and Location:
The contractor will be required to be reachable from 9:00 AM to 5:00 PM during normal workdays, and provide services at the RDIS’s current office location and home office (both in the vicinity of NYC). As needed, the contractor’s hours may vary when travel to the RRCC is necessary for exercises and activation. Occasionally, services may be needed at other locations throughout the region that may require specialized contractor assistance. Travel expenses will be reimbursed as per government rates and Federal Travel Regulations.
Expected Outcome of Support:
The contractor will provide support and services in a timely manner, keep the RDIS informed of changes in technology and provide training in these technologies. Additionally, the contractor will provide support to the RDIS for four training sessions for Regional staff (quarterly) on accessible documents, and four training sessions for Regional staff (quarterly) on assistive technologies to support disaster survivors. The contractor will also provide a written quarterly report briefing the RDIS on new assistive technologies and their use.
This must be provided to the Contracting Officer after every training session, or before submission of invoice.
Monthly Invoices:
Include the hours that have been worked, details of the assistance that were provided; and progress of user to become proficient in the use of JAWS.
