1.0 Title: FEMA A/V Catalog of Standardized Meeting Rooms and Technology
2.0 Background
The Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA) relies on robust enterprise audio, visual, and video teleconferencing systems and services to support its day-to-day activities; as well as, mission-critical activities during natural disasters, man-made disasters and other contingency operations
FEMA conference and meeting spaces rely on regularly scheduled briefings, video teleconferences (VTCs), audio teleconferences (ATCs), webinars, collaboration tools and various audio/video informational feeds as a primary means of information sharing, collaboration and operational coordination during disaster operations. These systems will provide support to all FEMA related territories, fixed sites, mobile sites and any declared disaster areas. In order to optimize business processes and meet operational requirements, FEMA’s enterprise audio, visual, and video teleconferencing systems and capabilities and the underlying infrastructure must be well maintained, continuously evaluated, and enhanced or replaced when necessary.
The FEMA A/V Catalog of Standardized Meeting Rooms and Technology was created to bring about consistency and standard for agency’s conference rooms. The products within this catalog has been selected to ensure they work with the architecture and engineering plan for the AV enterprise and are approved by IT Security to be on the FEN.
3.0 Technical Requirements
FEMA has certified several audiovisual and teleconference manufactures and tested this equipment to be workable with FEMA infrastructure. Approve equipment manufacturers include:
Crestron:
• Pro 3 series Control Systems
• Digital Media System Media Presentation systems (DMPS)
• HD Touch screens, both wired and wireless versions
• Scalers, Converters, Extenders, Distribution Amplifiers, Switchers.
• Connect-It Table Caddy and FlipTop cable cubby for cable management at the table
• Wall plates – both pass-thru and DM capable
• Digital Media - Transmitters and Receivers via Cat 6
• Occupancy Sensor (POE)
Extron:
• Scalers, Converters, Extenders, Distribution Amplifiers, Switchers.
• Connect-It Table Caddy and FlipTop cable cubby for cable management at the table
• Wall plates – both pass-thru and DM capable
• Digital Media - Transmitters and Receivers via Cat 6
Fusion
• For AV management, scheduling and tracking room occupancy and room usage. Crestron room scheduling touch panels are usually wall mounted for room scheduling.

Cabling Standards The following are the cabling color standards for the following signals for the AV LAN and FEMA Network:
o Green for DANTE network audio signal (audio signal) o Black for Audio- microphones, speakers o Yellow for AV LAN, Crestron control, Audio DSP, KVM, USB & HDMI extensions, BRG Clocks, Christie hardware, Video Cameras o BLUE- FEMA Network =POTs, VOIP
4.0 FEMA’S AV Room Systems
4.1 Huddle Room or SES Office
Today’s users of technology are forming a new way of tackling the projects, issues, and goals that are brought before them. The New AV Standard allows for users to quickly and efficiently conduct drop-in meetings by use of a Huddle Room (or alternatively within a SES Office).
Use of a Wall-mounted display, and a Wall-mounted All-in-one VTC device, controlled by a touch panel with a standardized control system allows for users to quickly join meetings and begin collaborating. The Huddle/SES Rooms offer a choice between using an established FEMA VTC Connection or BYOD connectivity. BYOD is hereby defined as a Bring Your Own Device, such as a FEMA Laptop that can conduct a meeting via Jabber/MOVI or Teams
Basic components –
• Cisco Webex Room Kit Mini or Crestron Mercury tabletop
• 2-6 Person Capacity
• Single display size of 50-55” (NEC 4K Display with Integrated TV Tuner)
• Tabletop Conferencing Phone
• Primary Room Functionality consisting of:
o Phone Calls o BYOD software-based webinar/VTC calls (TEAMS, MOVI. Etc.)
o Crestron Control System o Local Presentation from BYOD laptop o Television
• SIP VOIP License, if required
• Flat panel display mounted on the wall with HDMI/USB and Network cables for quick connect of BYOD laptops
• Crestron Fusion Enterprise AV Monitoring hardware with Fusion integration for remote control.
Note: The cost is for AV system only and does not include facility construction charges for room preparation or furniture cost.
4.2 Standard VTC Conference Room
Primary room function is for a presenter who is lecturing, teaching, or having a demonstration to an audience.
Traditional meeting spaces where people can meet to share and present ideas from a variety of sources – laptops, mobile devices, In-room computers, cable TV, Bluray, etc. Included both wired and wireless connectivity and have multiple input and control locations.

• Crestron Fusion Enterprise AV Monitoring hardware.

4.3 Executive Conference Room
The Executive Conference room builds off of the Standard Conference room and includes the easy to use and more capable touch panel with fully featured AV Control system. Executive Conference Rooms give the user the ability and the freedom to present Large amounts of information with a greater reach. The Primary function of an executive conference room would be more along the lines of Full-Service Audio/Visual (VTC/ATC/Presentation).

4.4 Divisible Meeting Rooms (A-B-C dividable)
The divisible and multi-purpose meeting rooms are equipped with the most up to date cutting edge technology in order to be able to transform a standard conference space, into a larger venue in order to further serve all client needs. The Room supports Wired and wireless presentation, and remote presentation via streaming and video conferencing. Supports lecture and content capture. Room used able to be used to train agency employees. Other uses are for providing demonstrations to clients and business partners. The system utilizes the most up to date digital media as an integral part of the presentation (HDMI and DisplayPort). This style of room is most typically installed with a 3-bay Credenza Rack in order to fully support the 4+ displays in the room.
