This synopsis is hereby issued in accordance with FAR Part 5.203 and FAR 13.501(a) in response to the mandatory requirement for a 15-day notification. The purpose of this synopsis is to announce the Food and Drug Administration's (FDA) intent to negotiate a Firm Fixed Price sole source contract with CytoBioscience., located at 3463 Magic Drive, Suite 120, San Antonio, TX 78229 to the purchase Maintenance / Service agreement for CytoPatch Automated Patch Clamp System.

The Government intends to negotiate solely with CytoBiosciences, as the only source capable of providing the required devices. CytoBioscience was awarded a contract (HHSF223201810054P) for the CytoPatch Automated Patch Clamp System. This is an integrated system for automated electrophysiology recordings from individual cells that express ion channel proteins. It consists of a patch clamp rig (main unit), a compressor, a vacuum, an UV cleaning device, and an associated PC used for instrument control and data analysis. Device service and maintenance – have to be performed according to the maintenance schedule; wearable parts need to be replaced up to 4X per year by user under guidance of vendor. Remote diagnostic services are required during regular business hours. Telephone support shall be during regular business hours. And On-site services shall be performed when needed. And upgrades to software and firmware shall be performed as they become available.

All work will be performed by service personnel certified by CytoBioscience/Cytocentrics as properly trained and qualified to maintain and repair the listed system. The following work/quantities shall be purchased under this order:

The CytoPatch Automated Patch Clamp System

The CytoPatch Automated Patch Clamp System shall be serviced within 30 days after contract award.

Period of Performance shall be for one (1) year.

The anticipated dollar value of this purchase is $25,000.

THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS, however, interested firms may submit a capability statement in response to the above requirement with pricing information by March 23, 2019 @ 2:00 PM Local Time to Robert Maydwell, Contract Specialist, Phone: (301) 348-1814, Email: Robert.Maydwell@fda.hhs.gov. A determination not to open competition based responses to this notice is solely within the discretion of the Government.
