Web-Based Access to TrialTrove & PharmaProjects (or equal)
1. Background:
The Office of Strategic Programs (OSP) is seeking access to the web version of Trialtrove and API access to Trialtrove and PharmaProjects, a product of Citeline platform with clinical trial protocol data and detailed drug level data.
PharmaProjects, a Citeline product subscribed by FDA library contains highly detailed profiles of over 60,010 drugs, covering all drugs for all diseases, from the preclinical to commercialization stage.
Drug development information is collected from >35,000 publicly available sources and this is updated in real time. There is flexibility to drill down to precise results, using advanced search fields to combine criteria and build custom complex queries.
Trialtrove data integrated with PharmaProjects, a Citeline product subscribed by FDA library will help analysis of use of biomarkers to add value to the regulatory research performed by the FDA staff. The results consist of tables and graphics which, with the built-in tools, can be further explored to understand better the significance and patterns in the data in biomarker integration in drug development pipeline. Access to this information will assist in understanding the drug development pipeline and allow us to build predictive workload forecasting algorithms to enable our commitment towards Resource Capacity Planning.
2. Scope/Requirements/Deliverables:
The web-based subscription will be used to evaluate the landscape of the drug development process. The knowledge of this landscape and awareness of how biomarkers and their contexts of use is evolving will inform the regulatory scientists on the trends and gaps in drug development.
All of the following system requirements are minimum requirements. Equivalent requirements that differ from these minimum requirements shall be justified by the proposing vendor and evaluated by the FDA prior to purchase
Minimum Performance Requirements
The TrialTrove & PharmaProjects shall have the following minimum salient characteristics:
• Ability to individually authorize user accounts up to number award in solicitation
• Ability to integrate additional access for TrialTrove and API to existing user accounts for
PharmaProjects, if already provisioned via other subscription previously obtained
• Ability for named users to access TrialTrove website for identification of trials and other clinical information to also be relatable back to PharmaProjects website
• Ability to export information from the TrialTrove website utilizing a Comma Seperated Value
(CSV) or Microsoft Excel (XLS/XLSX) file
• Ability to access Application Programming Interface (API) for PharmaProjects and TrialTrove data via individually named users or a team authorization with no restriction as to quantity of information available to export
• Further API should utilize REST (Representation State Transfer) or SOAP (Simple Object Access Protocol) interface to transmit information
3. Delivery Location & Government Point of Contact:
Satisfactory performance of this contract shall be deemed to occur upon performance of services described above or and upon acceptance by the Contracting Officer, or the COR, of these products/services to the address listed below:

Vendor must call the Government POC at least 48 hours prior to delivery. Unless otherwise specified, deliveries shall be made to the Delivery Point specified above, Monday through Friday (excluding Federal Holidays see below between the hours of 8:00 a.m. and 4:00 p.m. in accordance of the delivery location time zone (Eastern Time, Central Time, or Pacific Time). Supplies or services scheduled for delivery on a Federal holiday shall be made the next business day. Delivery must be inside the facility.

6. Inspection and Acceptance:
The Project Officer will perform inspection and acceptance of equipment, installation and services to be provided. The Project Officer – to be determined upon contract award - is the authorized representative of the Contracting Officer.
A final inspection and acceptance of all work performed, reports and other deliverables will be performed by the Government to ensure the services/products provided meet the requirements of the Statement of Work (SOW) at the time of delivery, and the contractor shall make changes as requested during the inspection and acceptance process.
Inspection and acceptance will occur at the place of performance and take place within 1 business day of task being completed. The Government will provide written notification of acceptance or rejection within 2 business days. Inspection will include review of the deliverables to ensure adequacy.
The Government will accept goods, reports and services only if they conform to all terms and conditions of the SOW, and satisfy the performance standards developed under this SOW.
The Government will reject non-conforming products and services. The Contractor shall correct any deficiencies within two 2 business days of when the Government issues the rejection notice. If the Contractor cannot correct the deficiencies within this time frame, the Contractor shall immediately notify the COR of the reason for the delay and provide a proposed corrective action plan within 1 day via email.
7. Security
It is not anticipated that the contractor will be exposed to sensitive Agency information or data.
But, the contractor agrees that the contract personnel will not divulge or release information or data developed or obtained in connection with performance of this contract, unless made public by FDA or upon written approval by the COR. FDA will retain all data rights and access upon completion of the tasks.
8. Invoicing Instructions

*** Acceptable methods of delivery include: E-mail (preferred) and Standard Mail.
B. Invoices submitted under this contract must comply with the requirements set forth in FAR Clauses 52.232-25 (Prompt Payment) and 52.232-33 (Payment by Electronic Funds Transfer System for Award Management) and/or other applicable FAR clauses specified herein. To constitute a proper invoice, the invoice must be submitted on company letterhead and include each of the following:
(i) Name and address of the contractor;
(ii) Invoice date and invoice number;
(iii) Contract/Order number (including a reference to any base award for Indefinite- Delivery/Indefinite-Quantity Contracts or Blanket Purchase Agreements);
(iv) Description, quantity, unit of measure, unit price, and extended price supplies delivered, or services performed, including:
(a) period of performance for which costs are claimed;
(b) itemized travel costs, including origin and destination;
(c) any other supporting information necessary to clarify questionable expenditures;
(d) the contractor shall include the Contract Line Item/Funding line item for each description, quantity, unit of measure, unit price, and extended price supplies delivered, or services performed;
(v) Shipping number and date of shipment, including the bill of lading number and weight of shipment if shipped on government bill of lading;
(vi) Terms of any discount for prompt payment offered (Prompt Payment terms other than NET 30);
(vii) Name and address of official to whom payment is to be sent (must be the same as that in the purchase order/award, or in a proper notice of assignment)
(viii) Name, title, and phone number of person to notify in event of defective invoice;
(ix) Taxpayer Identification Number (TIN);
(x) Electronic funds transfer (EFT) banking information, including routing transit number of the financial institution receiving payment;
(xi) Name and telephone number of the FDA Contracting Officer Representative (COR) or other Program Center/Office point of contact, as referenced on the award;
(xii) For all Time-and-Materials and Labor-Hour Awards, Contractor is required to attach an invoice log addendum to each invoice which shall include, at a minimum, the following information for contract administration and reconciliation purposes:
(a) list of all invoices submitted to date under the subject award, including the following:
(1) invoice number, amount, & date submitted
(2) corresponding payment amount & date received
(b) total amount of all payments received to date under the subject contract or order
(c) and, for definitized contracts or orders only, total estimated amounts yet to be invoiced for the current, active period of performance;
(xiii) Any other information or documentation required by the award.
C. An electronic invoice is acceptable if submitted in adobe acrobat (PDF) format. All items listed in
(i) through (xiii) of this clause must be included in the electronic invoice. Electronic invoices must be on company letterhead and must contain no ink changes and be legible for printing.
D. Questions regarding invoice payments should be directed to the FDA Payment Office at the e-mail address provided above in Section A.
9. Clauses:
52.217-8 Option to Extend Services (November 1999)
The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months.

(d) Comptroller General Examination of Record. 10. Section 508 Standard Compliance
Deliverables will conform to 36 CFR Part 1194.41, "Information, Documentation and Support," and 36 CFR Part 1194.24 "Video and Multimedia Products" which are of particular importance with regard to all written, graphical or broadcast, video materials or products produced for HHS (to include training).
36 CFR Part 1194.41 outlines the requirements supporting services for products accommodating the communication needs of end-users with disabilities. The deliverables will be provided in Microsoft Word and Adobe PDF formats and compatible with versions currently used at FDA.
C.A. Section 508 This language is applicable to Statements of Work (SOW) or Performance Work Statements (PWS) generated by the Department of Health and Human Services (HHS) that require a contractor or consultant to (1) produce content in any format that could be placed on a Department-owned or Department-funded Web site; or (2) write, create or produce any communications materials intended for public or internal use; to include reports, documents, charts, posters, presentations (such as Microsoft PowerPoint) or video material that could be placed on a Department-owned or Department-funded Web site.
Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. 794d) requires Federal agencies to purchase electronic and information technologies (EIT) that meet specific accessibility standards. This law helps to ensure that federal employees with disabilities have access to, and use of, the information and data they need to do their jobs. Furthermore, this law ensures that members of the public with disabilities have the ability to access government information and services.
There are three regulations addressing the requirements detailed in Section 508. All contractors (including subcontractors) or consultants responsible for preparing or posting content intended for use on an HHS-funded or HHS-managed Web site must comply with applicable Section 508 accessibility standards, and where applicable, those set forth in the referenced policy or standards documents below. Remediation of any materials that do not comply with the applicable provisions of 36 CFR Part 1194 as set forth in the SOW or PWS, shall be the responsibility of the contractor or consultant retained to produce the Web-suitable content or communications material.
The following Section 508 provisions apply to the content or communications material identified in this SOW or PWS:

11. Instructions to Quoters
All Quoter’s who can provide these items are strongly encouraged to submit a quote.
Quotes are due no later than 12:00 PM (Eastern Time) on May 29. 2019.
Quoter’s shall submit quotes via email to kyle.smith@fda.hhs.gov that comply with all technical requirements of the solicitation and contain the best terms from a price standpoint.
Quoter’s shall submit all assumptions in their quotation. All Quotes shall remain valid for a through 9/30/19.
Quoter’s shall submit all applicable terms and conditions in full text as attachments, appendix, or exhibits.
Quoters are advised that additional terms and conditions submitted with their quotation that are in conflict of the terms and conditions of this solicitation may be deemed to be technically unacceptable and may not be considered for award.
Open Market items will be accepted.
12. Evaluation
FDA will evaluate all quotes received in response to this RFQ by using the lowest-price-technically-acceptable (LPTA) methodology. Quotes must meet all the salient functional characteristics and http://www.acquisition.gov/ http://www.section508.gov/ mailto:kyle.smith@fda.hhs.gov requirements of this solicitation in order to be considered technically acceptable. FDA will issue the award to the Quoter whose proposed solution meets all technical requirements, including the Terms and Conditions identified within the solicitation, and whose overall price is lowest. Quoter’s are advised that additional terms and conditions submitted with their quotation that are in conflict of the terms and conditions of this solicitation may be deemed technically unacceptable and may not be considered for award.
