FDLE’s mission is to promote public safety and strengthen domestic security by providing services in partnership with local, state, and federal criminal justice agencies to prevent, investigate, and solve crimes while protecting Florida’s citizens pursuant to Chapter 943, FS, and Chapter 11, FAC.

To help fulfill the mission of the agency, FDLE maintains a diverse aviation fleet including fixed wing aircraft, rotary wing aircraft, and unmanned aerial vehicles. These aviation vehicles support FDLE by providing aerial surveillance, enforcement, detection, and relief operations. Advanced

surveillance technology ensures FDLE is capable of gathering relevant information while effectively and efficiently utilizing its resources.

Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):

Overwatch Imaging's artificial intelligence (AI)-enabled ASO software technology provides advanced features including automated object detection, wide area search patterns, edge-based real-time processing, multispectral data analysis, and tailored automation for aviation missions.

Overwatch Imaging's ASO software technology is designed to integrate with and enhance FDLE's existing aircraft and sensor systems. This technology will enable real-time, automated data analysis, decision making, and actionable intelligence which will enhance FDLE's ability to effectively survey and respond to situations.

This is proprietary technology and Overwatch Imaging does not currently have any authorized resellers of the ASO software technology.

Prospective vendors are requested to provide information regarding their ability to supply the commodities or contractual services described. If it is determined in writing by the agency, after reviewing any information received from prospective vendors, that the commodities or contractual services are available only from a single source, the agency shall provide notice of its intended decision to enter a single-source purchase contract in the manner specified in Rule 60A- 1.045, Florida Administrative Code, and section 120.57(3), F.S.
