STATEMENT OF WORK

Dated: 7.26.18

Title: Develop “Ready Consular” Workshop for FEMA Region II

FEMA Region II wants to create a workshop, combining elements of general disaster preparedness and business continuity, which can energize and empower the consulates within

New York City that serve the thousands of foreign nationals visiting or working within the New

York Metropolitan area.

New York City is home to 108 foreign consulate offices, with additional offices in New Jersey.

These offices serve the needs of millions of visitors, students, and workers who travel to the

United States each year. In disaster situations, these foreign nationals can face unique challenges during and after disasters. The aim of this workshop is to better prepare the consulate offices to anticipate and address those needs.

Project Objectives

The purpose of the Region II Preparedness Division is to increase preparedness among the whole of community. To this end, we want to develop a workshop that can encourage the participation and preparedness of foreign consulate offices which provide critical services foreign nationals within the United States. This workshop should be a combination of both presentation and scenario-based discussion, that seeks to provide information on how to engage better with foreign nationals, how to coordinate with local and federal agencies, and exchange best practices on continuity of operations among consulate planners.

Project Goals

Conduct a survey of consulate offices to identify top 3 training needs for the workshop.

Develop format and agenda for a 1-day workshop

Working with FEMA and State Department, develop up to three presentations (30 – 45 minutes each).

Create workshop materials, to include Powerpoint Presentation, Workshop Participant

Manual, and Participant Feedback Form

Finalize graphics and materials, and print up to 500 workshop handbooks (no more than

20 pages), 1 poster, table tent cards, and badges.

Assist in the delivery of 3 workshops in New York City.

Submit an Executive Summary of Discussions from each workshop, to include participant feedback.

Provide FEMA with recommendations on how to improve workshop for future deliveries by FEMA Regional staff.

SCOPE OF WORK

FEMA Region II Ready Consular Workshop: A lead contracting partner will work with the staff of FEMA Region II’s Individual & Community Preparedness team, the U.S. State

Department and possibly designated State or local partners to develop the workshop material.

The workshops will be conducted in a location to be determined during the planning, but limited to the New York City. The contractor will develop and print workshop materials, including presentations, scenario based discussions, and participant feedback. The consultant will assist in the conduct of two workshops, and provide FEMA with a summary of the discussions and challenges identified by participants, as well as a separate list of recommendations on how

FEMA can improve the workshop for future deliveries.

General Support to all activities will include:

Assist in coordination of meetings with planning team, including taking meeting minutes

Provide staffing support and agenda planning

Deliverables: The contractor will prepare and provide the following information:

a) Meeting minutes from planning meetings

b) Workshop Participant Manual

c) Up to 3 Powerpoint presentations for preparedness or business continuity lectures

d) Powerpoint presentation to guide discussions

e) Printing of up to 500 manuals, 1 poster, table tent cards and badges.

f) Participant Feedback Form

g) Conduct 3 workshops

h) Executive Summary of Discussions from 3 workshops

i) Final report of recommendations for FEMA to improve workshop delivery in future
