HeinOnline Core Plus Collection & Bar Journals Library (or Equal) (Open Market)
1. Background:
The Food and Drug Administration (FDA) needs to procure access to federal government publications from a licensed data distribution vendor. Online database providers have created digitized collections of the government materials not available from official government agency websites and digitized e-books related to legal research. The digitization of print materials is a lengthy, expensive, time consuming process.
Commercial vendors recognized the limited market for the digitized collections and have focused on creating single source products that are not available from other vendors.
HeinOnline was one of the first commercial resources to start digitizing documents and has the largest collection of resources available. Many of their resources are exclusive, proprietary products not available from any other vendor. FDA’s Office of General Counsel currently uses HeinOnline to meet its research needs. The Food and Drug Administration has federal regulatory responsibilities that frequently require analysis of historical federal regulations and legislative history. The components of a legislative history include FDA statements during Congressional Hearings, statutory authorities, analysis of the proposed and final rules published in the Federal Register, and additional review of congressional research activities. HeinOnline provides a centralized search interface for all areas of research in their exclusive, commercially propriety products via internet access.
FDA staff can now research historical legislative and regulatory issues from their desktops without delay caused by retrieving materials from other research institutions or offices. HeinOnline continues to add digitized materials which will expand the use of the resource at FDA. The collections of materials on HeinOnline are grouped topically and typically include a variety primary legal resources containing official language issued by the Government Printing Office as well as secondary analysis materials and legal scholarly works

The Compilation of Sections Affected is the research tool that tracks changes to the regulations and lists the renumbered sections. The Compilation of Sections Affected finding tool provides the links to the historical materials back to 1936.
HeinOnline contains complete coverage of Law Reviews and Bar Journals – starting from the inception of the journal to the most current volume released by the publisher to its licensed vendors. Food and Drug law research necessitates access historical law reviews, especially the industry journal Food and Drug Law Journal (formerly Food, Drug Cosmetic Law Quarterly). HeinOnline provides access for issues of the FDLJ back to inception in 1946.
