PART 1 – GENERAL INFORMATION
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 and FAR 13.1 as supplemented with additional information in this notice. The Request for Quotes (RFQ) announcement constitutes the only solicitation that will be issued. The Government contemplates issuing a firm fixed-price order resulting from this solicitation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-94 and 95 dated January 19, 2017.
The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 – Analytical Laboratory Instrument Manufacturing, with an associated size standard of 1,000 employees. This solicitation is issued as a total small business set-aside.
PART 2 – SUPPLIES OR SERVICES AND PRICES/COSTS
Background: The FDA’s Detroit Laboratory is a drug testing laboratory that tests raw and finished products to USP specification. The lab performs dissolution and disintegration tests on pharmaceutical medications for shelf life and drug survey samples. As part of its defined work plan, the FDA’s Detroit Lab will be receiving up to 60 investigative samples chiefly from the Department of Defense (DOD) and Veterans Administration (VA) as well as FDA ORA District Offices across the nation and from random locations for drug survey testing. This testing is essential to ensure the medication supplies from these locations meet acceptable dosing limits for the medication. The current equipment in the laboratory does not have the capacity to accommodate for this large sample volume. Therefore, the purpose of this requirement is for the purchase, installation, and preventive maintenance service of a media degasser system to dispense degassed and heated dissolution media.
