Notice of Intent to Sole Source

Date: August 14, 2019

Subject: Requirement for Calibration and Preventive Maintenance Services for Instron instruments.

This is a notice that the U.S. Food & Drug Administration intends to issue a Sole Source award to Instron Instruments. The Government intends to issue a sole source award in accordance with FAR 6.302-1, only one responsible source and no other will satisfy the agency requirements for the above stated service. The purpose of this procurement is for Calibration and Preventive Maintenance Services for Instron instruments in the FDA OSEL’s Division of Applied Mechanics (DAM).

The following Instron instruments/equipment require Calibration and Preventive Maintenance Services:

A. Instron mechanical testing machines:

1. System ID: 44R1125C6054

2. System ID: 4465C11343J

3. System ID: E3000R3703

B. One (1) Instron stent fatigue system with 13 Instron load cells C. Fourteen (14) Instron load cells D. One (1) Extensometer associated with these systems.

This requirement can be satisfied by one known responsible source, as Instron stated they are the only authorized party to provide preventative maintenance services on Instron Equipment.

This will be a firm fixed price award.

This notice of intent is not a request for competitive quotes. However, all responsible sources may submit a capability statement to Sarah Hussain, sarah.hussain@fda.hhs.gov in writing and must be within seven (7) days after date of publication of this notice which may be considered by the agency. A determination by the Government not to compete as a result of information received is solely within the discretion of the Government.

Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
