Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 “Streamlined Procedures for Evaluation and Solicitation for Commercial Items”, as supplemented with additional information included on this notice and in conjunction with FAR Part 13.5, utilizing Test Program for Certain Commercial Items Procedures. This announcement constitutes the only solicitation; offers are being requested, and a written solicitation document will not be issued. The solicitation number is FDA_16-223-SOL-1158666. This solicitation is issued as a Request for Quote (RFQ). This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-83-3 dated November 1, 2015.
The associated North American Industry Classification System (NAICS) Code for this procurement is 811219 – Other Electronic and Precision Equipment Repair and Maintenance; with a Small Business Size Standard of $20.5 Million. This combined/synopsis solicitation is full and open competition.
Background: The U.S. Food and Drug Administration (FDA)/Center for Biologics Evaluation and Research (CBER) currently owns the following equipment: HiSeq 2500 (Serial Number: 7001029), MiSeq (Serial Number:M01542), cBOT (Serial Number: 6001205), and iCompute (Serial Number:
IC-51132863). The equipment was previously covered under Purchase Order:
HHSF223201110060A and the Maintenance agreement expired on November 2, 2015 and the iCompute Maintenance agreement expired on November 11, 2015. The Center for Biologics Evaluation and Research conducts research as well as perform regulatory functions. To meet the needs of deoxyribonucleic acid (DNA) sequencing efforts using next generation sequencing (NGS), the Facility for Biotechnology Resources (FBR) is equipped with an llumina HiSeq 2500 and Mi-Seq next generation sequencers and is providing NGS services for CBER scientists. The success of NGS relies greatly on how DNA is efficiently extracted, fragmented into desired-size fragments. The adequately-sized DNA templates are then amplified to generate multiple copies for each individual fragment (called “ library”) before the sequencing reaction is carried out. FBR uses an Illumina cBOT for efficient library generation. The data generated in a sequencer is huge requiring data server for converting to useful files and mapping to a database. This is done by using Illunina iComputer. Both Illumina HiSeq2500, MiSeq, and cBOT, as well as iCompute are therefore essential instruments for CBER’s next generation sequencing service.
These systems are operative on a daily basis and is in need of a Preventive and Corrective Maintenance agreement. Interested vendors will be provided the opportunity to inspect the equipment.
