STATEMENT OF WORK

Audio Visual Upgrade

Food and Drug Administration (FDA), Center for Devices and Radiological Health (CDRH) Office of Communication and Education (OCE)

Conference and Meeting Support

1. Background The Food and Drug Administration’s (FDA’s) Center for Devices and Radiological Health (CDRH), has a mission to protect the public health by ensuring the safety and effectiveness of medical devices. More specifically, CDRH assure that patients and providers have timely and continued access to safe, effective, high quality medical devices and safe radiation emitting products. We provide consumers, patients, their caregivers, and providers with understandable and accessible science based information about the products we oversee. We facilitate medical device innovation by advancing regulatory science, providing industry with predictable, consistent, transparent, and efficient regulatory pathways, and assuring consumer confidence in devices marketed in the U.S. Additionally, under the Safe Medical Devices Act of 1990, CDRH has established an International Staff to coordinate the development of agreements with foreign countries to facilitate trade in devices. CDRH is also responsible for helping to speed innovations that make medical devices more effective, safer and more affordable.

The Food and Drug Administration (FDA) Center of Medical Devices and Radiological health (CDRH) is responsible for one (1) atrium located in Building 66 of the FDAWhite Oak Campus and thirty four (34) conference/meeting/training rooms on the FDA White Oak Campus, located in Building 66. These rooms host events for Government and non Government entities.

2. Objective The objective of this requirement is to assess the Audio Visual Enhancements required, procure and install Audio Visual Enhancements for six (6) of the conference/meeting /training rooms that CDRH identifies based on immediate need of upgrade.

3. Requirements The conference rooms are G258, G264, 2576, 3576, 4576 and 5578. Conference rooms G258 and G264 are configurable rooms with limited audio visual components. Conference rooms 2576, 3576, 4576, and 5578 are non configurable rooms with preexisting audio visual equipment.

Audiovisual equipment shall be installed in a two or four door storing credenza. All rooms require new design and equipment for local sound reinforcement, broadcasting capabilities, cable management and video streaming.

Room Descriptions

General Requirements

The Contractor shall complete the following:

Conduct a mandatory on site walkthrough with CDRH staff to acquire requirements for design/build AV systems project. The site is located at 10903 New Hampshire Ave, Silver

Spring, MD 20993 WO66. Site contact for walkthrough will be Jermar Mullen, cell phone 240 731 1457.

Create systems documentation and drawings for the systems signal and path routes.

Submit in writing results of the on site walkthrough and the project requirements set forth by the CDRH. Specify appropriate equipment to complete the project outcome or suggest alternate system and/or equipment that will effectively interface andintegrate system requirements.

Provide all labor, materials, transportation and equipment to complete the furnishing, installation, assembly, set up and testing of the systems, along with equipment provided by the CDRH, per the included list.

Provide installation which may take place during the weekand weekends both days and evenings.

Purchase, deliver, assemble, test, and modify audiovisual equipment as specified onthe completed equipment list.

Furnish and install all necessary conduit, cabling, boxes, conversion, routing and switching equipment, and programming labor required for complete and fully operational systems.

Mark all cables, regardless of length, with permanent, non handwritten number of letter cable markers within six inches of booth ends. There shall be no unmarked cables at any places in the system. Marking codes used on cables shall correspond to thecodes shown on system drawings.

Warranty the entire system installation for a minimum of one year from the date of system acceptance by the CDRH. Component warranties shall be honored for the term established by the manufacturer, if greater than one year.

Provide a designated supervisor present and responsible on the project site duringall phases of the installation and testing of the project.

Test audiovisual systems and demonstrate that they are functioning effectively.

Provide training sessions on completed systems at reasonable convenience of the CDRH during normal CDRH business hours.

Under the warranty, return within the first 30 days after the systems have been turned over to the CDRH for additional system configuration and fine tuning.

Provide the source code for the control system to the FDA upon completion ofproject installation.

Provide any painting or patching of walls, ceiling tile finishing work, and other related work

4. Deliverables AV integration should include the following: local sound reinforcement, broadcasting capabilities. video streaming and cable management.

The Contractor shall enhance the quality of Audio Teleconferencing calls providing fast, simple and user friendly operations allowing end users to successfully conduct collaborative meetings.

The selected vendor shall design and install a sleek, modern and without exposed cabling Audio Visual system. The system should also include thought for future system expansion.

Audio and Video

• Integrated Audio for web based meeting platforms i.e. WebEx, GoToMeeting

• Audio conferencing unit compatible with CDRH Cisco call manger

• All audio signals are routed through a digital audio processor that provides the feedback suppression, echo and room noise cancellation to enable the appropriate signal distribution and audio control needed for rooms

• Dialing operations are done from the AV control touch screen or physical dialer

• Microphones that provide excellent coverage and intelligibility i.e. boundary microphones, desktop gooseneck microphones or mic arrays

• Playback of computer audio and video sources thru ceiling or wall mounted speakers

• Audio conference calls to be heard through these same speakers

• Sound reinforcement of audio (in room)

• Acoustical sound treatment to enhance sound of room

• Wall or ceiling mounted PTZ Camera Cable management

The Contractor shall provide a simple and convenient solution for managing all cables. Design must be Ideal for keeping cords organized and room looking professional.

The Contractor shall provide a single unified AV control system utilizing a wireless, touch screen that includes a docking/charging station. The system shall provide the reliability of a "wired" panel, as the touch screen is charged and active whenever it is in the docking station along with the flexibility of a wireless panel. The touch screen is programmed to provide a logical, easy to use AV interface for the non technical user.

The control functions shall include:

• System on/off with user selectable auto shut down time

• Presentation Presets – simple one button selection of up to three of themost common configurations

• Display –power, picture mute, auto PC adjust, input selection

• Visual source – computer source

• Audio Teleconference operation – dialing controls, microphone mute, speaker mute, volume

• Program Volume – up / down / mute

• Microphone Volume – up / down / mute

5. Inspection and Inspection The COR will review contractor deliverables in accordance with specifications and standards stated in the criteria stated above.Only the COR has the authority to accept or reject deliverables.

6. Period of Performance The period of performance shall be no longer than 6 months from the date of award.

7. Place of Performance The Contractor shall provide the requirements at the following location:

8. Contract Type This is a firm fixed price order.

10. Contracting Officer Authority The Contracting Officer (CO) is the sole person authorized to make or approve any changes in any of the requirements of this order and notwithstanding any provisions contained elsewhere in the order, the said authority remains solely with the CO. In the event the Contractor makes any changes at the direction of any person other than the CO, the change shall be considered to have been made without authority an no adjustment will be made in the delivery order terms and conditions, including price. The CO shall be the only individual authorized to accept nonconforming work, waive any requirement of the order and modify any term or condition of the order. The CO is the only individual who can legally obligate Government funds.

The Contracting Officer’s Representative (COR) or Project Officer is not authorized to make any commitments or otherwise obligate the Government or authorize any changes which affect the order price, terms or conditions. The COR/Project Officer is responsible for the technical aspects of the project and serves as the technical liaison with the Contractor and is responsible for the final inspection and acceptance, and such other responsibilities as may be specified in the order.

11. Order of Precedence The Contractor shall follow the terms and conditions of this contract. Should the Contractor include any additional terms and conditions resulting in conflicts between this document and the Contractor’s document, the Order of Precedence shall be as specified in FAR Clause 52.212

4. The Contractor shall not auto renew any subscriptions, licenses, maintenances and services not authorized under this contract.

12. Physical Security The contractor shall be responsible for safeguarding all government property provided for contractor use. At the end of each work period, all government facilities, equipment and materials shall be secured.

13. Vehicle Entry Pass The contractor’s personnel shall obtain and maintain the following pass and identification items:

FDA Vehicle/Entry pass, which shall be used for work and entrance to provide AV service calls.

Contractor’s personnel shall report to the COR prior to start of work and return when complete.

14. Other Administrative Information The Government will

Make the project work space available during regular business hours wherepossible, but evenings and weekends may be required to complete work.

Coordinate with the Contractor to schedule the work space for the installationwork.

Provide the Contractor with updated project plans, schematic drawings, and a schedule overall project dates.

Provide all LAN, telephone line drops at the equipment rack location Provide existing client furnished equipment in good working order for integrationinto the audiovisual system Provide Contacts on site authorized to sign for receipts of equipment and assignsecure storage for equipment and tools.

(d) In the event of a modification(s) to this contract or order, which adds new EIT supplies or services or revises the type of, or specifications for, supplies or services, the ContractingOfficer may require that the contractor submit a completed HHS Section 508 Product Assessment Template and any other additional information necessary to assist the Government in determining that the EIT supplies or services conform to Section 508 accessibility standards.

17. Instruction to Quoters Please read these instructions carefully. All items required to be included in the quotation as delineated in these instructions must be provided in Quoter’s quotations.

Quoter shall submit a quote no more than 10 pages.

Quoters providing quotations must clearly state the overall cost to theGovernment.

Quoters shall submit all assumptions in their quotation.

Quoters shall submit all applicable terms and conditions in full text as attachments, appendix, or exhibits.

Quoters are advised that additional terms and conditions submitted with their quotation that are in conflict of the terms and conditions of this solicitation may be deemed as technically unacceptable and may not be considered for award.

Pre quote submittal conference:

During the period of 07/06/2020 – 07/10/2020, with at least a (1) business day lead/time notification, Contractors are able to complete a site visit between the hours of 9:00 am and 3:00 pm. The number of attendees must be limited to only those necessary; to adhere to current requirements we will require the names of the persons so we can properly report the anticipated number of persons expected to be on campus. All participants must observe the White Oak facility requirement of wearing a mask while on campus and observing any social distance protocols communicated upon entry.

12. Evaluation and Award Basis The Government shall award a firm fixed price contract resulting from this solicitation to the responsible Quoter using a lowest priced, technically acceptable methodology. The Government will issue award to the Quoter that is determined to be technically acceptable and the lowest priced. To be deemed technically acceptable, Quoter must demonstrate the proposed solution meets or exceeds the salient functional characteristics contained in the statement of work.
