FDA-15-223-SOL-1151782 Combustion Module-Cavity Ring-Down Spectroscopy (CM-CRDS) system

PART 1 – Description

This is a Combined Synopsis/Solicitation for Commercial Items prepared in accordance with the format in FAR Subparts 12.6 and 13.5 and as supplemented with additional information included in this notice. This Request for Quotation (RFQ) announcement constitutes the only solicitation that will be issued; a quote is being requested and a written solicitation will not be issued. The government contemplates a Firm-Fixed Price Purchase Order resulting from this solicitation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-74 dated July 1, 2014. This is a small business set-aside.

The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 – Analytical Laboratory Instrument Manufacturing; the small business size standard is 500 employees.

Brand Name or Equal

This is a brand name or equal acquisition; in accordance with FAR 52.211-6, to be considered for award, offers of equal products must meet the salient physical, functional, or performance characteristics provided in the statement of requirements. In order to be considered an “equal” solution, any alternative solution proposed must be able to perform in strict accordance with the salient operational and technical features described below.

PART 2 – Supplies or Services and Prices/Costs

The U.S. Food and Drug Administration (FDA) Forensic Chemistry Center (FCC) requires a Combustion Module- Cavity Ring-Down Spectroscopy (CM-CRDS) system for the 13C/12C ratios of solid/semisolid samples. Stable carbon isotope ratio analysis (SCIRA) has been demonstrated as a powerful tool to detect economic adulteration by comparing botanical isotopic signatures. The FCC has seen an increase in the number of samples requesting adulteration detection analysis and current Isotope ratio mass spectrometery is difficult to repair and has a high learning curve. The FCC requires acquisition of a CM-CRDS system or equal for faster turn-around time for these types of analysis without compromising data quality. The contractor shall also provide Installation Qualification, Operational Qualification, Performance Qualification and local operator training. A one year manufacturer’s warranty and four option periods for an extended warranty/maintenance agreement are required.

Part 3 -Technical Requirements/Salient Characteristics

The CM-CRDS shall “meet or exceed” the following salient characteristics/specifications. Offerors shall include a technical brochure referencing the specific equipment, capabilities and characteristics referenced below. All of the following are minimum requirements. Equivalent requirements that differ from these minimum requirements must be justified by the proposing vendor and evaluated prior to award.

General

• The system must be a newly manufactured unit, not used and refurbished or previously used for demonstration.

• Software must be multi-user capable from set up through results, automated sequence table, and data analysis.

• The system must include a computer that meets the recommended requirements needed to fully operate the instrument control software. The monitor must be able to be connected to the computer and have a screen size of at least 15” (diagonal). Also a keyboard and mouse are required.

• The instrument must have reliable operation and durability with minimum maintenance; the instrument should not require more than annual maintenance or repairs (scheduled or unscheduled. If the instrument manufacturer requires additional maintenance to be performed by the customer, these tasks must be reviewed by the Project Officer”

• The instrument shall have fully automated methods and extended sample-handling capability to enable walk-away operations.

Combustion Module-Cavity Ring-Down Spectroscopy System

• Must utilize Cavity Ring-Down Spectroscopy (CRDS) technology

• Must utilize Time-based laser measurement for quantifying spectral features in an optical cavity

• Optical cavity must be < 35 mL in size

• Unit must have a Wavelength monitor (WLM) that is capable of laser wavelength control to within 2 MHz for precise quantification of spectral features

• Unit should be tested for, and must pass: mil-spec drop test; vibration test on both axes; and environmental chamber test

• All analyzer data files must be in universal data format

• The unit must come with a combustion module with a furnace, a 50 position carousel autosampler, and have user replaceable inserts for removal of ash without the need for a service call

• The unit must come with the proper hardware and software to interface the combustion module with the isotopic analyzer.

• Unit must be able to achieve a guaranteed δ13C sample-to-sample precision of <0.4‰ for a carbon content in a sample of at least 250 μg and achieve a typical δ13C sample-to-sample precision of 0.2-0.3‰ for a carbon content in a sample of at least 400 μg.

• The instrument must ensure precision by pulsing CO2 reference gas during the analysis.

• Sample-to-sample analysis time must be less than 15 minutes.

Warranty, Training , Support and Maintenance

Warranty The contractor shall provide a full manufacturer’s warranty for coverage on all non-consumable items and parts supplied including base instrument, computer, and monitor, unlimited on-site service visits for warranty repairs, factory-certified replacement parts, engineer labor and travel costs, and software updates and notifications for a 12 month (one year) period after date of award at no additional cost to the government.

Training On-site familiarization / training for up to two operators covering operation of the instrument, software use, and general maintenance must be provided during initial installation and should last less than one week.

Optional Extended Maintenance/Services The annual on-site maintenance/service agreement shall include but not is not limited to calibration, cleaning of the equipment, software and firmware updates, support services, replacement of parts, labor, and travel in support of the equipment at the location. The maintenance service will be listed as option periods on the contract. The maintenance service period shall consist of four (4) 12-month options period to begin after the 12 month (one year) manufacture warranty has expired, one year after date of award, at discretion of the government. The contractor shall provide a services report to the government point of contact after completion of the annual maintenance services.

Part 4 – Packing, Marking and Shipping

All deliverables required under this contract shall be packaged, marked and shipped in accordance with Government specifications.
