STATEMENT OF WORK

Dated: 07/24/2018

Title: Develop THIRA Workshops for Institutions of Higher Education

FEMA Region II and Region III would like to develop a series of workshops to be conducted at colleges and universities to provide public safety planners with an overview of the FEMA Threat

Hazard Identification & Risk Assessment (THIRA) process and how it could apply to their capabilities-based emergency operations planning.

Project Objectives

The purpose of the Regional Preparedness Division is to increase preparedness among the whole of community. There hundreds of colleges, universities, and other institution of higher education within FEMA’s Regions II & III, serving millions of students. In New York City alone, there are

450,000 students attending colleges. Many factors influence the vulnerability of these students, making it imperative that campus public safety planners are provided with the latest and best tools to ensure they are prepared for any emergency.

We want to develop a workshop that delivers information on FEMA’s THIRA process and how capabilities-based planning can be an effective tool for campus public safety planners. This workshop should be a combination of both presentation and scenario-based discussion that seeks to promote the exchange of ideas and best practices among colleges, universities, and other educational institutions.

Project Goals

Develop format and agenda for a 1-day workshop

Working with FEMA finalize topics for presentations and develop up to 3 short presentations (30 – 45 minutes)

Create workshop materials, to include Powerpoint Presentation, Workshop Participant

Manual, and Participant Feedback Form

Assist in the delivery of 4 workshops in FEMA’s Region II and III *

Submit an Executive Summary of Discussions from each workshop, to include participant feedback.

Provide FEMA with recommendations on how to improve workshop for future deliveries by FEMA Regional staff.

*Locations likely to be in the areas of NY, NJ, and PA.

SCOPE OF WORK

A lead contracting partner will work with the designated preparedness staff of FEMA Region II and III, and possibly designated State or local partners to develop the workshop material. The contracting partner will provide support to the conduct of four (4) in-person workshops, to include assisting with registration and sign-in, facilitating, or other administrative tasks during the conduct. The contractor will develop workshop materials, including presentations, scenario based discussions, and participant feedback forms that FEMA can use to sustain the program after the consultancy has concluded. The consultant will provide FEMA with a summary of the discussions and challenges identified by participants in each of the workings in a Rolling

Summary of Discussions, as well as a separate list of recommendations on how FEMA can improve the workshop for future deliveries.

FEMA will be responsible for arranging for the venue.

General Support to all activities will include:

Assist in coordination of meetings with planning team, including taking meeting minutes

Provide staffing support and agenda planning

Deliverables: The contractor will prepare and provide the following information:

a) Meeting minutes from planning meetings

b) Workshop Participant Manual

c) Up to 3 Powerpoint presentations for preparedness or business continuity lectures

d) Powerpoint presentation to guide discussions

e) Participant Feedback Form

f) Conduct 4 workshops

g) Executive Summary of Discussions from 4 workshops

h) Final report of recommendations for FEMA to improve workshop delivery in future
