FDA-RFQ-16-166766 Page 1 of 9 Attachment 1: Automation Survey SOW Statement of Work (SOW) Survey Automation and Customer Satisfaction/Employee Engagement
Food and Drug Administration (FDA)/CDER/OM Customer Satisfaction, Customer Engagement and Employee Engagement Survey Tool for CDER Background The Center for Drug Evaluation and Research (CDER) is the arm of FDA responsible for the evaluation of new drugs before they can be sold. The Center’s view of new drug applications provides doctors and patients with the information they need to use medications wisely and to prevent misinformation from being circulated to the public. The Office of Management (OM) is the executive arm of CDER charged with ensuring the Center’s business activities are carried out in an ethical, results-oriented and performance based manner in order to ensure good stewardship of the public’s trust. In 2015, OM was reorganized to optimize productivity, efficiency and effectiveness. In 2016, the OM Director established four Administrative Goals for the Center including: 1) reduce administrative burden, 2) enrich customer satisfaction, 3) operate with CDER-wide standard processes, and 4) increase employee engagement.
Objectives To acquire Automated Survey Software as a Service to collect, consolidate and report on customer satisfaction, customer engagement and employee engagement or pulse surveys. These surveys would be used across the Office of Management as well as within individual divisions and the Immediate Office to measure progress and/or trends supporting our annual Federal Employee Viewpoint Survey results.
Scope FDA CDER requires a survey tool that will capture customer and employee feedback and will report on those results in real time. Estimated Administrative Users/license for up to 8 people. Expected responses are up to 10,000. Onsite training should be inclusive of the licensing pricing for up to 15 people on site 4 times a year.
Product Requirements FDA CDER requires a solution that supports customer and employee feedback surveys that will be flexible enough to create new surveys for the entire CDER workforce. The tool needs to support the following functions:
Survey Analysis Features and User Interface:
The platform allows the display of different questions or choices to respondents taking the survey on a mobile device. The platform provides suggestions on improving the survey experience for mobile devices. The platform offers reformatting of likert scale questions for mobile devices to an accordion style rendering. The platform offers a mobile and desktop preview of the survey side by side.
The platform offers a global resource library of hundreds of surveys, questions and images that can be used for easy survey creation. Libraries can be customized for Agency, Department or organizational access that can exist exclusive to organizational users with best practices and previous work captured for re-use.
The platform offers hundreds of question types available out of the box.
The platform offers matrix table questions that support single answer, multiple answer, text entry, dropdown selection, graphical selection, profile, constant sum, dragable rank order, pick group and rank classification and MaxDiff options out of the box.
The platform supports heat map or clickable image question types The platform can embed images , videos, and other multi-media to be inserted into both answer choices and survey questions.
The platform supports the ability for respondents to upload or attach a file to a question into the survey. The platform has out of the box discrete choice, MaxDiff, and conjoint analysis capabilities. The platform automatically calculates a utility through conjoint analysis.
The platform offers dynamic text and personalization capabilities within the survey.
The platform offers custom branded themes or survey templates that can be applied to any and all surveys.
The platform has advanced logic capabilities to only show questions to applicable respondents. The platform has branch logic capabilities to branch respondents down different survey paths. The platform handles complex Boolean logic with both AND if and OR if statements. Logic can be based off of survey questions and saved respondent data, device type, GeoIP or quotas and quota fulfillment.
The platform handles true randomization, balanced randomization, and subset randomization. The platform offers choice randomization, question randomization, and the randomization of question groups. The platform can randomly assign respondents to different segments or groups. The platform can maintain a fixed display order for specific items while also randomizing all other choices.
The platform can manage multiple quotas and quotas using Boolean logic. Quotas can be based on survey questions, meta information or other quotas. Quotas can be set by frequency or percentages. Quotas can be set to start, restart and end on specific dates.
The platform allows the recoding of values and variable names of the answer choices. The platform allows the recoding of questions seen but unanswered questions for better analysis.
The platform allows math operations within the survey. The platform allows the user to set up grading and scoring capabilities. The platform can automatically show respondent scores and grades after every survey question or at the end of the survey/assessment. The platform allows multiple scoring categories and output a value for each.
The platform tracks the total response time for each respondent. The platform can track how long a respondent spends on a specific page or question in the survey/assessment.
The survey allows respondents to save their progress and finish their survey where they left off- even on a different device.
Emails can be scheduled, managed and customized for invites, follow up reminders, triggers based on a response to an individual question, and personalized. The first question of the survey can be embedded into the body of an email to capture the answer and begin the survey from the body of the email without clicking a url to begin.
The platforms reporting is easy to use, advanced and displays results in real-time. The reporting interface is point and click and drag and drop. The platform reporting offers time series and longitudinal capabilities. It allows for full customization, and offers individual response summaries and reports.
